1. SCOPE.

This specification covers the requirements for structural steel, prefabricated overhead bridge crane, top running, double girder type , equipped with bridge drive, motorized end truck, motorized trolley, hoist, hoist drive, and remote radio control that will produce an operational overhead bridge crane system , 5-Ton, 10,000 (lbs.) lifting capacity.

1.1. Scope. This specification covers the requirements for a prefabricated structural steel bridge crane with installation devices that will produce an operational overhead bridge crane system that can be installed by the Government.

1.2 Intended Use. The bridge crane will be used for the disassembly and assembly of tactical vehicles within existing shop building.

2. APPLICABLE DOCUMENTS.

2.1 General. The specified technical requirement listed in the body of this document must be met whether or not the source document is listed in this section.

3. REQUIREMENTS

3.1. General. The new overhead bridge crane systems shall comply with Crane Manufacture’s Association of America standards (CMMA-70), and the appropriate ASME B30 series document for the type of overhead bridge crane installed. The equipment to be furnished under this specification shall be designed and/or constructed to handle live loads at the specified rated capacity plus 25 % shock load. A minimum design safety factor of 5, based on ultimate strength of the materials used, where above standards referenced are not explicit.

3.2. Specifications. The prefabricated overhead bridge crane systems including structural steel bridge, end trucks, trolley assembly, hoist assembly, electrification system and control device shall be designed or meet the following conditions and facility dimensions.

3.2.1. Rated Load Capacity: 5-Tons, 10,000 (lbs.)

3.3. Hoist Hook Design. The hoist hook supplied with crane hoist assembly shall be of forged alloy steel and load tested in accordance with ASME B30.10. The hoist hook style and maximum dimensional size shall be in accordance with DIN 15401 Class “T” or Class “V” single point hooks and size selection shall be matched to hoist capacity.

3.4. Runway Rails, (Existing). The overhead bridge crane runway rail supported by structural steel constructed facility support columns are designed to accept a bridge crane equipped with structural steel double girder bridge, complete with end trucks, trolley, and hoist assembly that can be positioned or aligned on existing runway rails.

3.5. Lock Out /Tag Out (LOTO) Electrical Requirement. The commercial vendor shall furnish a graphical, machine-specific LOTO procedure that clearly and specifically describes the steps necessary to establish zero clearance-energy state for the equipment in accordance with the requirements of OSHA Regulation, CFR- 1910,147 referenced in (2.2. Section) listed above. This procedure shall be printed on a durable material suitable for posting on the equipment. All, Lock/Out/Tag Out, (LOTO) locations on the equipment shall be clearly identified with durable keyed to the LOTO procedure. The vendor shall furnish the procedure in an electronic format so the information can be easily transferred into a maintenance management data base.

3.6. Warning Device. The industrial factory assembled overhead bridge cranes shall be equipped with electrical/electronic operated bell, flasher and anti-collision electronic sensor preset for 10 FT spacing located on the east end of two (2) each crane end trucks and on the west end of two (2) each end trucks that will be energized when bridge is placed in motion.

4. QUALITY ASSURANCE PROVISIONS

4.1. Inspections. The Government reserves the right to perform such inspections as deemed necessary to assure material and services conform to prescribed requirements.

4.2. Examination. The appropriate equipment inspection shall be perform by Production Engineering Division’s Officer, (Equipment/Specialist).

4.3. Packing. The unit shall be packed in a manner, which shall ensure arrival at this depot in satisfactory condition and be acceptable to the carrier at lowest rates. Containers and packing shall comply with rules and regulations applicable to the mode of transportation.

4.4. Labeling. The rated load of all cranes shall be plainly marked on each side of the crane. If the crane has more than one hoisting unit, each hoist load block shall be marked with its rated load. This marking shall be clearly legible from the floor (OSHA) requirement for all overhead bridge cranes.

4.5. Markings. Shipping pallets and containers shall be marked in accordance with MIL-STD-129.

5. WARRANTY

5.1 The equipment and components furnished under this specification shall be guaranteed for a period the specified warranty for equipment of this type or for a period of time equal to the manufacture’s normal commercial warranty against defective materials, design, and workmanship. Upon receipt of notice from the Government of failure of any part of the guaranteed equipment during the warranty period, that part or component shall be replaced promptly with as new parts by and at the expense of the manufacture.

10. WARRANTY

Manufacture’s Association of America standards (CMMA-70), and the appropriate ASME B30 series document for the type of overhead bridge crane installed. 13.3. Hoist Hook Design: The hoist hook supplied with crane hoist assembly shall be of forged alloy steel and load tested in accordance with ASME B30.10. The hoist hook style and maximum dimensional size shall be in accordance with DIN 15401 Class “T” or Class “V” single point hooks and size selection shall be matched to hoist capacity.

