SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
QUESTION & ANSWER RESPONSES
1. In reference to the Government response to question #11 in Amendment 0006.
Question: Is the FAR 52.219-8 and /or FAR 52.219-9 subcontracting requirements document be excluded from the 10-page limit for the past performance volume?
Government Clarification to Question #11: The requirements in paragraph L.5.3.3 shall be included in the 15-Page Volume III – Past Performance, with the exception of the SF 294 and 295’s which are excluded from the page count.
2. In reference to Section L.6.1 in Amendment 0006.
Government Clarification to Section L.6.1: For estimating purposes at the IDIQ Contract Level, Offerors shall use the $240M IDIQ ceiling over the five-year ordering period and assume an even distribution of funded work annually for the three IDIQ contract awards.
See Amendment 0007.
3. In reference to the Program Manager Labor Category description in Amendment 0006.
Will the Government remove the added Program Manager experiences (Ten (10) years Army/USMC Executive Level (3 Star and above) experience. Five (5) years of Army/USMC brigade staff (or higher) experience, or service equivalent) so the Program Manager requirements are in line with the Equivalent Rates?
Government Revision: Yes, the Program Manager Labor category has been revised. See Amendment 0007.
4. In reference to Section L.5.3.3
Question: Please confirm our understanding that if there is no SB Subcontracting Plan applicable to our Past Performance reference, we do not need to provide teaming agreements and ISRs/SSRs (which are not applicable if there is no SB Plan). It is not clear to us from the responses to the questions.
Government Clarification to Section L.5.3: Section L.5.3.3 is updated. See Amendment 0007.
5. In reference to Revised Attachment 8 – FCC Pricing Workbook in Amendment 0006.
Will the government confirm that Offerors can adjust the Pricing Workbook to indicate their overhead rates, disaggregate their G&A rate and proposed profit, and add a column to display the total labor costs per labor category?
Government Clarification: Attachment 8 – FCC Workbook has been updated. A tab has been added for fringe rate calculations. Offerors will provide a breakdown of pool and base expenses and amounts. Offerors may revise the number of rows and columns.
6. In reference to the Government response to question #113 in Amendment 0006.
Question: Can we use the past performance of subcontractors if they are not receiving 25% of the workshare?
Government Clarification to question #113 in Amendment 0006: Yes, if the subcontractor will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.
7. In reference to Section L.5.3.3 in Amendment 0006
Question: Please provide clarification with regard to Past Performance Section L.5.3.3. It is our understanding from the responses to the questions that Section L.5.3.3 in its entirety, to include L.5.3.3.1, L.5.3.3.2, L.5.3.3.3 and L.5.3.3.4, is moved from Vol III Past Performance to Vol IV Small Business Participation.
Government Clarification to Section L.5.3.3: No, the entire Section L.5.3.3 has NOT been removed to Volume IV Small Business Participation. Subparagraphs L.5.3.3.3 and L.5.3.3.4 have been removed from Volume III Past Performance and placed under Volume IV – Small Business Participation under subparagraphs L.6.1.4 and L.6.1.5.
8. In reference to Attachment 8 FCC Pricing Workbook in Amendment 0006.
Question: Can the government please explain why the standard Overhead calculations have been removed from the new revised Attachment 8 FCC Pricing Workbook provided with Amendment 6? Normally, overhead is calculated on the subtotal of the Direct Labor plus Fringe subtotals. We believe this previous format was correct, and assume that the revised Attachment 8 requires correction. Can the government please provide a corrected pricing template or allow the offeror to adjust the workbook accordingly?
Government Clarification to Attachment 8 – FCC Pricing Workbook: Attachment 8 – FCC Workbook has been updated. Offerors may revise the number of rows and columns to accommodate the calculations.
9. In reference to Attachment 9 Total Compensation Plan for Professional Employees (TCPPE) in Amendment 0006.
Question: In the Total Compensation Plan for Professional Employees (TCPPE) Attachment 9, there is no row or calculations to show the inclusion on the Offeror’s Overhead costs. Without the inclusion of the Overhead rate, the correct Billable rate cannot be shown. The Billable rate includes Fringe, Overhead, G&A and Fee. Can the government please explain why the standard Overhead calculations have not been included? Can the government please provide a corrected Attachment 9 or allow the Offeror to adjust the workbook accordingly?
Government Clarification to Attachment 09: Attachment 9 – Total Compensation Plan for Professional Employees is provided as a sample. The note within the form specifically states that the offeror may adjust the sample. Please note 1920 shall be used as productive hours.
10. In reference to Attachment 8 FCC Pricing Workbook in Amendment 0006.
Question: Can the government please explain why the “Total Cost @Burdened Rate” column has been removed in the new revised Attachment 8 FCC Pricing Workbook provided with Amendment 6? In previous versions of the workbook, this column allowed the Offeror to roll up the total cost of each labor category for each contract year in order to accurately calculate the Total Fixed Price. We believe this previous format was correct, and assume that the revised Attachment 8 requires correction. Furthermore, in response to Question 61, the government stated that the labor cost details will not be updated to remove total costs. Can the government please provide a corrected pricing template or allow the Offeror to adjust the workbook accordingly?
Government Clarification to Attachment 08: Attachment 8 – FCC Workbook has been updated. A tab has been added for fringe rate calculations. Offerors will provide a breakdown of pool and base expenses and amounts. Offerors may revise the number of rows and columns.
11. In reference to Government response to question # 103 in Amendment 0006
Question: The current industry standard word-processing systems use the term “point” instead of “pitch.” Will the Government please confirm that it means for the requirements for illustrations and tables to be not less than an 8 “point” and not 8 “pitch” (the latter representing a 15 “point’ font size) standard business font in the answer to Q103?
Government Clarification to Question #103: Letter size and spacing requirements for illustrations and tables can be at the discretion of the Offeror, must be easily readable, but not less than 8-point standard business font (Arial, Times New Roman, Courier New). See Amendment 0007, RFP paragraph L.2.2(i).
12. In reference to Government response to question # 3 in Amendment 0006.
Question: With regard to the requirement to provide copies of SF294s, SF295s, subcontracting plans and teaming agreements, will the Government consider deleting this requirement from the Past Performance volume in lieu of the Offeror providing confirmation of compliance with SB subcontracting goals for 3 of the past performance references in the SB Subcontracting Plan volume? Copies of the requested data could be as much as 300 pages or more. We don’t believe it’s the Government’s intent to request this volume of information for its review and evaluation. Should the Government not be amenable to removing this requirement from the Past Performance volume, please confirm the requested information is not included in the 10 page limitation for the volume, as there is no way the requested information can be provided within that restricted page count.
Government Clarification to question #3 in Amendment 0006. Section L.5.3.3.2 is revised.
See Amendment 0007.
13. In reference to Attachment 9 - Employee Total Compensation Plan.
Discussion: Amendment 0006 issued a new Attachment 9- Employee Total Compensation Plan. The new Attachment 9 indicates that annual total base labor costs should be calculated on the basis of 1,920 hours. The template also has no row to indicate the Overhead rate for a labor category.
Question: Given that some Offerors calculate total base annual salaries using 2,080 hours, will the government allow Offerors to modify the template for calculating the annual salary; and will the government allow Offerors to indicate their respective overhead rates to arrive at the ceiling fully burdened hourly rates.
Government Clarification to Attachment 09: Offerors shall use 1,920 hours as a man-year.
Offerors may make any adjustments to Attachment 9, as this was provided as a sample.
