About this file

This document is a Request for Information (RFI) for RSO Watch Care Services at Fort Carson, Colorado. The contract involves providing childcare services for Sunday worship and special religious events, with an average attendance of 10-12 children on normal service days and 20-25 children during holiday seasons. The services must comply with Army Regulations 608-10 adult-to-child ratios, which vary based on child age groups. Contractors will bill only for actual events performed, with each Sunday service expected to be approximately 4 hours (including setup, service time, and cleanup). The government will provide the Touch/No Touch Policy SOP, child sign-in/out forms, and storage space. The previous contract number is W911RZ21P0100, and potential contractors should submit quotes to Mr. Ira Pula or Ms. Dorothy Bell via email. The scope of work includes Sunday services, religious education, auxiliaries, and faith community events, with flexibility to structure proposals using a "per caregiver" approach to account for varying staffing requirements based on child age groups.

Request For Information – RSO Watch Care Services

Q: What is the average child attendance during Sunday services and special events, and would two providers generally be sufficient to meet AR 608-10 adult-to-child ratios?

A: 10-12 children on days of normal service; During holiday seasons, i.e., Christmas, Easter, etc., normally 20-25 children as services have historically been combined. Inserted below is a snapshot taken directly from Army Regulations 608-10 describing the exact Adult to

Child ratios based on age group:

Q: For the eight special events, will dates be provided at the beginning of the performance year, or will they be scheduled with short notice?

A: Dates will be provided at the beginning of the performance year.

Q: For monthly invoicing, should contractors bill the flat monthly CLIN price regardless of the number of Sundays/events performed, or submit based on actual occurrences?

A: Contractors should only bill based on events performed and actual occurrences.

Q: Are the 4 hours per Sunday guaranteed, or could events be shorter, and if so, should contractors still bill the full 4 hours?

A: It must be made aware that the events could potentially run shorter. In this case, contractors should NOT still bill for the full four hours but, instead, for the hours actually worked. Note: Even if events run shorter, the time worked is expected be close to, if not exactly, four hours considering the following: an (1) hour for set-up and arrival, service times, and one (1) hour after services for cleanup, admin etc.

Q: Will the Government provide the Touch/No Touch Policy SOP and child sign-in/out forms, or must the contractor develop their own?

A: The government will supply the Touch/No Touch Policy SOP and child sign-in/out forms.

Q: Will the Government provide space for storage of contractor-furnished supplies and equipment at the chapel facilities?

A: Yes, storage space will be supplied.

Q: Is this a brand-new contract OR if there is (was) an incumbent performing these services?

If not brand new, could you please provide the current / previous contract number? This is not a new contract.

A: The previous contract number is W911RZ21P0100.

Q: Where do potential contractors submit their Official Quotes to?

A: Per the Combined Synopsis document, potential contracts should email their quotes to

Mr. Ira Pula at ira.m.pula.civ@army.mil or Ms. Dorothy Bell at dorothy.f.bell.civ@army.mil.

Q: Scope of Workload: Should all of Technical Exhibit 3 be considered for the proposal? If so, could you please explain the differences between:

PWS Section 1.4.8: 4 hours each Sunday plus up to 8 special dates (4 hours each) = 240 hours per year mailto:ira.m.pula.civ@army.mil mailto:dorothy.f.bell.civ@army.mil

Technical Exhibit 3 – Estimated Workload Data: which totals 2,545 hours per year.

These two figures are significantly different, so clarification would be very helpful in developing an accurate proposal.

A: Services and Special services are specific to worship settings and worship conferences

(for e.g., Christmas, Women’s Conference, Christmas Eve, Ashe Wednesday). These services would not necessarily take place on Sunday but are still within the statutory requirement of worship.

Technical exhibit 3 considers Sunday services, religious education (Sunday school), auxiliaries and events that are not worship services but sponsored by a faith community in Fort Carson, CO.

Q: Caregiver Staffing Requirements: Is there a minimum number of caregivers required for any type of service? For example, if 10 infants attend, AR 608-10 ratios would require 5 caregivers, versus only 2 caregivers if there were 10 older children. That difference would directly affect cost. Is it possible to structure a proposal to bid per caregiver, rather than on an assumed flat rate, to account for this variation?

A: Yes, it is possible include a “per caregiver” approach in your quote.
