A. All Shops have GFE vehicles. There are only two Contractor Acquired Vehicles which are used in the TASC section.
SECTION F
17. Section F CLIN 0003 & CLIN 0006, Performance Period. Neither of the performance dates in Section F appears feasible.

SECTION J
19. Section J Wage Determination
Q. If a task order requires performance at a location not included within the Wage
Determination supplied in Section J, will offerors be able to adjust the rates for non-exempt labor categories to account for the applicable Wage Determination? Or, will the Government incorporate all applicable wage determinations in Section J?
A. WDs for different sites will be incorporated at the task order level.
20. J.1 Wage Determination. The RFP provides Wage Determination 15-4281 (Rev. -3) which is applicable to the National Capital Region.
Q. Are offerors required to use this WD as the basis for any proposed non-exempt labor categories or may offerors use other WDs based on its assumptions regarding where it expects to perform work under the resultant contract?
A. The Wage Determination provided for the National Capital Region is to be used.
21. Section J.1 Wage Determination. Paragraph J.1 (pg 128) notes that the WD provided is being used to support the STO for Fort Hood; however, the WD title says Washington, D.C.
Q. Will the Government please confirm that Offeror's should use the Washington, D.C. WD to price the STO at Fort Hood?
A. WD for FT Hood was provided in Amendment 0003
22. J.1 Wage Determination for Sample Task Order. The referenced section states “**Note:
This Wage Determination is being used to support the Sample Task Order for Ft Hood.
However, the wage determination that follows is for the District of Columbia and specific counties in Maryland and Virginia.
Q. Is it the Government’s intent that this wage determination be used to price the Fort Hood work? If not, please provide the applicable wage determination for the Fort Hood sample task order.
A. The Wage determination for Ft Hood was provided in Amendment 0003.
23. Section J.5 Live Task Order Attachment C. Issue/Turn-In during RSOI/REGEN (Page 33).
The Government indicated during the site visit that at some point the CI2C warehouse would be relocated to the same building as the TASC.
Q. Will the Government please provide additional information on when the move is expected to occur? Will the Government please clarify if this means all training performed at the warehouse will also be relocated?
24. Section J.5 Live Task Order – Unrestricted. Paragraph 7.0 Period of Performance (Page 25).
Q. Will the Government please provide an updated period of performance for pricing purposes based on an anticipated award date for Live Task Order?

26. Section J.5 Live Task Order PWS - Suite 1 – Unrestricted. The RFP provides Wage Determination 15-4281 (Rev. -3), which is applicable to the National Capital Region. The live task order for Suite 1 is for work at Fort Irwin, CA.
Q. Will the Government provide the WD applicable to Fort Irwin?
A. A CBA for Ft Irwin was provided in Amendment 0003.
27. Section J.5 Attachment C. PWS. CIED Integration Cell (CI2C) Tasks (Optional Tasking).
During the Site Survey, participants were taken to this area and were briefed on the Sections responsibilities. Is the CI2C an optional area for the proposal?
A. In the PWS used, the CI2C Optional Task is a TBD item. However, since we are exercising the optional task for FY17's Option Year 1 of 1 to this Task Order, it was shown on the site visit.
In FY18, the CI2C cell will be part of the TASC Section in the FY18 PWS.
28. J.6 Suite 1 – Unrestricted – Pricing Worksheets.
Q. For pricing purposes what is the anticipated start date for Year 1 in the Total Evaluated Price Worksheet?
A. Schedule – 5 year Ordering Period from contract award through 5 years.
29. Section J. Wage Determination. Are Offeror's supposed to use the Wage Determination Guide provided when pricing SCA positions for Volume 5? The Guide is WD 15-4281 (Rev 3) and is based on the area in and around Washington DC.
A. Washington DC WD is provided for purposes of providing maximum rates. Task order rates will be task order specific.
30. J.4 Other than Cost and Pricing Data Worksheet. The table provided includes a column for Overtime Hours. The RFP does not mandate use of Overtime Hours.
Q. Does the Government intend to provide guidance on a percentage or number of Overtime Hours to include in our pricing submission?
A. There are no OT hours for FFP contracts.
31. J.4 Other than Cost and Pricing Data Worksheet (page 143 of 211). There is a "Direct Labor Table" in the middle of page 143 but there is no descriptive language to explain the purpose of this table.
Q. Will the Government please provide clarifying comments on how the Government expects this table to be used in the pricing process and its relationship relative to the table and pricing guidance given in the rest of this section?
