GENERAL INFORMATION
1.0 GENERAL DESCRIPTION OF WORK
General. This is a construction contract to provide non-personal services for removal, replacement, and repairs associated with roadway and airfield projects at Ft. Riley, KS.
Objectives. Contractor to furnish construction and related services to the Government in a professional and collaborative environment to sustain mission requirements. Construction services and finished products to be delivered on schedule, safely, and compliant with regulatory codes and standards.
Description of Work. Successful implementation of this contract requires the Contractor to make available and execute the following services, as associated with road maintenance:
removal, replacement, and repairs associated with roadway and airfield projects.
removal, replacement and repair of existing subgrade, utilities, shoulders, curbs, gutters, sidewalks, and other real property common to roadway and airfield pavements.
minor “new construction”, to include construction of new roads, new sidewalks, or new parking lots.
seeding operations based on the seeding season outlined in the KDOT Standard Specifications Section 904 Table 904-1.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform work on paving infrastructure as per this contract and incidental tasks related to successful implementation. The Government shall not exercise any supervision or control over the subcontractors performing the construction herein. Such construction subcontractors shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 GOVERNMENT SECURITY REQUIREMENTS
The Offeror(s) must ensure that ALL mail sent to the Mission and Installation Contracting Command (MICC-FRKS), Fort Riley, KS, either pre-contract or post-contract award, has a return mailing address on the outside of the envelope, package, box, etc. ANY MAIL addressed to MICC-FRKS, including but not limited to bids, modifications to bids, proposals, revised proposals, bonds, correspondence, etc., will be REJECTED by MICC-FRKS facility located at 1792 12th Street, Fort Riley, KS. 66442, if it does not contain a return mailing address. There will be no exceptions.

1.2 COPIES OF SOLICITATION DOCUMENTS AND AMENDMENTS
Copies of the solicitation and amendments are available by INTERNET ACCESS ONLY. All solicitation documents will be posted on the System for Award Management (SAM) website at:

Doing so will only delay your answer. All questions must come through the Contracting Office and received no later than 10 August 2023 at 2:00 PM CDT.

ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS PROCESS.
Questions received after the above listed due date will not be answered, unless it is determined to be in the Government’s best interest to answer the question(s) and publish a new amendment to the solicitation. This is solely at the discretion of the Contracting Officer.
All technical data related to this solicitation will be distributed using SAM.GOV Contract Opportunities (https://sam.gov/) system. SAM.Gov is a web-based dissemination tool designed to safeguard acquisition- related information for all Federal agencies. Interested bidders/offerors must register with SAM before accessing the system.
1.4 SET-ASIDE STATUS / SMALL BUSINESS SIZE STANDARD / NAICS CODE
This is a total small business set-aside.
The small business size standard for NAICS Code 237310 is $39.5 Million.
The NAICS for this acquisition is 237310, Highway, Street, and Bridge Construction.
1.5 PROPOSAL EXPENSES AND PRE-CONTRACT COSTS
This is an Invitation for Bids (IFB) in accordance with FAR part 14 and does not commit the Government to pay, as a direct charge, any costs incurred in the preparation and submission of a bid.
1.6 PRE-BID CONFERENCE
The Government intends to hold the pre-bid conference. The date, location, and time will be announced by Amendment. The offeror must submit, via e-mail, the firm’s name, address, point of contact, telephone number, and number of personnel planning to attend to the following no later than two (2) working days prior to the conference:

During this conference, the requirements set forth in the solicitation will be reviewed and discussed, with part of the conference to include a question-and-answer period.
1.7 SITE VISIT INFORMATION
All vendors are highly encouraged to attend the Site Visit which is scheduled for 12 July 2023 at 09:00 AM CST. Location: 1792 12th Street, Fort Riley, KS. 66442.
After the initial briefing at the Project Office, a site tour will be offered. The location and other details concerning the site visit are listed in FAR Clause 52.236.27 of this solicitation. See the clause for all the details to include the Point of Contact information.
1.8 ACCURACY IN PROPOSALS
Bids must set forth full, accurate, and complete information as required by this IFB, (including attachments). The penalty for making false statements is prescribed in 18 U.S.C. 1001.
1.9 SUBMISSION OF BIDS: ELECTRONIC SUBMISSION OF BIDS, TO INCLUDE E-

The Government will not be responsible for bids delivered to any location or to anyone other than those designated to receive bids on its behalf as indicated below. Any bids hand-delivered after to 2:00 PM on the due date so stated on the Standard Form SF 1442, block 13 of this solicitation will not be accepted. **Note: Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer shall declare the bid "late" in accordance with FAR 14.304.**

