Focused Learning Problem Statement. Relates to a deficiency in the force identified as a challenge, issue, required decision or the achievement of a technical breakthrough on which the Army may be able to capitalize as an opportunity.

Army Concept Framework. Multi-domain Operations, Functional Concepts and O&Os Overarching Issues. Broad, durable futures integration study issues / learning demands tied to MDO Military problems Sub-Issue. Focused, measurable specific challenges, issues, decisions or opportunity expressed through the lens of DOTMLPF-P, Resources (R), and Concepts (C) Senior Leader Guidance Learning Demands. Clearly identified gaps in our knowledge for concept and capability developments:

The difference between what we know and what we need to know to develop concepts and capabilities for the future force Questions (for discovery), hypotheses (for testing) or statements (for demonstrations) Usually requires multiple venues. A lesson is learned when you can measure a positive change in behavior, performance, or effectiveness through observations and insights Essential Elements of Analysis (EEA). Delineates sub-elements of problem and learning demands; specific questions for analysis.

Usually require narrative answers; the quantitative output of the study is used with judgmental evaluations to produce meaningful answers Formulated in such a manner that when properly answered they give a judgmental evaluation of the critical issues in the study Measures of Merit (MoM). A quantitative expression of the degree in which a widget meets its objectives (MoEs, MoPs).

Measure of Effectiveness – qualification of how well mission objectives are met Measure of Performance – quantification of how well a widget works, without specifically addressing mission objectives

Re-Compete Dis-Integrate Exploit

Learning Demand 1: How does the Joint Force employ ISR to create the conditions to defeat the adversary’s integrated fires and air defense systems?

Learning Demand 2: How do Joint Forces Command and Control to enable the defeat of the adversary’s integrated fires and air defense systems?

Learning Demand 3: How do ground forces as part of the Joint Force conduct adaptive basing and distributed sustainment from Competition through Armed Conflict to defeat the adversary’s integrated fires and air defense systems?

Learning Demand 4: How does the Army as part of the Joint Force defeat threat operations to destabilize the region?

Learning Demand 5: How does the Army as part of the Joint Force display the ability to impose unacceptable cost to the threat to deter the escalation of violence?

MDO v1.5 Military Problem: How does the Army enable the Joint Force to compete with Russia and China below armed conflict, penetrate and dis-integrate their anti-access and area denial systems and ultimately defeat them in armed conflict and consolidate gains, and then return to competition?

Learning Demand Examples Five Additional Problems posed by Russia and China* Focus Areas (Learning Demands) *How does the Joint Force compete to enable the defeat of an adversary’s operations to destabilize the region, deter the escalation of violence, and, should violence escalate, turn denied spaces into contested spaces?

*How does the Joint Force penetrate and dis-integrate enemy anti-access and area denial systems throughout the depth of the Support Areas?

*How does the Joint Force penetrate and dis-integrate enemy anti-access and area denial systems in the Deep Areas ?

How does the Joint Force penetrate and dis-integrate enemy anti-access and area denial systems, and then exploit the resulting freedom of maneuver to defeat the enemy in the Close and Deep Maneuver Areas?

How does the Joint Force re-compete to consolidate gains and produce sustainable outcomes, set conditions for long-term deterrence, and adapt to the new security environment?

* MDO v_5j verbiage

These examples are broad in scope. FID Divisions should focus learning demands within their functional domains, but also looking both horizontally and vertically within formations conducting MDO.