A. The table is a format only for use in providing the pricing breakdown requested.
32. Section J.4 Other than Cost and Pricing Data Worksheet (page 143 of 211). Reference the table in the middle of page 143 entitled Direct Labor Table. There are a series of Roman Numerals reflected in five of the columns (i, ii, iii, iv, and v). Where are the descriptions of these references/notes?
A. The labels are self-explanatory.
33. J.4 Other than Cost and Pricing Data Worksheet (page 143 of 211). With respect to the Direct Labor Table. Is there a purpose for extracting out the taxes and insurance costs as these are normally in a company's fringe costs.
A. You should include the cost in accordance with your accounting system. This was provided as an example only.
34. Section J.4 Other than Cost and Pricing Data Worksheet (page 143). Reference the table in the middle of page 143 entitled Direct Labor Table. This value represents wages with fringe/taxes/insurance cost but yet this value does not directly feed into anything else shown in this section such as a fully burdened rate computation.
Q. What is the purpose of the Total $ column?
A. It is expected that it will be the fully burdened rate.
35. Section J.4 Other than Cost and Pricing Data Worksheet (page 143). Relative to the table in the middle of the page and the first column entitled WBS/PWS paragraph column.
Q. Is this a separate table being requested for the Sample Task Order? If so, it appears incomplete as the total dollars to the far right do not provide a Fully Burdened Rate nor does this data appear to feed into anything else discussed in the section. Can the Government please clarify?
A. The Table is a format only. The Sample Task Order is not to be priced.
36. Section J.3 (Page 87 paragraph 5.52/page 141) Paragraph states that prior to the commencement of performance, the contractor shall sign the Certificate of Non-Disclosure.
Paragraph J.3 provides a template for the Certificate.
Q. Is this certificate required as part of the solicitation response submission or after award? If required as part of the solicitation response who must complete it (primes, primes and subcontractors) and in which volume should it be included?
A. It would only be required after award and only by task order.
37. J.2 (page 139).
Q. Should the template at paragraph J.2 be used in meeting the requirements outlined on page 186 for TAB D of Volume 6, where the Offeror must warrant they have no OCI?
A. Yes.
SECTION L.
38. Section L.2.2 Proposal Format/L.6.6, Vol 4 Submission Requirements. L.2.2 states each volume shall contain a table of contents, a glossary of abbreviations and acronyms, and a cross-reference matrix. L.6.6 describes the submission requirements for the Past Performance Volume (Volume 4). L.6.6 does not include a glossary or a cross reference matrix.
Q. Request the Government clarify which guidance is correct.
A. L.2.2
39. Section L Volume 5: Factor 5 – Cost/Price. The requirements states “The Pricing proposal (with the exception of the Pricing Worksheets) shall be in Microsoft Excel and shall be compatible with Microsoft Office 2013.”
Q. Is the offeror allowed to submit both the Attachments J.4 and J.6 worksheets in Microsoft Excel to allow formulas to be seen? Or does the Government want the J.4 worksheet in Microsoft Word?
A. Worksheets are to be submitted to allow formulas to be seen.
40. L.7.2.1 STO Period of Performance PWS paragraph L.7.2.1
Will the Government please clarify the period of pricing requested for the STO. PWS paragraph L.7.4.2.1 states there is a "Base Period and 2 Option Periods" yet the STO Period of Performance shows a 30-day Phase-in Period, and 11-month "Year 1 Ordering Period", and a 12-month "Year 2 Ordering Period". Section L suggest a three year pricing window while the STO clearly only has a total of two years.
Q. From Section L, what does the Government consider the "Base Period" to be? What are the 2 Option Periods relative to years or partial years?
A. STO period of performance will be a Base Period and 2 Option Year Periods. The STO does not require pricing.
41. L.7.4.2, Contractor Pricing for TO#1. The RFP did not provide an SCA WD for the STO at Fort Irwin. Will the Government please provide the SCA Offerors should use or otherwise indicate by number what SCA WD should be used to price the STO?
A. CBA provided Amendment 0003
42. Section L.7.4.2, Contractor Pricing for TO#1. Please confirm if there is a CBA(s) associated with this RFP? If so, request the Government provide any and all CBA(s) for incorporation into Offeror's pricing.
A. CBA provided Amendment 0003
43. Section L.7.4.2, Contractor Pricing for TO#1. The RFP does not specify the type of Task Order the Government intends for the STO.
