WD Atch 2, Section MAn evaluation factor includes a determination if prices are ‘fair & reasonable.’ Additionally, the Government will also evaluate proposed labor rate components to determine compliance with the SCA wage determination incorporated in this contract. pg. 38-42identifies numerous areas for training support that are covered under a variety of labor categories requiring varying direct labor rates. However, RFP, Page 42 Technical Exhibit 6 identifies 55,000 hrs (estimated workload data) for Training Support and there is only one line for Training Support in Attachment 1b Pricing Workbook. Question: Is it the Government’s expectation that vendors submit only the labor categories identified in Attachment 1b Pricing Workbook?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
pg. 38-42Q. If so, is the Government accounting for a ceiling rate that incorporates direct labor such as those listed on Pages 38-42 including labor categories of Strategic Exercise Planning Support Subject Matter Expert (SME) and Master Scenario Event List (MSEL) Developers that might be significantly higher than those such as Range Safety Specialist, Ammunition Specialist, etc.?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). Q. Since ceiling rates for the Labor Categories listed in the Pricing Workbook will be submitted, does the Government acknowledge that the Total Evaluated Price Tab will be artificially inflated to exceed the expected $200M contract ceiling value?

Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
L.4.5.4., pg. 71Q. How does the Government expect to evaluate the Ceiling Rates for Fair and Reasonable when item like the Training Support category includes approximately 27 labor categories, all of which will be priced at the “ceiling” rate for the most costly labor category?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
pg. 26labor categories don't match the table vs. solicitation (i.e. Training Coordinator & Project Leader in TE 1 is not found in spreadsheet). Does the government intend to modify the spreadsheet or provide a mapping, so the data is consistent?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
1.4, pg. 8The work is to be performed primarily at Fort Lee, VA, but may also include other SCoE element training sites to include:......." The WD associated with this procurement is only for Virginia. There are multiple locations, and per B.1.6, "The final proposed labor category rates will become the maximum rates allowable (ceiling rate) for each labor category under the resultant contract when pricing TOs and TO modifications." Therefore, contractors may receive RTOPs for locations other than Virginia and will not have rates to cover the other locations. Does the government intent to issue the other associated WDs? If not, this will limit the contractor's ability to bid rates to cover the labor at the multiple locations and could potentially force contractors to bid rates at a loss, particularly in the regions that have WD rates higher than the Virginia locality.Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Tech Exh 6, pg. 43Estimated Workload Data (Based on Projected FY22 Workload) and Attachment 1a/1b. What are the estimated hours to include in the spreadsheets? What is the CME for each labor category? Historically, which labor categories are exempt and which are nonexempt?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
The evaluation criteria has price as least important in the Government’s ‘best value’ approach which could encourage other offerors to “low ball” their pricing submission and when if they win, not be able to execute task orders. What criteria is the Government going to use to determine price unreasonableness—i.e., pricing is too low.Prices will be evaluated for price reasonableness in accordance with the RFP. Price realism will not be conducted for this requirement.
How do the functional labor categories listed throughout PWS Exhibits 1 through 5 map to the labor categories Offerors are required to price in Attachments 1a and 1b?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
It appears the Functional Areas listed on page 43 of 78 of the Solicitation map directly to the labor categories in Attachment 1a and 1b: i.e., ODS on page 43 is meant to mean ODS Instructor and Writer Support in Attachment 1a and 1b. Pls confirm that this assumption is correct.Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Does the Government want offerors to price the individual labor categories or every possible position?Pricing should be IAW newly revised Pricing Worksheets which reflect additional labor categories (LCATS).
Attch 1a/1bIn reviewing Attachments 1a/1b, four labor categories & descriptions provided in the PWS do not appear to be included:

7.1.2 Project Leader

7.1.6 Military Analyst

7.1.8 Operations Specialist

7.1.9 Individual Ready Reserve Coordinator

Will these labor categories be supported, and if so, can the Government please provide updated Attachments 1a/1b, OR, update the PWS to correlate with those labor categories provided in the attachments?

Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
1.4, pg. 8The primary place of performance is identified as Ft. Lee, VA.

