1.2 AoI Background
Currently, RRAD is searching for innovative solutions to potentially support a Bill (“SkyFoundry Act of 2025’’) to require the Secretary of Defense to establish and carry out a program to enable the rapid development, testing, and scalable manufacture of sUAS, and for other purposes.
1.3 Manufacturing of small Unmanned Aircraft Systems (sUAS) – Red River Army Depot
RRAD is interested in commercial solutions that help to establish a drone production and innovation facility at the Red River Army Depot (RRAD) in Texarkana, Texas, under a Government Owned, Government Operated Contractor Augmented (GOGO/CA) model. The solution may leverage public private partnerships with industry, academia, and nonprofits to scale sUAS manufacturing capacity.
RRAD is seeking solutions for battery manufacturing for the sUAS manufactured through a multi-step process involving electrode production, cell assembly, and packaging. These batteries are typically lithium polymer (LiPo) or lithium-ion, require careful manufacturing to ensure high energy density, safety, and reliability. “SkyFoundry” represents a shift toward using the DoD’s infrastructure to expand domestic drone production.
2. AoI Constraints
1. Any selected company/companies may be required to be registered in the System for Award Maintenance (sam.gov).