Q. Will the Government please confirm Offerors should price the STO as a FFP task?
A. Both task orders are FFP.
44. L.7.5.1.5 PWS para. 5.7.4 Vol 5 - Cost/Price Para. The pricing response requires a labor rate for a UXO Technician. There are three SCA categories for this (I,II,III). In reading the PWS para 5.7.4, there are tasks to provide services from Tech level I up to III.
Q. Will the Government clarify what level of UXO Technician should be used for pricing under the Total Evaluated Price Worksheets?
A. Follow instructions in J.4
45. Para. L.7.4.1.6 Pricing. This paragraph states our prices will "become the maximum rate allowable…." Given the world-wide scope of this contract.
Q. Will the Government set a specific location as the basis for pricing? This will provide a common context for Offerors and allow for equitable adjustment if an area is more/less expensive. For example, the SCA WD table provided under paragraph J.1 was for the Washington DC area, although it is labeled for use with the Fort Hood STO. Should Offerors use this WD for IDIQ pricing in Volume 5? Should Volume 5 salaries for exempt employees also be based on the Washington DC area?
A. The Ft Hood CBA was provided in AMD 0003 for the STO. The Washington DC WD is provided for the purposes of maximum rates.
46. L.6.6 Past Performance. Consent and Client Authorization Letters are required. Offerors who propose many teammates to cover all tasks and meet SB subcontracting goals will be at a disadvantage if these letters are counted against page count.
Q. Will the Government allow these letters to be not excluded in the Volume 4 page count?
A See Amendment 0005
47. L.6.3 Past Performance. This paragraph directs the Offeror to submit past performance information "on the offeror and all subcontractors, teaming partners…." Offerors who propose many teammates to cover all tasks and meet SB subcontracting goals will be at a disadvantage given the very short 15 page limit on this Volume.
Q. Request the Government allow for a larger Volume to accommodate Offerors with many teammates. Alternatively, the Government could set a limit on page count per reference.
A. Page limit adjusted
48. L.4 Management Approach. In this Volume, the Government directs the Offeror to "provide their technical approach to successfully perform the contract requirements for all 5 tasking areas (Sustainable Range Program, Combat Training Center Support, Mission Training Complex and LVC-IA Support, Soldier Training Support, and Training Development Support), to include all subtasking areas specified in the MAIDIQ PWS. The Offeror shall address, as specifically as possible, the actual methodology it will use for accomplishing these PWS task requirements."
The PWS contains over 50 pages of tasks and subtasks. The Volume page limit is 25.
Request the Government refine their guidance to acknowledge the impossibility of addressing "all subtasks...as specifically as possible" under the existing page count.
A. The Subtasking in C.1.4 must be addressed. See Amendment 0005
49. Section L.7.4.1./Section J.6. Pricing Worksheets. Paragraph L.7.4.1 refers to the "Total Evaluated Price Worksheet - Suite 1 (Attachment 1). Section J.6 appears to provide this worksheet, but it is not labeled Attachment 1.
Q. Will the Government confirm the worksheet at J.6 is the correct one to use?
A. Confirmed
50. Section L.2.1 Volume I; L.2.2.(i)/L.3.1. Tab A – Staffing, Recruitment and Retention Plan/PWS 1.16 Resumes. In PWS 1.1.6, it states, “The offeror is responsible for providing the qualifications for the Program Manager and the Alternate Program Manager. Resumes for each are required and will be evaluated…” In section L.2.1, it restricts Tab A – Staffing, Recruitment and Retention Plan to only 25 pages.
Q. In order to provide technically acceptable qualifications and resumes for the PM and the Alternate PM, will the Government consent to exclude Resumes from the 25 page limitation and allow Offerors to attach full resumes as an appendix outside of page count?
A. The page limitation remains unchanged.
51. L.4. VOLUME 2: FACTOR 2 – Technical Approach C.1.4 Scope Technical Approach Response. “The Technical Approach shall be prepared in a form consistent with the Performance Work Statement and the evaluation criteria in Section M of this solicitation. The Offeror shall provide their technical approach to successfully perform the contract requirements for all 5 tasking areas (Sustainable Range Program, Combat Training Center Support, Mission Training Complex and LVC-IA Support, Soldier Training Support, and Training Development Support), to include all subtasking areas specified in the MAIDIQ PWS. The Offeror shall address, as specifically as possible, the actual methodology it will use for accomplishing these PWS task requirements. The PWS does not match the above outline of tasks subordinate to each of the five
(5) major task areas in terms of the subtask areas in C.1.4.
