About this file
This document is a Commercial Solutions Opening (CSO) Area of Interest (AoI) issued by Army Contracting Command-Red River Army Depot (ACC-RRAD) for DC Tooling. The AoI seeks innovative solutions to replace existing torque equipment in the Military Vehicle Wheel Assembly operation with three high-performance DC torque tooling systems. The ideal solution must provide multi-spindle torque devices capable of simultaneously torquing multiple wheel fasteners, with manually adjustable spacing, precise torque control, programmable settings for various wheel types, and a user-friendly interface.
The AoI requires vendors to provide a full turn-key solution including off-loading, installation, and training. Submissions must be emailed by 5:00 PM CDT on April 30, 2025, to usarmy.rrad.acc.mbx.cso@army.mil. The solicitation is part of a broader Army Organic Industrial Base (OIB) Modernization effort focused on advanced manufacturing technologies. Participating companies must be registered in the System for Award Maintenance (sam.gov), and the government is not obligated to make an award. The CSO is authorized under Section 803 of the National Defense Authorization Act for FY2022 and allows for competitive procurement of innovative commercial items and technologies.

Federal Agency: Army Office: Army Contracting Command-Red River Army Depot (ACC-RRAD) AoI Title: DC Tooling CSO AoI Number: AOI 003 AoI Release Date: 31 Mar 2025 Responses: See W911RQ-25-S-C0001-A003 for Procedure Details
1. General Information
1.1 Introduction
This announcement is for DC Tooling (AoI) under the ACC-RRAD Commercial Solutions Opening W911RQ-25-S-C0001-A001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date.
ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-25-S-C0001-A001, dated 08 Oct 2024. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation 2022-O0007.
1.2 AoI Background
The RRAD Military Vehicle Wheel Assembly operation is a critical component of the depot's vehicle maintenance and overhaul mission. The current tire/wheel process consists of a roller conveyor assembly line that is used to allow employees to disassemble and reassemble multi-piece wheel and tire assemblies used on various military tactical vehicles. After installation of new tires onto the multi-piece wheels, the operators are required to torque multiple bolts to secure the wheel/tire assemblies. The torque values range from 100-500 ft.-lbs. and bolt hole spacing ranges from 13” – 17”. RRAD is interested in replacing our existing torque equipment with three (3) DC torque tooling systems capable of meeting the demanding requirements of a high-production environment.
1.3 Identify AoI Solution
RRAD seeks to replace aging torque tooling with modernized high reliability equipment. The ideal solution will provide multi-spindle torque devices for torquing multiple wheel fasteners simultaneously, manually adjustable spacing for the torque devices to accommodate varying wheel dimensions, precise torque control, programmable settings for multiple wheel types, and a user-friendly interface for efficient operation. Systems must integrate with RRAD's existing roller conveyor systems while delivering exceptional efficiency, reliability, and precision. Designs should prioritize operator ergonomics and ease of use. Vendors will be required to provide full turn-key off-loading, installation, and training for the equipment. We encourage vendors to explore innovative approaches that push the boundaries of torque application and system reliability, while ensuring the highest levels of operator safety.
2. AoI Constraints
1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).
