PERFORMANCE WORK STATEMENT (PWS)
Post Wide Recycling and Refuse Services
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide recycling and refuse services to Fort Carson, Colorado. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform recycling and refuse services as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background: Consistent with its strong commitment to sustainability and Net Zero Waste goal by 2020, Fort Carson has a vibrant recycling program. Over 50% of recyclable material was diverted in 2015. The Net Zero goal requires that, by 2020, 100% of all recyclable material will be diverted. The Government would like to be aggressive with this goal by diverting more and more of the waste stream and decreasing landfill bound material. While Fort Carson realizes that many products consumed/used today does not allow diversion, the Government would like to increase the percentages of recyclable materials to maximum extent practicable. The Government acknowledges that the gross tons of landfill bound trash will vary annually, as such the Government's expectation is that the contractor shall divert a minimum of 4% of recyclable materials found in the landfill trash each year.
1.3 Objectives: The contractor shall provide recycle program and refuse service support to the Fort Carson, Colorado, Directorate of Public Works (DPW), Operations and Maintenance (O&M) while working with the Government to increase diversion rates.
1.4 Scope: The scope of work involves support to the Recycle Program and Refuse Service of the DPW, O&M Division at Fort Carson, Colorado. The primary place of performance will be Fort Carson, CO and at specified Army locations at and near the Colorado Springs Airport.
1.5 General Information
1.5.1 Quality Control: The contractor shall develop and maintain a quality control program to ensure recycling and refuse services are performed in accordance with commonly accepted commercial practices and meet the requirements of this PWS. The contractor shall develop a quality control plan (QCP) and implement procedures to identify, prevent, and eliminate recurrence of defective services. The plan shall be submitted to the Contracting Officer and Contracting Officer Representative (COR) for review and approval no later than ten (10) business days after contract award (Deliverable 1). The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required. This plan shall be updated at least annually or within five (5) business days after any changes.
1.5.2 Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

5.3. Refuse Service Support
5.3.1. Background. Consistent with its strong commitment to sustainability and Net Zero Waste goal by 2020, Fort Carson would like to reduce the volume of landfill disposal and increase diversion rates over the length of this contract. The Net Zero goal requires that, by 2020, 100% of all recyclable material will be diverted.

The COR shall approve the route and collection schedule submittals prior to the contractor starting work. The contractor shall jointly monitor with the COR the fill capacities during the first 30 days of performance and at one other time to be determined during each performance period. Proposed changes to the schedule or haul route shall be approved by the COR in writing prior to schedule change in routes. The Government reserves the right to change the cubic yard capacity at any of the collection sites, reduce or increase the frequency of a collection site or change the number of collection sites as long as it does not increase the overall tonnage capacity requirement of the individual task order.
5.3.6. Grit. Grit is a non-soluble (i.e. small rocks, dirt and other small matters) material that enters waste water systems through the waste stream. This material is caught in a sediment tank and then put into dumpsters. Grit is considered normal trash and requires no special handling.