Att 1 TabsWould the Government confirm the reference to "CME" refers to contract man-years and that this is not intended to be formatted based on dollars?Yes. However, note that CME references have been updated to read FTE (Full-time Equivalents).
Att 1 TabsWould the Government confirm the reference to "CME" refers to contract man-years and that this is not intended to be formatted based on dollars?Yes. However, note that CME references have been updated to read FTE (Full-time Equivalents).
Atts 1a/1bAttachments 1a and 1b define specific rate structures applicable to defined Option periods under the primary IDIQ. For TO’s issued during an Optional period (Opt 1, Opt 2, etc.); are we correct to assume that the awarded rates applicable to the optional period currently under performance will apply to the TO as issued within the same period?Yes. Awarded rates will be applicable to the ordering period year.
L.4.5.4, pg. 71(1) Is there a price differential for a “hard to fill” MOS? (2) Is there a price differential allowed by MOS and job on the task order that requires a security clearance? (2) Does the security clearance requirement have an impact on the dollar salary values to be entered on the spreadsheet for those MOS requiring clearances?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
WD Atch 2, Section MWage Determination (WD) as of Jan 29, 2021, no page number: Understand this WD is for the FT Lee, VA area. (1) Given that the government only provided one WD and the PWS offers no difference for Instructor and Writer Support labor categories other than customer, request the government differentiate this Labor Category so it is more discernable (e.g. by level and MOS)? (2) Is all pricing for the IDIQ to be based on this WD? (2a) If not, what are the locations for performance by Labor Category and request the government provide the WD for those locations? (2b) If yes, what is the government’s approach to accommodate performance at other locations with higher WD rates e.g. will the government allow location based rate modifications at the Task Order level when warranted?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Att 1a/1b, pg. 28-35 Tech Exh 3The government identifies a wide range of Instructor positions as well as Facilitator positions and a Simulator Operator position. Only the Instructor and Writer Support Labor Category is identified in the Pricing Worksheet. This wide range of positions commands a wide range of labor rates. Will the government allow the offering of additional specifically needed labor categories at the Task Order level with appropriately associated rates? If not, request the government identify the range of labor categories required and the hours associated with each labor category?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Attch 1a/1bTechnical Exhibit 6 appears to provide Estimated Hours for the combined total labor hours expected in 2022 for both the SAIDIQ and the MAIDIQ. Each Pricing Worksheet requires Offerors to input estimated hours for each labor category within the suite. Will the government provide additional guidance on the "Estimated Annual Hours" for each labor category in each suite?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Factor 4, Section MWhat will be the total price that the Government will evaluate? Will the Government confirm that the total evaluated price basis (before Government adjustments) will be the sum total of the "Total Price - Base Year" plus all option years 1-4?Total evaluated price will be the sum of all four CLINs in Schedule B. CLIN 0001 should be equal to the total from your pricing worksheet. Pricing Worksheet revised to reflect Total CLIN 0001 Price. Schedule B revised to reflect 5-year ordering period.
L.3.2, pg. 66The table at the bottom of page 66 for Volume V, in column II, lists "Price Price Narrative & Pricing Workbook". Will the Government clarify if this is two or 3 separate documents? If 2 documents, is the title "Price Price Narrative" or "Price Narrative"?Table L.1 revised to indicate that Volume V, Price requires submission of Schedule B, Price Narrative, and corresponding Price Workbook (1a or 1b).
M, para 1, pg. 78The evaluation criteria states, “The Price Factor will not be scored or rated.” If not scored or rated, how will the Government differentiate between Offerors who know the labor market and those who under bid. Will the Government consider rating pricing as "realistic" or "not realistic"? Does the Government plan to make adjustments to unrealistic pricing? The Government will not make price adjustments based on realism; however, as a basis for award, trade-offs between price and non-price factors are permitted. An award will be based upon an integrated assessment of all non-price and price factors. Price realism will not be conducted for this requirement.
L.4.5, pgs. 70-71FAR 52.222-46 governing Professional Compensation Plans is incorporated by reference. But if the pricing narrative is not scored or evaluated, how will Offerors’ proof of compensation plans for non-exempt and incumbent exempt professional staff affect the proposal scoring? Improper or insufficient total compensation would result in a staffing risk for the contractor and Government. How will the Government evaluate compliance with 52.222-46?Clause removed.
TE 6, pg. 43Technical Exhibit 6 does not break out hours by Labor Category and also fails to break out hours for the 8a SAIDIQ vs the SDVOSB MAIDIQ. Variation of estimated hours among 8a offerors will cause the pricing to differ and not offer fair "apples to apples" pricing comparison. If an offeror only plans to bid on the 8a SAIDIQ, what are the hours, by functional area and labor category that all offerors should bid?Pricing Workbooks have been revised to reflect additional labor categories (LCATS).
The column for estimated annual hours under a FFP type contract utilizes the numerical format –

however, the column which indicates CME’s utilizes a “currency” format – Please clarify if the Govt.