Q. Will the Government please clarify whether or not we should divide the PWS tasks into the subtasks (C.1.4) under each of the five major task areas. If so will the Government clarify which PWS tasks should be covered in which subsections?
A. We do not understand this question. See Section M.2.
52. L.2.1 Table Notes A page shall be an 8 ½ X 11” sheet of paper. Some processes and/or graphic representations intended to summarize or clarify our proposed approach would be better represented on 11X17 sheets.
Q. Will the Government allow 11x17 foldouts for graphic representations and count the 11x17 as 1 page?
A. Yes, one graphic foldout page will be allowed, front and back.
SECTION M
53. Reference FAR 52.219-9 (Dev) Aug 2016 and DFARS 252.219-7003 Alt I Mar 2016 Large businesses are required to submit a SB Subcontracting Plan
Q. Can the Government clarify the Volume/Tab location for this document submission?
A. A Subcontracting Plan will only be requested from potential awardees and is not required as part of the submission for evaluation.
54. M.1.4 Basis for Award. In the last line of this section it states: “To be eligible for award of this (sample) task order, an offeror must be awarded a MAIDIQ.”
Q. Since the Sample Task will be awarded on a LPTA basis, will the Government please confirm that an offeror can be found unacceptable / not awardable / not LPTA in the Sample Order and still be awarded an MAIDIQ contract?
A. No, you must be determined to be Acceptable in all Factors in order to receive an award of the MAIDIQ.
55. M.1.1 Basis for Contract Award, M.7. Section M.1 identifies the basis of award, but does not identify the process of how the Government will evaluate proposals.
Q. Will the Government identify the procedure for the source selection? For example, will the Government:
• Organize proposals from lowest to highest, (then) ensure completeness of price proposals, (then) complete a compliance check on all volumes, (then) evaluate the acceptability of the technical, sample task order and past performance response, and then award to the lowest-priced offerors?
or
• Complete a compliance check on all volumes, (then) evaluate the acceptability of the technical, sample task order and past performance response, (then) ensure completeness of price proposals, (then) organize proposals from lowest to highest, and then award to the lowest-priced offerors?
A. Evaluation process is as stated in Section M.
56. Section M.4 Basis for Contract Award. The Government states that they …”will evaluate the Offeror’s demonstration of an efficient and effective technical approach to accomplishing all tasks identified in the PWS.” There are close to 400 detailed subtasks included in the PWS.
Q. Can the Government please clarify the criteria they will use to determine if the technical approach described in the offerors proposal is Technically Acceptable?
A. Evaluation criteria is stated in Section M
57. Section M.4 Basis for Contract Award. In M.4 the Government states that they …”will evaluate the Offeror’s demonstration of an efficient and effective technical approach to accomplishing all tasks identified in the PWS.” There are close to 400 detailed subtasks included in the PWS.
Q. Can the Government please confirm that they will evaluate this requirement based on the five major task areas and the 20 sub-areas found in Section C paragraph 1.4 and not the 400 detailed subtasks?
A. The requirements of the PWS have to fully be proposed to.
58. Section M 1.1(a) Basis for Contract Award.
Q. In order to ensure robust competition on each full and open task order, we request that the Government increase the number of Full and Open MAIDIQ awards from 4 to 6.
A. The number of Full and Open awards will not be changed. See section M, page 199, paragraph (c)
59. Section M paragraph (b) (page 205/211). The RFP indicates “ The Government will eliminate the Reserved Suite and establish a Small Business Suite if it is able to award contracts to at least two small business concerns that are capable of performing the entire TSS-E requirement in compliance with the Limitations on Subcontracting. If this occurs, the Government intends to award up to six (6) contracts in the Small Business Suite and to retain the Unrestricted Suite.” Our interpretation of this paragraph is there is no guarantee there will be a reserve suite. Our company, a Native Hawaiian Organization (NHO) 8a Small Business has the past performance, financial resources, and staffing to compete, win, and execute task orders under the reserve suite. The cost to prepare a responsive proposal, however, is significant; and we are willing to submit a proposal under the reserve suite provided there will be a guaranteed reserve suite. We find it unconscionable that the Government would request proposals from reserve suite firms without a guarantee of any reserve suite awards, with final outcome totally out of our control. In the event a reserve suite will be guaranteed, we respectfully request a commensurate extension in due date from the date responses are issued so we can adequately prepare a proposal.
