About this file
This document is an Asbestos and Lead-Based Paint Inspection Report for Building 2478 at Fort Bliss, Texas, prepared in February 2012 by R & A Consultants, Corp.
The inspection identified asbestos-containing materials throughout the building, specifically finding floor tile black flooring mastic containing 2% Chrysotile asbestos in an estimated quantity of 26,700 square feet, classified as Non-Friable/Category I material under NESHAP regulations. The survey was conducted on February 2, 2012, by licensed asbestos consultant Juan R. Ayala (License No. 105450) and lead risk assessor Oscar E. Ayala (License No. 2070966) in compliance with EPA regulations (40 CFR 61(M)), Texas Asbestos Health Protection Rules, and applicable OSHA standards. Bulk samples of suspect materials were sent to Crisp Analytical, LLC laboratory for polarized light microscopy (PLM) analysis using "positive stop" methodology per EPA AHERA protocols. The lead-based paint inspection, conducted separately, tested 42 XRF readings across building components including gypsum wallboard, concrete, metal, and wood surfaces, identifying one sample (center stairway, 3rd floor metal ladder) with lead levels at 3.1 mg/cm², exceeding the EPA established limit of 1.0 mg/cm². The report provides detailed recommendations regarding material removal and handling protocols, noting that Category I non-friable materials may remain in place during demolition under certain conditions, though the report recommends removing sheet vinyl flooring with friable backing and all asbestos materials if demolition involves intentional burning to minimize regulatory requirements and waste disposal costs.
