About this file

This is a Questions and Answers document addressing clarifications to a federal laundry services solicitation.

The document clarifies critical contract terms for a laundry services procurement. Contractors will invoice based on actual quantities processed rather than fixed annual amounts, with per-piece pricing derived from estimated annual quantities in the pricing workbook. The estimated quantities are not guaranteed; no minimum or maximum quantities are specified due to anticipated workload fluctuations based on barracks usage and ceremonial requirements. Quantities exceeding estimates will require contract modification to increase CLIN funding. Service frequency will be coordinated with and approved by the Contracting Officer's Representative, with initial planning for two pickups and drop-offs per week as referenced in PWS 5.2.1.1. The pricing workbook CLIN numbering has been corrected to align with the solicitation's base CLINs 0001, 0002, and 0003. Specialized processing requirements for wool uniforms, nylon flags, ascots, gloves, and specialty tablecloths are anticipated but not yet detailed; specific care instructions will be provided by the requiring activities. No specific requirements exist for laundry carts or bins regarding quantity, capacity, size, type, labeling, or security standards; specifications will depend on item throughput and frequency. This is a new requirement with no incumbent contractor or prior contract in place, and responsibility for loss or damage to contractor-provided containers at Government locations remains unspecified in the Q&A.

Questions and Answers

Q1: The solicitation identifies each annual CLIN as one firm-fixed-price lot, while the pricing workbook requests per-piece pricing based on estimated annual quantities. Will the contractor invoice based on actual quantities processed, a fixed annual CLIN amount, or periodic payments derived from the annual fixed price?

A1: Actual quantities processed.

Q2: The PWS states that workload will fluctuate based on barracks usage and ceremonial requirements. Are the quantities in the pricing workbook guaranteed, or are they estimates only? Is there a minimum or maximum annual quantity, and how will quantities exceeding the estimates be handled?

A2: The quantities in the pricing sheet are estimates. The pricing workbook provides a best case scenario for figuring out your pricing per piece. There is no current minimum or maximum due to anticipated fluctuations; quantities that exceed the estimates will require contract modification to increase funding for those CLINs.

Q3: Please confirm the required service frequency. The PWS references one to two pickups per week in some sections, two pickups per week in another section, and Monday/Wednesday pickups with Wednesday/Friday returns elsewhere.

A3: Per PWS 5.2.1.1 Collection of Soiled Items. The final pickup schedule will be coordinated with and approved by the Contracting Officer's Representative (COR). We are planning for two pick-ups/drop offs at the respective locations initially, any needed schedule changes will come from the COR.

Q4: The pricing workbook displays CLIN 0004 for ceremonial uniforms, while the solicitation identifies only base CLINs 0001, 0002, and 0003. Please clarify how each pricing-workbook category should be mapped to the solicitation CLINs.

A4: This has been edited to correctly reflect the CLIN numbers in the workbook.

Q5: Do wool uniforms, nylon flags, streamers, ascots, gloves, and specialty tablecloths require dry cleaning, pressing, ironing, steaming, or any other specialized processing beyond commercial washing, drying, folding, and sorting? If available, please provide the applicable care instructions.

A5: This is expected but not yet detailed any farther from the customer. Specific care instructions will be provided by the requiring activities.

Q6: The contractor must provide sufficient laundry carts or bins. Is there a required quantity, capacity, size, type, labeling method, or security standard for these containers?

Who will be responsible for loss or damage to contractor-provided containers left at Government locations?

A6: There is no required specifics to the carts or bins. This will depend on the item throughput and frequency.

Q7: Is this a new requirement or a follow-on procurement with an incumbent contractor?

A7: This is a new requirement.

Q8: If there is an incumbent, what is the incumbent contractor’s name and the prior contract number?

A8: There is no current laundry contract in place.

Q9: What was the total prior award amount, including exercised options, and what was the most recent annual contract value?

A9: There is no current laundry contract in place.

Q10: Has the current scope materially changed from the incumbent contract? If so, please identify the significant changes in workload, service frequency, locations, item types, performance standards, or administrative requirements.

A10: There is no current laundry contract in place.
