W911RQ-24-R-X1113 – Questions & Responses Q1. What is the weight of the crane that will be removed?
R1. This is in the solicitation.
Q2. What is the head room above the existing crane?
R2. This is the height above bridge to the next obstacle or ceiling (Approx. 6-8 ft.)
Q3. What is the free and clear axis to the run way?
R3. Clear access to 3-4 bays (20x20) can be arranged by coordinating installation schedule with production.
Q3a. Is there equipment or pipes that can’t be moved?
R3a. Yes, fans, steam pipes, etc., but most are located more than 6' above bridge or can be worked around (different bay) for bridge positioning.
Q4. Can we get pictures?
R4. See attached.
Q5. What type of busbar is there or is not included?
R5. Will need to check on this they are looking for a brand and model and possibly need a current limit i.e. "Duct-o-wire 8 bar 250 amp".
Purchase of the bar should not be part of the bridge but contactors and hangers should be included or accommodated.
Q6. What does building access look like?
R6. Height and width of rollup doors if and space between columns and aisle if need to access is limited to north end. Also need turning radius etc. for outside of >north end of building or east end to be able to bring truck forklifts etc. semi-truck access is limited (Roll up door access North side of the building? See attached jpg titled ‘345 crane.jpg’).
Q7. Is there room for a mobile crane to enter the building?
R7. Basic info above needed. Yes, 12 x 12 door opening.
Q8. What is the rail height (what the crane sits on)?
R8. Height of crane rail above floor needed to determine hoist rope capacity Shavers should have this info (Approx. 15 ft.).
Q9. What is the size of the existing rail for configure the wheels of the crane?
R9. They are looking for the rail type itself (I don't know for sure shavers should have this info) i.e. "ASCE 105" see attachment for what they are talking about.
Q10. How is payment made? Is it paid in parts or the total at the beginning or end of the job?
R10. See FAR Clauses in solicitation and https://www.acquisition.gov/dfars/252.232-7003-electronic-submission-payment-requests-and-receiving-reports.
Q11. How many days will it take between final acceptance and full payment is made?
R11. This information is N/A now but see FAR Clauses in Attached referencing 52.232-33 Payment by Electronic Funds Transfer-System for Award Management.
Q12. What is the location of the building (city, state, military base, etc)?
R12. See solicitation Q13. The RFP states the repair has to be done within 3-day of equipment breaking. Is this negotiable?
R13. Yes it is negotiable Q14. Is the manufacturing inspection on the hook for magnet particle and radiographically testing sufficient?
R14. Possibly, if not conducted by a third party, only individual radiograph images (not just mag-particle) of the individual hook itself (not batch sample hook) may be submitted for consideration. The requirement for paint removal (any coating greater than 0.5 mil) and evidence of 200% proof loading before radiographic inspection remain in place Q15. What type of insurance coverage is required?
R15. Liability should be a set standard for depot contracts.
INSURANCE (Fixed Price Contract) Pursuant to the requirements of the contract clause titled "Insurance-Work on a Government Installation", the contractor shall obtain and maintain at least the following kinds of insurance and minimum liability coverage during any period of contract performance:
a. Workmen's Compensation and occupational disease coverage as required by law except that, if this contract is to be performed in a state which does not require or permit private insurance, then compliance with the statutory or administrative requirements in any such state will be satisfactory. The required Workmen's Compensation Insurance shall extend to cover employers' liability for accidental bodily injury or death and for occupational disease with a minimum liability limit of $100,000.
b. Comprehensive General Liability Insurance in the minimum limit of $500,000 per occurrence for bodily injury liability.
c. Comprehensive Automotive Liability Insurance with minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury, and a minimum limit of $20,000 per occurrence for property damage.
