1. General Information
1.1 Introduction
This announcement is for Rubber Products and Tire Process Optimization at Red River Army Depot / Specific Area of Interest (AoI) 007 under the ACC-RRAD Commercial Solutions Opening W911RQ-25-S-C001-001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI and Specific AoI responses.
This CSO Specific AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term “innovative” is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date.
ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO Specific AoI; all awards are subject to the availability of funds and successful negotiations.
This CSO Specific AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO Specific AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO Specific AoI.
The authority to issue this CSO Specific AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-25-S-C001-001, dated 08 Oct 2024. The CSO authority is DFARS 212.70 - Defense Commercial Solutions Opening which implements 10 U.S.C 3458.
1.2 AoI Background
Red River Army Depot (RRAD) is a premier Department of Defense (DoD) maintenance facility specializing in the overhaul, repair, and recapitalization of tracked and wheeled vehicle components. A significant portion of RRAD’s workload involves rubber products and tires, encompassing a wide range of processes including inspection, repair, refurbishment, and reclamation. RRAD seeks to identify and evaluate innovative commercial solutions to optimize these processes, enhance efficiency, reduce costs, improve quality, and increase throughput. Current challenges include, but are not limited to, manual inspection processes, material waste, labor-intensive repairs, and limited real-time process monitoring.
1.3 Rubber Products and Tire Process Optimization – Red River Army Depot
RRAD is interested in exploring commercial solutions that address challenges and opportunities across the entire lifecycle of rubber products and tires, from initial assessment to final disposition. Areas of interest include, but are not limited to:
• Non-Destructive Inspection (NDI): Automated or advanced NDI technologies for rapid and accurate assessment of rubber component condition (e.g., cracks, wear, degradation). This includes technologies leveraging computer vision, machine learning, or other advanced sensing methods.
• Automated Repair & Refurbishment: Solutions for automating or semi-automating repair processes, such as patching, vulcanizing, or tread replacement.
• Material Reclamation & Recycling: Innovative technologies for reclaiming and recycling rubber materials, reducing waste, and promoting sustainability. This includes processes for devulcanization and re-use of rubber compounds.
• Predictive Maintenance: Systems utilizing sensor data and data analytics to predict component failure and optimize maintenance schedules.
• Process Monitoring & Control: Real-time monitoring and control systems to optimize process parameters (e.g., temperature, pressure, time) and ensure consistent quality.
• Robotics & Automation: Robotic solutions for handling, processing, and inspecting rubber products and tires.
• Digital Twins: Development and implementation of digital twin technology to model and simulate rubber product lifecycle processes.
• Artificial Intelligence/Machine Learning (AI/ML): Application of AI/ML algorithms for process optimization, defect detection, and predictive maintenance.
• Supply Chain Optimization: Solutions to improve the efficiency and resilience of the rubber product and tire supply chain.
2. AoI Constraints
1. Any selected company/companies may be required to be registered in the System for Award Maintenance (sam.gov).
