SITE VISIT Q AND A

17-R-0003 Refuse Site Visit Questions Answers are in RED

1. After a quick review, would it be possible to list that size each container is for the Cardboard, Single Stream, and the Wood/Metal Roll Offs in Technical_Exhibit_5, _RECYCLING_STOPS (attached)? There are approximately 80 – 6CY dumpsters, 185 – 8CY dumpsters, 60 – 30CY roll-offs owned by the government for recycling services

2. Page 31 of the solicitation, Section 5.2.9 states, "The contractor shall collect various recycle commodities in all Government-owned facilities identified in TE 3. This task includes replacing full rolling plastic containers with empty rolling plastic containers which vary between 35 gallons to 125 gallons. These containers shall be emptied by the contractor on each visit regardless of product quantity. Collection of empty toner cartridges shall also be performed by the contractor during this operation. The contractor shall service central recycle point centers in facilities. These recycle centers utilize non-rolling containers that have plastic trash can liners installed. After emptying these recycling containers, the contractor shall install new plastic liners. These containers shall be emptied by the contractor on each visit regardless of product quantity. The contractor shall then deliver, sort, and transfer the collected materials into applicable dumpsters of same material at building 155. The containers are provided by the Government " TE 3 is listed on page 41, but it does not list the Government-owned facilities where the various recycle commodities are to be collected. Can the Government please identify these locations where section 5.2.9 requirements are to be performed, and provide GFE container quantities of each location? I believe I have a typo. TE5 list all stops provided by the contractor as well as a container type and quantity. Current contractor rolls a cart through each building. Paper totes are dumped in the cart. All remaining items (metal cans, plastics, etc.) are left in the bag or dumped into another bag if it’s not full and placed in the cart on top of the paper.

3. On Pg. 28, Part 3 of the Government Furnished Items and Services section 3.3 states the government will provide the equipment listed in the TE 3. On Pg 41 the TE 3 lists 300 dumpsters, 35 roll offs, and 400 toters for recycling and 500 dumpsters and 20 roll offs for refuse. Is the government going to provide these containers? The government owns the containers stated in question 1 as well as all totes required for recycling. The Contractor must provide all containers required to perform reuse services on Fort Carson.

4. Can you please provide the historical tonnage for the past 3 years for each waste stream below?

This information is vital to proposal submittal because the Contractor is required to bill by the ton and having accurate data is essential to each Contractors submittal.

01 Postwide Refuse Service approximately 8300 tons/year

02 Single Stream approximately 800 tons/year

03 Bio-Solids approximately 2000 tons/year

04 Diversion (how many tons were diverted) approximately 250 tons/year

06 Organic approximately 160 tons/year

07 Wood Waste approximately 670 tons/year

08 Green Waste approximately 155 tons/year

5. What is the difference between the wood and green waste? Can you provide definitions? Wood waste is pallets, crates, dimensional lumber, etc collected from the motor pools. Green waste is grass clippings, chipped tree branches, etc collected from the Base Operations Support contract

6. What waste stream are we charging tonnage for for CLIN 0004 – Diversion? The Diversion CLIN is the PWS requirement to divert material from the landfill bound trash. This requirement tasks the contractor to pull out recyclable material out of the refuse containers.

7. Is the Contract going to be for a base year and three option years? Yes.

8. On the wood metal RO tab for Technical exhibit 5 can you please provide what roll offs are for wood and what roll offs are for metal and the size of the roll offs? All recycle roll-offs are 30CY.

The Government provides the wood roll-offs. Colorado Industrial Recycling (CIR) provides all metal roll-offs as part of their service agreement with Fort Carson.

9. Can you please provide a CLIN for metal recycling? There is no CLIN for metal recycling. The hauling payment to the Contractor is included in the Recycling Service CLIN. The roll-offs belong to CIR and are part of a service agreement the Government established for metal collection.

10. Can you please extend the due date to give us adequate time to adjust our proposals for after the questions are answered? No more extensions are contemplated at this time.