Q. Please confirm whether or not our interpretation of the potential elimination of a reserve suite is correct.
A. There is no guarantee of a Reserve Suite. The language is correct as stated.
60. Section M.7.3 STO Pricing. The RFP states that there is no requirement to price the sample TO for the reserved suite.
Q. Is this accurate? Is this only for the sample TO?
A. The Sample Task Order does not require pricing.
GENERAL QUESTIONS
61. Q. Will the Government permit offerors awarded MAIDIQ contracts in the Unrestricted and/or Reserve Suite to add teammates post award at the Task Order competition level?
A. Yes
62. Q. Can a SB be awarded MAIDIQ contracts in both Suite 1 Unrestricted and Suite 2 Reserve?
A. Yes
63. We assume that it is permissible for a LB Prime offeror bidding on Suite 1 Unrestricted to bid as a teammate/subcontractor to a SB Prime offeror bidding Suite 2 Reserved.
Q. Is this a correct assumption?
A. Yes
64. We assume that it is NOT permissible for a LB Prime offeror bidding on Suite 1 Unrestricted to also bid as a teammate/subcontractor to a SB Prime offeror bidding on Suite 1 Unrestricted.
Under the current structure two LBs could be awarded as primes and also as subcontractors to SB Primes in the Suite 1 Unrestricted Suite thereby satisfying the Rule of Two for every task order opportunity effectively limiting competition in Suite 1.
Q. Can the Government clarify the expected award strategy?
A. The small business prime shall perform at least 50% of the effort.
65. There are no associated labor category descriptions, including educational requirements, experience and other specific job certifications, skills or licenses.
Q. If the Government agrees to provide labor category descriptions, can you please clarify if years of experience can be substituted for a college degree, and if so, what the scale would be for equivalency.
A. It is up to the offerors to propose their labor categories to meet the needs of the PWS requirements.
66. Q. Will the Government please clarify which positions listed in the CBA are anticipated to support the CREW requirements?
A. The CBA was provided in Amendment 0003. It is up to the contractor to propose the labor categories to support the CREW requirements.
67. Q. The Government showed offerors the MRAP and HMMWV Egress Trainers and the Engagement Skills Trainer. Can the Government provide periodic use rates for these trainers that shows approximately how many Soldiers have used these trainers per month for the past year?
A. The HEAT usage rate ranges from 50-200 Soldiers a month depending on the Rotational Schedule. The MET is rarely used (once or twice a month). There are no MRAP vehicles used by tenant units and the RTU doesn't really have time to utilize it. However, the NTC is currenlty required to make it available.
68. Q. TSD Office in Bldg 492, the Government showed us the office spaces the incumbent contractor apparently uses to provide overall contract administration and management. The Government informed offerors that the Program Manager (PM) attends the bi-weekly (twice monthly) TSC Meeting in Bldg 492. Q. What other meetings does the Government require the contractor’s PM to attend each week, each month, each quarter, etc.? Where are these meetings normally held?
A. There are only two (2) meetings the Government requires the contractor to attend. One - The TSC meeting: held Bi-weekly in the incumbent's conference room at 0900hrs on Wednesdays.
Two - The TESS Warehouse meeting: held Bi-weekly in the incumbent's TESS Admin Office's Conference Area at 1000hrs on Tuesdays. The TESS meeting is separate from the TSC meeting because it requires more discussion and coordination to support the rotation.
69. Q. Audio Visual Information Development System (AVIDS) office in Bldg 488, we noticed a sign listing the office hours for AVIDS as 0730-1600, Monday through Friday.
Can the Government confirm that these are the only hours that the AVIDS office is open and that there are not any additional hours the office is open either as part of a rotation or to support some other NTC activity?
A. The AVIDS office is only open from 0730-1600 Monday through Friday. The AVIDS office is not open at any other time.
70. KEY PERSONNEL-CONTRACT/PROGRAM MANAGER. The Government response addresses all questions regarding the Key Personnel issue. The Solicitation will be revised to reflect those changes in the Sections questioned below.
It will be up to the contractor to identify their proposed Key Personnel and submit resumes accordingly.
Reference: C.1.16 Key Personnel. The Key Personnel for the base contract shall be a Contract Manager and an Alternate Contract Manager (Amend 0005). Both shall be identified by name within the contractor’s proposal and their resumes submitted for evaluation during the Source Selection Process. The Program Manager shall be responsible for the performance of all work.
