Question 10:

Ref: Daily Work Performance Worksheet Section 01 11 00, paragraph 1.5.11 Task Order Rate of Performance references “performance schedule listed in attachment 2 Daily Work Performance”. Attachment 2 is Airfield Traffic Control. No other attachment includes a Daily Work Performance. Please provide the contract’s Daily Work Performance worksheet.

Answer 10: Rates of performance are listed on the bid form, Section 01 11 00, paragraph 1.5.11 has been modified.

Question 11:

Ref: Bid Guarantee Form Will the government supply a required Bid Guarantee form? Or can the contractor download and use a Standard Form 24 (Rev 8/2016) (FAR 53.228(a))?

Answer 11: Use the Standard Form 24 (Rev 8/2016) (FAR 53.228(a))

Question 12:

Ref: Subsidiary Connections for all Pipe Line Items Within KDOT, connections between pipes, or pipes & structures, are subsidiary line items. However, each KDOT bid comes with its own unique set of project plans. So, a bidder can account for these connections within its bid pricing. We do not have that opportunity under this bid. As such, can we set up pipe connections as a separate bid item?

Answer 12: Concrete pipe collar connections will be paid for by other line items (i.e. structural concrete and steel). Steel collar connections are subsidiary to steel pipe.

Question 13:

Ref: Subsidiary Bent (Broken back) Joints for all Pipe Line Items Essentially the same question as before, but as it applies to bent pipe joints. The fabrication of each unique bent joint is expensive. Without a pre-bid knowledge of the number of such joints, a bidder will need to add a cost factor to every linear foot of pipe to offset that potential expense. It is better for both parties if subsidiary items that cannot be identified at bid time are separated out as their own line items.

Answer 13: “Broken back” shaped pipe is paid for with line item “Erosion Pipe”.

Question 14:

Ref: HMA Item for Pothole Patching

Can the contractor assume that Line Item 103) Hot Mix Patch (Referencing 15-0617-PW) will be the contract line item used for future pothole patching repair?

Answer 14: “Hot Mix Patch” line will be used for small, isolated repairs (i.e. potholes) that require beginning performance within 10 working days.

Question 15:

Ref: Changes in Contract Specifications or Requirements after Bid Date

Section 01 11 00, paragraph 1.4 Applicable Publications reads, “Publications shall be assumed to be the most current edition in effect at the time a task order is issued.” There are 11 different publications referenced, including all of KDOT’s Specifications. This opens the real possibility that an update to any of these publications after the date of the bid opening might cause a change in contract requirements. A change that might potentially represent a significant cost. Can the wording of 1.4 be changed to “at the time the contract is awarded.”? Significant changes in requirements can then be handled through the standard Change Order process, with the contractor still needing to justify any additional cost.

Answer 15: Section 01 11 00, Paragraph 1.4 has been modified.

Question 16:

Could you please provide clarification regarding the process for submitting the PPQs? Should we send them directly to our references, who will then fill them in and send them to Fort Riley, or are we expected to include them as part of our response?

Answer 16: Past Performance Questionaries should be sent directly to references, who will then fill them in and send them to Fort Riley MICC.
