Solicitation W911RX-18-B-0005, Mill and Overlay Various Locations Ft. Riley Questions from Industry As of 12 April 2018

As of 3 April 18

1. Q: Can we use Fort Riley RAP in lieu of AB-3 for the sub base under the 8"patching?

A: Yes you may use RAP from the project or the Camp Funston RAP mountain near the intersection of F & 12th St. Will revise the typical sections plan sheet.

2. Project B Smoky Hill Road

a. Q: What is the desired width of the aggregate shoulders on Smoky Hill?

A: 4’ Width

b. Q: Will the signs and signals on Smoky Hill be in conflict with construction?

A: The concrete pavement around CL Smoky Hill Sta 4+40 to 4+60 is exempt from the project except for the 4’ aggregate shoulders. Continue the 4’ aggregate shoulder through this area.

3. Project C Trooper Drive

a. Q: The sidewalk ramps that require detectable warning pads are existing. Are we to install attenuator mats in the existing ramps, or reconstruct?

A: Install the attenuator mats.

4. Project D Godfrey and Seitz

a. Q: It appears the utilities along Godfrey are in the way of construction for the curb and gutter. Will the power poles be moved prior to construction?

A: Adjust the location of the curb and gutter to avoid conflicts with power poles.

b. Q: North of the Conference center, the roadway has turf shoulders. Will we be required to shoulder up with topsoil and seed, or millings?

A: Place edge wedge with asphalt millings

c. Q: How much ditch grading do you expect at the end section replacements?

A: 5’ in front of the end section

5. Project E Estes Road

a.Q: Some of the Ramps requiring detectable warning pads are existing, some are not. Are we to construct all of the ramps, and install detectable warning pads?
A: Install the detectable warning pads on the existing ramps.

b. Q: What is the length of the sidewalk removed and replaced adjacent to Bldg. 7485?

A: Approximately 27’ of sidewalk where water is ponding on the sidewalk near Sta. 13+60 Rt.

As of 10 April 2018

6. Q: Please confirm that roads designated for construction will be closed to traffic during working hours.

A: Yes, roads designated for construction will be closed to traffic.

7. Q: Is FAR 52.222-62, Paid Sick Leave Under Executive Order 13706, applicable to this contract?

A: Yes, clause will be added in forthcoming amendment to the Solicitation.

8. Q: The patching detail shows 8” of base rock and 9” of HMA. It will be impossible to complete the excavation, and placement of the new base and asphalt pavement in one night or work shift. Any patching will require a portion of the road to be closed for multiple days/nights. What procedure would the Government like us to employ to ensure traffic can use the roadway during the day?

A: There is no requirement for the Contractor to complete full depth patching during one shift. Multiple shifts may be necessary, but the Contractor is reminded that in such cases, temporary measures, e.g. steel plating, rock backfill, etc., employed by the Contractor will be done so in a manner that the road will be passable to traffic during the day.

9. Q: Specification Section 00 21 13, Para. B. It states that the bid opening is 17 April 2018 at 2:00 PM CDT. The SF1442 states 18 Apr 2018 at 2:00 PM. Please confirm the correct date of the bid opening.

A: The bid opening will be 18 Apr 2018 at 2:00 PM. An amendment to the Solicitation will follow shortly.

As of 12 April 2018

10. Q: It appears as if there is no bid schedule for Sol W911RX-18-B-0005 and the offer is a lump sum contract. Is this correct or did I miss something?

A: You are correct. When submitting bids, the Contractor shall submit one price for the project Contract Line Item Number (CLIN0001) and an estimated price for the payment and performance bonds CLIN (CLIN0002).

11. Q: Please provide the seed mix for both “Urban” and “Permanent” Seeding.
