1. Contractor Questions & Government Responses

RFI #01 | Reference: SOW

Date: 07/07/2026

Contractor Question:

The Statement of Work identifies installation of kitchenettes throughout Building 2478; however, the available documents do not clearly identify the exact number of kitchenette units, their floor locations, or individual layouts. Please confirm:

• The total number of kitchenette installations required.

• The exact location of each kitchenette by floor and room number.

• Whether all kitchenettes have identical layouts and equipment requirements.

Contractor Proposed Solution:

Contractor proposes using the Government-provided room layouts and equipment schedules to develop final quantities for cabinetry, countertops, plumbing fixtures, electrical devices, hood systems, and fire suppression systems.

Government Answer:

The drawings indicate a total of three kitchenette installations. The locations are: 1st Floor Day Room

(Room 102), 2nd Floor TV Room (Room 232), and 3rd Floor TV Room (Room 332). The layouts for the

2nd and 3rd-floor kitchenettes are identical; the 1st-floor layout is different.

RFI #02 | Reference: Solicitation

RFI #03 | Reference: SOW

Contractor Question:

The documents require installation of new sinks, faucets, hot/cold water connections, sanitary drainage, and related plumbing systems; however, existing utility connection locations are not identified. Please provide:

• Existing domestic water connection points.

• Existing sanitary sewer/drain connection points.

• Existing plumbing as-built drawings, if available.

• Confirmation whether new core drilling or wall/floor penetrations are anticipated.

Contractor Proposed Solution:

Contractor proposes field verification of existing utilities prior to construction and coordination with

DPW before performing tie-ins.

Government Answer:

The drawings on sheet P-100 indicate the tie-in locations for the 1st-floor kitchenette. The plan is to connect to existing hot/cold water lines above the ceiling and to an existing 4" Cast Iron (CI) Drain-

Waste-Vent (DWV) line in the basement. Core drilling is anticipated (SOW 1.4.22 states "Perform diagnostic core drilling to locate sewer line"). The contractor is responsible for field verifying all existing utility locations and conditions. As-builts drawings will be provided

RFI #04 | Reference: Solicitation

Contractor Question:

Please confirm whether installation of a grease trap or grease interceptor is required for the new kitchenette installations. The current documents do not clearly define whether standard sanitary connections are acceptable or if grease management equipment is required.

Contractor Proposed Solution:

Contractor proposes proceeding with standard sanitary waste connections unless the Government confirms a grease interceptor requirement.

Government Answer:

Yes. The Environmental Review document states that grease interceptors/traps are required for new kitchens to prevent fats, oils, and greases from entering the sanitary sewer, in compliance with El

Paso Water (EPW) rules.

RFI #05 | Reference: Solicitation

Contractor Question:

The solicitation identifies the presence of asbestos-containing materials and lead-based paint within the facility. However, the documents do not define the areas affected by the planned demolition activities.

Please provide:

• Current asbestos survey report.

• Lead-based paint survey information.

• Identification of materials requiring abatement.

• Confirmation whether abatement is included in the contractor’s base scope.

Contractor Proposed Solution:

Contractor proposes performing work only after confirmation of hazardous material requirements and approved mitigation procedures.

Government Answer:

The "Asbestos-Lead Survey 09Feb 2012" is provided. It identifies black flooring mastic as containing

2% Chrysotile asbestos throughout the building. It also identifies lead-based paint on a ladder in the center stairway. The Statement of Work and drawing A-101 state the contractor is responsible for all abatement and air monitoring for materials they disturb.

RFI #06 | Reference: Scope

Contractor Question:

The scope requires installation of kitchen hood fire suppression systems and connection to the existing building fire alarm system. The documents do not clearly identify responsibility for the fire alarm interface. Please clarify:

• Is the contractor responsible for complete fire alarm integration?

• Must work be performed by an approved Fort Bliss fire alarm contractor?

• Are existing fire alarm drawings available?

Contractor Proposed Solution:

Contractor proposes coordination with Fort Bliss Fire Department and the existing fire alarm system contractor before installation.