desires a numerical enumeration or currency format as currently shown? This has been revised to reflect that the Government wishes to see a number. Note that CME references have been updated to read FTE (Full-time Equivalents).
L.4.5.2, pg. 71Please clarify does the Government wish for this to contain the elements of FAR Part 31 – as the

instructions state “The Offeror shall identify any information necessary to facilitate the Government’s evaluation of its Attachment 1a (for 8(a) SAIDIQ) or Attachment 1b (for SDVOSB MAIDIQ) – Pricing Workbook submission.” – this is very broad and does not provide sufficient

specificity between FAR Part 31 elements or Generally Acceptable Account Practices (GAAP)?The Government confirms information as provided at L.4.5.1 and L.4.5.2.
7.5.26, Pg. 42This section refers to a possible surge requirement – will that be included under CLIN 0001 as there is
not another CLIN for surge and does not address the clause in the RFP FAR 52.222-4?Specific requirements related to surge will be identified at the Task Order level as needed.
TE 6, pg. 43How many annual hours does the government expect for a single FTE (1920, 1890, etc.)?The annual hours used by offerors in proposals depends on the benefits packages unique to those offerors.
1.1, pg. 7What level of effort and what labor categories are expected at locations other than Ft Lee?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). Att 2 WDThe requirements within the solicitation will require predominately professional/exempt staff, which would make the application of SCA seem inappropriate. Would the government consider removing the SCA requirement and wage determination from this solicitation? No.
Att1a/1bPlease confirm that Offerors are to price all the labor category positions as listed within the Attachments.Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Att 1a/1b, Att 2, 52.216-4Does the Government intend that Offerors not escalate SCA positions from year to year within the Attachment 1a and 1B pricing sheets as these rates will be adjusted in accordance with 52.216-4 ECONOMIC PRICE ADJUSTMENT--LABOR AND MATERIAL (JAN 2017) on page 51 of 78 of the solicitation? We assume that ceiling rates will be adjusted in accordance with FAR 52.216-4 to correspond to increases in wage determinations issued in future years. Please confirm that this assumption is correct. This assumption is incorrect. As stated in B.1.6, "Offerors are cautioned to include escalation where warranted." The Government expects that proposed rates will correlate to Offerors' staffing, recruitment, and retention plans.
Att 1a/1bWithout visibility into the number, types and complexity of the tasks that will be issued by the Government over the course of this five year program, how can an Offeror reasonably estimate a level of effort by category per year to establish the IDIQ ceiling price? Would the Government consider a revision to the Attachments 1a and 1b that includes the hours by labor category by year in order that the Government receives consistent responses from all Offerors as well as a level playing field?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Section M, Factor 4 PriceUnder “Price Reasonableness”, the solicitation states: “The Government will also evaluate proposed labor rate components to determine compliance with the SCA wage determination incorporated in this contract, as applicable.”

If Offerors are not required to provide a detailed rate build-up with their proposal -- which would provide visibility into the proposed direct labor – what process will the Govt use to confirm that the direct labor rates are compliant with the wage determination rates?

Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
Section B, ODCsSection B appears to indicate that successful offerors will be reimbursed for applicable indirect burdens on ODCs. It is assumed that any indirect burdens would be presumed to be included in the Govt furnished NTE amount of $60,000 per year. Please confirm that this assumption is correct.Travel CLIN is revised to add" Travel costs shall not include profit or G&A or other indirect costs."
Att 1a/1b, col. BAre all bidders required to use the Estimated Workload Data provided in the Final Solicitation, Technical Exhibit 6, page 43 to complete column b of Attachment 1a,b?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee). Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
1.4, pg. 8Does the government intent to issue the other associated WDs?
Labor hours are provided on pricing worksheets and are estimated for price evaluation purposes only.
L.4.5.2, pg. 71Can the government provide more information regarding what the offeror should include in the Pricing Narrative?Pricing Narrative should describe methods used to develop proposed price.
Attach 2 WDAre vendors pricing labor categories based in the one Wage Determination provided with the solicitation documents? are we pricing LCATS based on WDs for all other locations too? if so, what WDs?Pricing Workbooks have been revised to reflect additional labor categories (LCATS). A column for base labor rates has been added. Locations have been provided by LCAT if other than Prince George's County (Ft. Lee).