13.4. Hoist Hook Testing: A certificate for magnetic particle testing of hook assembly shall be provided.

13.5. Runway Rails, (Existing). The overhead bridge crane runway rail supported by structural steel constructed facility support columns are designed to accept a bridge crane equipped with structural steel double girder bridge, complete with end trucks, trolley, and hoist assembly that can be positioned or aligned on existing crane runway rails

13.6. Lock Out /Tag Out (LOTO) Electrical Requirement. The commercial vendor shall furnish a graphical, machine- specific LOTO procedure that clearly and specifically describes the steps necessary to establish zero clearance- energy state for the equipment in accordance with the requirements of OSHA Regulation, CFR- 1910,147 referenced in (12.1.2. Section) listed above. This procedure shall be printed on a durable material suitable for posting on the equipment. All, Lock/Out/Tag Out, (LOTO) locations on the equipment shall be clearly identified with durable keyed to the LOTO procedure. The vendor shall furnish the procedure in an electronic format so the information can be easily transferred into a maintenance management data base.

13.7. Warning Device The industrial factory assembled overhead bridge crane shall be equipped with electrical/electronic operated bell, flasher and anti-collision electronic sensor preset for 10 FT spacing located on the south side of each crane end truck that will be energized when bridge is placed in motion.

14. QUALITYASSURANCE PROVISIONS.

14.1. Inspections. The Government reserves the right to perform such inspections as deemed necessary to assure material and services conform to prescribed requirements.

14.1.1. Examination. The appropriate equipment inspection shall be perform by Production Engineering Division’s Officer, (Equipment/Specialist).

30. Scope. This purchase description describes the minimum requirements for the procurement, and installation of one (1), each prefabricated structural steel, free standing, crane runway system cable of being erected and installed on concrete floor surface having a 8” (min) thickness. The crane runway system shall be complete with two (2) overhead bridge cranes, top running type having a lifting capacity of 15 Ton, 30,000 (lbs each. Totaling 60,000 lbs.).

The pre-fabricated, structural steel free-standing industrial crane runway system equipped with overhead bridge cranes will support in the upgrade of tactical vehicles within PROTO Test Section, Bldg.749-1, at Red River Army Depot (RRAD), Texarkana, Texas. To be installed by the contractor.

31. Function. The pre-fabricated, structural steel, free-standing crane runway system complete with two (2) each overhead bridge cranes, 15 Ton, 30,000 (lbs.each. Totaling 60,000 lbs.) capacity will be used to enhance lifting capabilities in support of trial production schedules for MRAP, HEMTT, Cougar, HET A1, and Tactical Fire Trucks.

34. Crane System Installation.

34.1. Position and install pre-fabricated, free-standing crane runway assembly complete with runway support columns, runway beam, runway rails and hardware.

34.2. Position and install crane runway support column assembly.

34.2.1. Position and level crane runway column support with attached base plates.

34.2.2. Position align and level crane runway column system.

34.2.3. Position and install ¾” (min) anchoring device, epoxy type.

34.2.4. Position and Install crane runway support column grouting materials.

34.2.5. Position and install crane runway beams and hardware.

34.2.6. Position and install crane runway rails assembly with hardware.

35. Position and install factory assembled overhead bridge cranes, capacity 15 Tons.

35.1. Crane System Electrification System.

35.1.1. Position and install standard electrical distribution panels for interior/exterior locations.

35.1.2. Position and install electrification system mounting brackets or fixtures complete with hardware.

35.1.3. Position and install electrification system Duct-O-Bar, (or/equal), three (3) conductor with ground, 90’ (min).

35.1.4. Position and install electrification collector arm assembly three (3) conductor with ground.

35.1.5. Position and install conduit raceway with related connectors, junction, mounting device and electrical wiring.

35.1.6. Position and install or route conduit raceway and junctions devices complete with electrical wiring to desired location.

35.1.7. Position and install electrical circuit breaker, panel mounted with bolt on type features.

36. Crane System Electrical Requirement.

36.1. Crane System Electrical Voltage: 240/460 Volts, 3 Phase, 60 Hz.

36.1.2. Crane System Electrical Control Voltage: 110/120 Volts, 1 Phase, 60 Hz.

36.1.3. Crane System Lock/ Out Tag /Out. Requirement.

37. The commercial source shall furnish a graphical, machine specific LOTO procedure that clearly and specifically describes the steps necessary to establish a zero-energy state for the equipment in accordance with the requirements of OSHA Regulation, CFR 1910.147. This procedure shall be printed on a durable material suitable for posting on the equipment. All LOTO locations on the equipment shall be clearly identified with a durable label keyed to the LOTO procedure. The Contractor shall furnish the procedure in an electronic format so the information can easily be transferred to a maintenance management data system.

38. The crane system electrical and electrification shall comply with National Electrical Code, and OSHA Requirements.

39. WARRANTY.

39.1. The crane pre-fabricated, free-standing, structural steel runway system complete with electrification system and factory assembled overhead bridge cranes having a lifting capacity of 15 Tons 30,000 (lbs.) furnished under this purchase specification shall be guaranteed for a period of time equal to the manufacture’s normal commercial warranty, or for a period of one (1) year, which ever shall be longer, against defective materials, design, and workmanship. Upon receipt from the Government of failure of any part at the system during the warranty period, that part shall be replaced promptly with as new components and/or parts at the expense of the contractor.
