About this file
This is a Questions and Answers document for federal contract solicitation W911RX-27-R-A001. The document does not address specific products or services, response dates, pricing terms, or other substantive procurement details. Instead, it provides three clarifications regarding proposal requirements for offerors considering prime contractor and subcontractor arrangements.
The answers consistently direct offerors to comply with Limitations on Subcontracting requirements under FAR 52.219-14 and Section L&M of the solicitation when addressing questions about: (1) whether a prime contractor may use an established local retail subcontractor that owns or leases the storefront and performs fitting, footwear selection, fulfillment, and exchange services; (2) whether retailer ownership or lease documentation with a signed subcontract or teaming commitment satisfies requirements or if the offeror itself must own or lease premises; and (3) whether a performing retail partner's past-performance references may be submitted when clearly attributed to that partner. Answer 3 additionally references FAR 15.305(a)(2)(iii) regarding evaluation of past performance.
