Questions from Industry

W911RX-21-Q-0001

As of 10 Dec 2020

1. I do not strictly meet these requirements as I have not had direct experience on DOD facilities and my roof surveys have not been conducted in accordance FM 93/11. As regards the latter, it is something that I would employ as required and as regards the former, 2.8.2 seems to indicate commensurate private sector work will qualify. Would these conditions make it a waste of effort for me to put together a bid for the work in your opinion?

Govt Response: The intent of paragraphs 2.8.2 and 2.8.3 is to contract with firms with personnel familiar with Sustainment Management System (SMS) Roofer Roof Maintenance Management Program and not firms with just roof consulting and installation observation knowledge. No experience with SMS Roofer would result in an adjectival rating for Technical Factor 2 Subfactor 1 and Technical Factor 3 Subfactor 1 of “Unacceptable” and per FAR 52.212-2, “If an offeror receives an adjectival rating of unacceptable in any factor they will not be eligible for contract award.

2. I find the bid schedule a little confusing in terms of the time frame. Specifically the 12 month up to 5 year '1st Year Option, 2nd Year Option' etc. What is the intent? It would seem to me the project could easily be completed in well under a year.

Govt Response: This will be awarded as a Requirements contract under FAR 16.503. The numbers on the bid schedule are government estimates, not hard numbers. The government intends to issue task orders annually based upon that year’s actual numbers; not all the buildings just one time. Fort Riley has just short of 3,000,000 SF of roofs that get inspected under this contract, with 1/3rd of the square footage getting inspected annually. Attachment 3, Roof Section List Report, breaks down the three year cycle. The oldest implementation index is what is scheduled to be ordered the next year. The base year is 1 Jan 2021-31 Dec 2021. The first option year is 1 Jan 2022-31 Dec 2022 and so forth thru the fourth option year.