11. It was brought to our attention that the “wood and metal”, green and blue respectively, roll-off containers that are listed in TE 5 are all owned by Colorado Industrial Recycling (CIR). We were informed that these are all 30 CY in size, and there is a Memorandum of Understanding between DPW of FT Carson that CIR will collect all of the metal from the blue 30 CY containers from Ft Carson, and Six Nations will utilize the 30 CY green wood waste containers, at no cost, in exchange for CIR to collect the metal and recycle all metals on Ft Carson. Can the Government please verify that this arrangement is correct, and if this arrangement will carry forward into the next contract. It is very important for this to be portrayed clearly because this effort requires purchasing 114 roll-off containers (or more), and figuring the labor and truck time to perform the hauls. Furthermore, there is no historical data to accompany this effort. Would the Government please consider posting the last 3 years historical data since we have to bill by the ton? Question 8 clarifies the answer as to ownership of the roll-offs. The Contractor hauls both wood and metal roll-offs for the Government as part of the Recycling Services CLIN. The Government receives payment from CIR for the right to our metal. The Contractor’s only responsibility is to deliver the metal to CIR and wood to a composting facility which is included under the Recycling Service

CLIN.

12. Evans Hospital Bldg# 7500 currently shows one compactor that is serviced M & TH. However there is a second compactor to my understanding that collects OCC. Please inquire if compactor is part of contract and if so the service days? Evans Army Hospital owns two compactors. One is refuse and the other is OCC. The Contractor is responsible for hauling both. They both are scheduled for once a week.

13. Please provide inventory list for all GFE including roll off and front load containers. Containers are listed in question 1. The Government owns one Front Load Truck and one Roll-off Truck. The two vehicles are for back up vehicles to the Contractor in the event of an equipment failure to their vehicle. We also have a pick-up truck, stake truck, two skid steers and four forklifts used by the Contractor as well as other stationary equipment listed under Government Furnished Property.

14. Please provide container count for incoming contractor to provide. Frontload and roll off. The current contractor has 611 front load dumpsters and 44 roll-offs. Of the 611 dumpsters, 3 are 2CY, 26 are 3CY and the rest are 6 or 8CY. 25 of the 6 and 8CY are spares stored at the storage lot at building 155. Of the 44 roll-offs, 12 are 20CY, 12 are 30CY and 20 are 40CY.

15. Please provide service days for compactor located at Commissary bldg. #1800 per Government

Furnished Property List. We did not see this container present at this building even though it is listed on the GFE. Please advise if this container needs to be serviced and/or provided by the contractor. The compactor was used to collect food waste from the Commissary. It is currently stored at the storage lot at building 155. It will be used again in the future for some purpose which is yet to be determined.

16. Reference, TE 5 Recycling Stops, POST & GARRISON RECYCLING STOPS. Please confirm that all of these containers listed in the spreadsheet are GFE, and if so, would the Government please add to the GFE list with the correct quantity and size of each container. Can the Government also confirm that this list is up to date and accurate, as the days of the week for collection are listed in two different sections on the spreadsheet? Can the Contractor collect these as single stream? What does the column Center refer too? All recycling containers are GFE. The totes are not included on the GFE list because they are not accountable items. The Government replaces as needed when the totes become damaged or unserviceable. The list is accurate but is only provided to show the Contractor the locations. It is up to the Contractor to decide how often and which days the buildings will be serviced as long as the containers do not exceed capacity between services. The material must remain source separated and brought back to building 155 and placed in appropriate dumpsters. “Center” refers to large wooden receptacles located in various locations used as collection containers. Each has a 4 plastic slim jim containers inside. Metal and plastic utilize plastic bags inside them while paper is currently dumped into the cart for collection as referenced in question 2.

17. Can the contractor elect to collect all front end load recyclables (cardboard, paper, plastic, aluminum, etc) and collect them as single stream? No. If the items have been source separated at their origin, they must remain as such. The single stream containers are the only containers collected as co-mingled.

18. Can you please provide the building number, container amount, container sizes, and pick up schedule for the green waste and organic waste? Green waste is collected in roll-offs at the Base Operations Support material yard on the north end of Post. Green waste is collected by an “on call” basis. The organic (food) waste is collected in 6CY dumpsters at buildings 1444, 2130, 2764 and 9439. Organic waste is collected at least twice a week

19. Do the interior containers have liners? The Government provides trash bags for all interior containers.

20. Is E-waste disposal included in this solicitation? If so, what is the historical amount and types of

E-waste disposed of for the last three years? E-waste is part of the Recycling Services CLIN. E-waste is collected at the PX Recycle Point and building 155. The items are placed in boxes and palletized for shipment. The Contractor is responsible for collection, preparing for shipment and loading the truck when it is scheduled by the Government.

