About this file
This document is an Area of Interest (AoI) for Diesel Fuel Injector Pump Test Equipment issued by the Army Contracting Command-Red River Army Depot (ACC-RRAD). The AoI seeks innovative commercial solutions to replace the current test stand used for testing and repairing Stanadyne DB2 fuel injector pumps, with a new test equipment system capable of testing multiple types of fuel injection equipment including automotive in-line, rotary, and common rail pumps up to eight cylinders.
The specific requirements include a test stand that can simultaneously read and test 8 injector outputs, display measurements in American standard units, be locally serviceable, and use American power standards. The vendor will be responsible for shipping, installation, and providing 40 hours of on-site training. Interested companies must be registered in sam.gov and submit their innovative solution via email by 1700 CDT on 19 June 2025. The solicitation is part of a broader Army Organic Industrial Base (OIB) Modernization effort using a Commercial Solutions Opening (CSO) process under DFARS 212.70, which allows competitive procurement of innovative commercial items and technologies.

1.2 AoI Background
Currently, RRAD Secondary Business Unit performs the testing and repair of Stanadyne DB2 fuel injector pumps for the engine rebuild process. The current process includes a test stand that does not meet the demand in the workload required of the depot.
1.3 Improved Diesel Fuel Injection Test Equipment
RRAD is interested in a commercial solution that will give the depot the capability of performing a series of functionality tests determining if the Stanadyne DB2 pump will perform in accordance with predetermined criteria. The equipment shall be capable of testing all makes and models of fuel injection equipment, including automotive type in-line, rotary, and common rail pumps up to eight (8) cylinders. In addition, the stand shall be capable of testing EUI, EUP, and common rail injectors with the addition of adapter kits and accessories. The test stand shall include one (1) set of all accessories, adapters and special tooling required to test the Stanadyne DB2 fuel injector pumps in accordance with the vendor’s standard practice. The test stand must be able to read and test all 8 injector outputs simultaneously. Display must be read in American standard pressures, temperatures and all other aspects of the test. It must be locally serviced. It is preferred that the test stand be wired for American power so that no adapters are necessary. If water cooling is required, the vendor shall provide and install a stand-alone closed loop unit. The vendor will be responsible for shipping, unloading, rigging, installation and providing 40 hours of on-site training to RRAD personnel.
