Combat Training Systems (CTS) CTSs are a category of training simulators consisting of interrelated components, parts, electronics, facilities and other resources (hereafter referred to as CTS) working together to simulate, replicate, facilitate, present, evaluate and deliver a rigorous set of combat training experiences. The contractor shall provide customer units with up-to-date, serviceable training CTS systems. CTS executes the receipt, storage, shipment, loaning, management, accountability, and maintenance of all simulation systems issued to NTC. Capability requirements shall include the instruction, operation, maintenance, promotion, and administration of CTS. The contractor shall provide customers with comprehensive reference materials to assist in the selection of available property.
Training Aids Supply Center (TASC) The contractor shall provide customer units with up-to-date, serviceable TADDS & training support property. Included with this mission are the receipt, storage, shipment, loaning, management, accountability, and maintenance of this property and property located on ranges and in training areas. Customers shall be provided comprehensive reference material to assist in the selection of available property.
Electronic Imaging Center (EIC) The contractor shall provide design, development, and production of training related and official visual information (VI). This includes: information charts and displays, graphic art and digital products, video recording, video tape, digital video presentation support, electronic and transparency briefings, training certificates, enlargements, lamination, electronic photo images, official photos and photographer support, still video information and services support utilizing GFP software and hardware. Audio and Sound and Visual Information tasks are part of the EIC department. In FY18 the name of EIC will change to Audio Visual Information Development Section (AVIDS).
DEVICES
The Devices Shop personnel provide design, prototype and construction support for approximately twenty-thousand (20,000) training aids. Its primary function is design, construct and maintain the fleet of VISMODS that replicate OPFOR equipment on the NTC battlefield, and adapter brackets in support of TESS. Capabilities include wood working, metal working, plastic vacuum forming, modeling, and painting. Fabrications may be requested for the products defined within. Devices provided included rotational support distribution items such as: minefield marking equipment, simulated shape charges, simulated improvised explosive devices (IEDs), simulated detonation cords, simulated Bangalore torpedo demolition kits, information display boards, terrain boards, briefing boards, simulated Mine Clearing Line Charge (MICLIC) training charges and practice anti-tank mines with accessory kits. VISMOD activity includes fabrication and maintenance of all VISMODs. This includes repairs and preventative maintenance, part replacement, and installation of new VISMOD kits. Preventive maintenance includes servicing, adjusting, aligning and tightening of VISMOD components. In FY18 the name of DEVICES will change to Training Aids Production Center (TAP-C).
Counter RCIED Electronic Warfare (CREW) The CREW Shop supports training devices described in this section that replicate actual systems that utilize the electromagnetic spectrum to prevent the intended operation of a radio-controlled IED. CREW services personnel within the contract are responsible for the inventory, issue, installation, de-installation, troubleshooting, maintenance, storage, turn in, stacking, repair, tracking, and documenting of over seven-hundred fifty (750) training devices. CREW devices are used during training events that are part of the NTC mission. Requirements associated with their support must coincide with demands indicated within the NTC training calendar. For example, while installation and de-installation may routinely occur at a fixed location, maintenance and troubleshooting may be required at random locations down range via the use of contact teams. Performance of the requirements described herein is intended to occur at the NTC, except on occasion when performance at a different location within CONUS is required to fill NTC mission requirements.
Battery Maintenance The Government Furnished Property (GFP) to be maintained in battery maintenance section consists of both using and lending batteries issued to all Fort Irwin units, RTUs, visiting units and other service providers. Scheduled preventive maintenance for these batteries include: inspecting, servicing, charging, storing, cleaning and appropriate maintenance actions to keep property in operating order as indicated in equipment specific publications provided by either the Government or the equipment manufacturer.
Tactical Engagement Simulation Systems (TESS) Warehouse The TESS Warehouse provides TESS related equipment to include, Multiple Integrated Laser Engagement Systems (MILES), crew-served Blank Firing Adapters (BFA)s, Main Gun Simulation System (MGSS), Direct-Indirect Firing Cue (DIFCUE), and Instrumentation systems to support training units for this effort. This mission includes receipt, inventory, accountability, issue, loan, turn-in, shipment, storage and minor repair (lanyards, BFA, component changing) responsibilities of TESS equipment required to support training.
Counter Improvised Explosive Devices Integration Cell (CI2C) Provides CI2C and Counter Improvised Explosive Devices (CIED) equipment or devices training.
