Potential Bidder Questions and Responses for Solicitation #: W911RX-16-B- 0004 – SP 620 Sewage Lift Station Repair and Upgrade Project.
Question #1 (Offeror): The pump station is rated at 6200 gpm, and the solicitation states that the contractor should be prepared to deal with approximately 400,000 gallons of sewage. If the pump station is running at full capacity that is only 64 minutes of bypass operations? Do you have any flow quantities on the average daily rates or gpms for the pump station?
Answer #1 (U.S. Government): The contractor will have to by‐pass this Lift Station for the entire time the Lift Station is down. The Contractor shall have the ability to pump 400,000 gallons a day for the entire performance period.
Question #2 (Offeror): In regards to the bypass/backflow valve to be installed outside the exterior of the pump station, do you want this to be accessible by man entry? Would an additional "pig cleaning" or bypass valve and flange be wanted for future bypass operations?
Answer #2 (U.S. Government): Public Works wants the ability for an individual to have a safe and easy access to the valve. No addidtional Bypass Valve is required. Public Works wants to have the single external bypass/backflow valve installed in order to further prevent sewage from reserve flowing back into the Pump Station from the Golf Course.
Question #3 (Offeror): Where is the initial gravity manhole that the force main feeds into? I cannot seem to find it on the drawings? Statement of work says building 620, but I cannot find that readily available
Answer #3 (U.S. Government): The initial gravity manholes are just outside of the fenced in area of Bldg. SP 620.
Question #4 (Offeror): Each pump is a 10" vertical pipe (except #2 which is even smaller) do you want all 10" valves put back in the system? Do you want the vertical piping on pump #2 replaced to match other pumps?
Answer #4 (U.S. Government): I would say that the valves shall be replaced to match the existing size. Replacement valves should be Gate Valves and not Quarter Turn Valves.
Question #5 (Offeror): What size/type/specifics can you tell us about the in ground 12" force main so that the fittings can be properly priced/ordered?
Answer #5 (U.S. Government): Public Works isn’t sure of the exact characteristics of the 12” force Main.
The Contractor will be required to uncover the existing forced main and verify the pipe material, size, and type of fitting required after contract award. Contractor shall account for estimated costs and additional time required to complete the work due to the U.S. Government not being able to provide this exact technical information as part of the solicitation.