Government Answer:

1. Yes, the contractor is responsible for providing a new Ansul fire suppression system for each kitchen hood and integrating it with the building's main fire alarm system. All fire protection work must be approved and certified by the Fort Bliss Fire Department (FBFD). As-builts drawings will be provided to the contractor.

RFI #07 | Reference: General Requirements

Contractor Question:

Please clarify the required construction sequence and whether work areas must remain operational during construction. Confirm:

• Required phasing sequence.

• Maximum allowable outage duration.

• Approved working hours for noisy work, demolition, and utility shutdowns.

• Whether temporary kitchen facilities are required.

Contractor Proposed Solution:

Contractor proposes submitting a detailed phasing plan after receiving Government-approved sequence requirements.

Government Answer:

1. The facility will be occupied during construction. The contractor is required to ensure safe access and egress and must submit a detailed construction phasing plan for approval (SOW

2.11.3.2). Normal working hours are 0730 to 1630 (SOW 2.4.1). Utility cutovers and interruptions must be made after normal working hours or on weekends with 14 days advance notice (SOW 2.3.1). 8 hours max duration. Temporary Kitchen is Not required.

RFI #08 | Reference: Sheets A-100 and A-101

Date: 07/10/2026

Contractor Question:

“Contractor to visit site prior to bid” for required for the purposes of abetment and/or air monitoring?

The solicitation sheet says the Site Visit is not mandatory.

Government Answer:

The pre-bid conference and site visit on 06 July 2026 are not mandatory. However, the asbestos survey report indicates the presence of ACM. The Statement of Work (SOW) holds the contractor responsible for abatement and air monitoring if asbestos is disturbed. A site visit is highly recommended to verify site conditions.

RFI #09 | Reference: Sheets A-100 and A-101

Date: 07/10/2026

Contractor Question:

“Contractor must request report in writing prior to bid date”. The bidding documents contain Asbestos

Lead Survey and Asbestos Closeout Report. Does this meet this requirement?

Yes, the inclusion of the "Asbestos-Lead Survey 09Feb 2012" document (Attachment 6) in the solicitation package fulfills this requirement. The contractor's possession of this document, as provided, is sufficient.

RFI #10 | Reference: Bid Inquiry 1

Date: 07/15/2026

Contractor Question:

Please confirm whether there is any potential asbestos abatement scope related to this project.

Specifically, should the contractor carry an allowance for possible asbestos-containing window caulking or similar existing materials that may be disturbed?

The provided Asbestos-Lead Survey from Feb 2012 indicates that exterior window glazing/sealant was sampled and tested negative for asbestos (Sample 30-1). Therefore, an allowance for asbestos window caulking is not required based on the current survey. However, any untested suspect materials encountered during construction must be handled per SOW 1.4.9 (Incidental Encounter) requirements.

RFI #11 | Reference: Bid Inquiry 2

Contractor Question:

Please confirm that all MEP utility work is limited to tie-ins to existing electrical, water, and sewer lines, and that no new utility service upgrades are required.

Government Answer:

Confirmed. The drawings specify tie-ins to existing domestic water and sanitary sewer lines. For electrical, the scope includes installing new 200A 120/208V 3-phase panelboards fed from existing distribution panels. Upgrades to the building's main utility service entrances are not required unless unforeseen field conditions dictate otherwise.

RFI #12 | Reference: Bid Inquiry 3

Contractor Question:

Is there any available information of the product specifications of the existing ceiling tiles? If only a portion of the ceiling is to be replaced, please confirm whether the new ceiling tiles are required to match the existing ceiling in color, texture, pattern, and edge profile, or if replacement with a comparable standard ceiling tile will be acceptable.

SOW Section 1.4.28 specifies: "Provide ceiling tile with Armstrong Kitchen Zone 672 or approve equal.

Provide prelude 15/16” suspension system or equal, as necessary." If only a portion of the ceiling is replaced, the new tiles shall be the specified Armstrong Kitchen Zone 672 (or an approved equal).