21. Around 300 old mattresses were observed at the site visit. Are these mattresses delivered to the recycling center or is the Contractor responsible for picking them up? How are the mattresses currently being disposed of? Will the new Contractor be responsible for disposing these mattresses if they have not been properly disposed of before the current Contract ends? Most mattresses are collected at the PX Recycle Point. If they are dumped on Fort Carson, the Contractor is responsible to collect them. The Government pays for the recycling of the mattresses. The Contractor is responsible for loading them on the truck when it is scheduled by the Government.

22. Is the Contractor responsible for collecting furniture and large items that are placed near the dumpsters? Yes. Any illegal dumping is collected by the Contractor under the Recycling Service

CLIN.

23. Is the disposal of tires included in this Contract? If so, what is the historical amount of tires disposed of within the last three years? Fort Carson does dispose of tires. Most are generated by our Range Control operations. The Contractor is responsible to collect illegally dumped tires. The Government pays for the recycling of the tires. The Contractor is responsible for hauling them to the vendor. Fort Carson hauled three roll-offs last year at 30CY each. Most of those were Range Operations clean up.

24. Is the Contractor responsible for loading items onto the Goodwill trailer? Yes

25. Are the Government owed containers maintained, repaired, painted, and cleaned by the Contractor? Yes

26. Section 5.4.5 of the PWS states historical data for special events is included in Attachment 4.

Can you please provide attachment 4? Special Events are activities conducted by Fort Carson throughout the year. The requirement typically means a roll-off must be placed for refuse collection during the event. Fourth of July celebration, music concerts, Spring and Fall cleanup and Iron Horse Week (4th Infantry Division Celebration) are just a few examples of such events.

We average one a month on the installation.

27. Is the contractor responsible for maintaining the government owned compactors? No. The Government has a contract to repair all stationary equipment.

28. Can you provide a map of the base?

29. Would any changes to the brass deformation process (as an improvement), by the waste/recycling contractor, be considered? Or is the current procedure for deformation of brass unchangeable? All suggestions would be considered for any and all operations provided by the Contractor. The current brass deforming operations are pretty simplistic as is but the contractor can perform as they see fit as long as the brass gets deformed.

30. On route # 6 the sign posted ( Kevlar required beyond this point ) Would this equipment be supplied by the contractor or Government ? The Kevlar requirement is for tactical vehicles only.

Soldiers must have a Kevlar on while operating in those areas.

31. Contractor furnished equipment roll offs: How many roll offs approximately are on site ? and is this the contractors cost or Government ? contractor to bring on site ? Question 1 and 14 answers this question.

32. Government furnished Equipment: Would maintenance be performed on Government furnished equipment by the contractor or Government ? Tires , Maint , etc The Government has a contract for vehicle repairs. Delays are frequent with the current contractor. Government would accept pricing from Contractor to conduct repairs of GFE of rolling stock.

33. Who is responsible for these costs ? The Government is responsible for repairs to Government Property. This can be done through the current Government contract with the Logistics Readiness Center or the Government would accept proposals from the Contractor to provide those repairs.

34. is it the Governments responsibility to maintain equipment in working order ? Refer to questions, 32 and 33

35. fuel costs on Government owned equipment : Government owned equipment be the responsibility of the contractor or Government for fuel costs ? fuel card etc The Government provides fuel keys for Government owned equipment.

36. If contractor exceeds the diversion tonnage of 240 tons listed on CLIN 0004 will the contractor be reimbursed for their efforts? No. There is a contract limit on payment. Once 240 tons is achieved, the contract cost is at the maximum authorized.

37. For planning purposes what is the typical turnaround time on roll offs taken down range in the camp areas for Field Training Exercises? The roll-offs farthest south will take approximately 1.5 to 2 hours to swap out.

38. Will you post the sign in sheet for the site visit? No.

39. Would the government consider extending the proposal due date until questions are answered?

No more extensions are contemplated at this time.