The name of this person and the Alternate Program Manager, who shall act for the Program Manager in his/her absence, shall be designated in writing to the Contracting Officer. The Program Manager and Alternate Program Manager shall have full authority to act for the contractor on all contract matters relating to daily operation of the contract. The Program Manager and/or Alternate Program Manager (in the Program Manager's absence) shall be available daily between the hours of 8:00 AM to 5:00 PM Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons. The offeror is responsible for providing the qualifications for the Program Manager and Alternate Program Manager. Resumes for each are required and will be evaluated as a part of the Source Selection Process.
Reference: C.1.26 Program Management. The contractor shall perform continual program management and shall provide a Program Manager who shall conduct overall management coordination and serve as the central point of contact with the Government for performance of all work under the contract. The contractor shall also provide Project Managers who shall be physically located on-site in accordance with the requirements of the individual task orders. A contractor employee shall be designated to act on behalf of the Program Manager and the Project Manager during their absences and shall provide written notice to the Contracting Officer, the COR, and OSCOR forty-eight (48) hours in advance of the change(s). Such designation is subject to approval by the Contracting Officer or the COR. The Program Manager and any individual designated to act in that capacity shall have full authority to contractually bind the contractor for prompt action on matters pertaining to execution of the contract and/or individual task orders. The Program Manager is responsible for work performed under the contract. The contracts manager is a POC for execution of the contracts action.
Reference: Section L.3.1. TAB A - Staffing, Recruitment, and Retention Plan.
The Offeror shall provide a detailed Staffing, Recruitment, and Retention Plan demonstrating the Offeror’s ability to maintain an efficient staff, recruit and retain qualified/trained personnel throughout the course of the five-year ordering period to provide services for all five (5) tasking areas (and all subtasking) identified in the MAIDIQ PWS. The plan shall include the following:
A process to hire, train, and retain an adequate number of personnel with a wide diversity of experience, education, and qualifications who are capable of successfully completing the mission requirements. This process shall include a timeline for hiring, training, and replacement of personnel during performance of the base contract and all task orders.
 Resumes for the contract manager and alternate contract manager, a list of other positions the Offeror considers key, the rationale for that designation and the qualifications that will be required of these key positions (i.e., degree, certifications, licenses, relevant experience);
 A Plan to hire and retain key personnel with a wide diversity of experience, education, and qualifications with proven expertise in their field to successfully meet the requirements;
Methods to reduce personnel turn-over and turbulence.
Reference: Section. M.3. Factor 1. Staffing, Recruitment, Retention Plan and Management Approach. M.3.1. Staffing, Recruitment, Retention Plan Approach. The Government will evaluate the Offeror’s proposed Staffing, Recruitment, Retention Plan approach for clarity and reasonableness to accomplish the complexity and magnitude of the services required. The Government will evaluate the following:
 Whether the approach demonstrates a sound process and reasonable timeline to hire, train, and retain an adequate number of personnel with a wide diversity of experience, education, and qualifications who are capable of successfully completing the mission requirements;
 The resumes/qualifications for the Project Manager and Alternate Project Manager; and whether the Offeror has demonstrated a sound rationale and has identified the qualifications (i.e.,degree, certifications, licenses, relevant experience) that will be required of other key positions designated by the contractor;
Reference C.1.16 and L.3.1. Paragraph 1.16 refers to a "Program Manager and Alternate Program Manager" as key personnel at the IDIQ level. L.3.1 directs Offerors to supply resumes for the "contract manager and alternate contract manager." Do these titles refer to the same persons?
Reference: Section C.16 para 1 and L.3.1 para 2. Section C indicates that the Program Manager and Alternate Program Manager are designated as key personnel. However, L.3.1 specifies that resumes are to be submitted for Contracts Manager and Alternate Contracts Manager labor categories. Section L.3.1. Tab A – Staffing, Recruitment, and Retention Plan/PWS 1.16 Key Personnel. Program Manager vs. Contract Manager. In the PWS, it states “The Key Personnel for the base contract shall be a Program Manager and an Alternate Program Manager. Both shall be identified by name within the contractor’s proposal and their resumes submitted.” In conflict, in Section L.3.1, it states, “The plan shall include the following: Resumes for the contract manager and alternate contract manager…”Q. Will the Government confirm that the only two positions requiring resumes are titled “Program Manager” and the “Alternate Program Manager”?