Bids delivered before bid opening must be delivered only by mail, including, Federal Express or United Parcel Service to the address as indicated below. The date and time of delivery established by these carriers is not the official time of receipt by the Government. Bidders are responsible for allowing sufficient time for the bid to be processed for receipt and are cautioned that sufficient time may be as much as 24 hours prior to the date and time designated for receipt of bids. Bidders must allow sufficient time to complete security screening to gain admittance to Fort Riley, KS. The Government will not be responsible for bids delivered to any location or to anyone other than those designated to receive bids on its behalf. Bidders are responsible for ensuring bids are submitted so as to reach the location designated for receipt of bids.
1.10 BID CONTENT
Contract shall be awarded to the responsive/responsible prospective contractor considering only price. Before award, to be determined responsive, a prospective contractor must furnish the following information with their bid:
a. TAB A: Cover Sheet. Coversheet shall be on company letterhead and must contain your UEI, CAGE code, Tax ID, and authorized representative(s) who can obligate your company contractually, sign the bid, and sign, other contract actions; include telephone number with area code and complete email address(es) for each authorized representative. Failure to provide all of the above requirements shall render your bid nonresponsive.
b. TAB B: Signed and completed SF 1442 along with any amendments. The SF1442 shall be submitted fully completed. The Contractor shall acknowledge any amendments to the IFB in accordance with the instructions on the SF1442. All bidders are cautioned to complete blocks 20a-20c with an original signature in block 20b. Failure to provide all the above requirements shall render your bid nonresponsive.
c. TAB C: CLIN Price and Total Contract Amount. The Bidders shall provide pages 3 through 5 of the solicitation pricing each CLIN individually and include an OVERALL contract price with their bid. The OVERALL price shall equal the total of all CLINS when combined.
d. TAB D: Letter from Bonding Company. Letter must indicate the bidder’s ability to obtain performance and payment bonds. Failure to provide this letter shall render your bid as nonresponsive.
e. TAB E: Bid Bond Guarantee. Per FAR 52.228-1, failure to provide a bid bond guarantee per FAR 52.228-1 shall render your bid nonresponsive.
f. TAB F: REPRESENTATIONS, CERTIFICATIONS. The bidder shall ensure that their business has completed an online Representations and Certifications at the System for Awards Management (SAM) website, which may be found at https://www.sam.gov/portal/public/SAM//.
It is the bidder’s responsibility to ensure that the information provided in each representation and certification is completed truthfully and accurately. A bidder' s failure to complete the online representations and certifications prior to the close of the Solicitation (to include listing of the applicable NAICS code and applicable size standards) will result in their bid being deemed nonresponsive and eliminated from further consideration. Bidders shall submit the representations and certifications listed in Section 00600 or provide a printed version of the documents from their corporate SAM profile. Bidder must be registered in the database IAW FAR 52.204-7 in order to be awarded a contract and have the applicable NAICS code listed in FAR 52.219-1(c), Small Business Program Representations (Alternate I), Representation.

1.12 JOINT VENTURE PROPOSAL REQUIREMENTS
Contractors proposing Joint Venture (JV) and/or Teaming Agreements (TA) shall submit a copy of the JV and/or TA with the specified Subcontractor to include the Subcontractor’s proposal.
The KO will validate with the SBA that the JV/TA Subcontractor is determined eligible for award under the size standard assigned to the contract.
1.13 WAGE DETERMINATION
Construction Wage Rates are applicable to this contract as shown in Section 00800.
1.14 BASIS OF AWARD / AWARD INFORMATION
As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) single award contract. This contract is an Indefinite Delivery/Indefinite Quantity with a Base plus four 1-year option periods.
In accordance to FAR 14.408-1(a), The contracting officer shall make a contract award:
(1) by written or electronic notice,
(2) within the time for acceptance specified in the bid or an extension (see 14.404-1(d)), and
(3) to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors (see 14.201-8) included in the invitation.
Award shall not be made until all required approvals have been obtained and the award otherwise conforms with 14.103-2.
1.15 DEVIATIONS AND EXCEPTIONS
Deviations and exceptions to the terms and conditions of the solicitation in either the technical or price proposal are neither encouraged nor desired. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the offer may be determined “unacceptable” and thus ineligible for award. Should the Offeror have any questions related to specific terms and conditions, these must be resolved prior to submission of the bid.
1.14 DISCLOSURE OF MAGITUDE
In Accordance with FAR 36-204 and DFARS 236.204, the Construction Cost magnitude for this project is between $25,000,000.00 and $100,000,000.00 which includes all design, non-design, and construction cost for the total contract award. Offerors are under no obligation to approach the maximum cost magnitude given above.
1.17 PLACE OF PERFORMANCE
The work to be placed under this contract is expected to be performed at Fort Riley, Kansas, 66442.
1.18 SYSTEM FOR AWARD MANAGEMENT REGISTRATION
All contractors are required to register in the System for Award Management (SAM) database before an award can be made. Contractors can obtain information on registration and annual confirmation requirements by calling 866-606-8220 or via the Internet at https://www.sam.gov.
1.19 CONTRACTING OFFICER AUTHORITY
"Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer."
