Q1. For CLINS 0001, 0002, 0003 and 0004 the specifications have several parts such as runway type and runway beam supporting columns as existing. Are these items needing to be replaced as well or is that information provided just for the specifications on the new bridge cranes that are needed?

Reference: CLIN: 0001 The documentation listed within specific section of specifications that was issued should identify basic characteristics and features for an existing tactical facility crane runway system including runway support beams, runway support columns, (concrete constructed) and electrification system. The replacement overhead bridge cranes, double girder, top running 5 Ton, 10,000 (lbs.) capacity will be positioned and installed in house on an existing crane runway system within Fabrication Surface Support Division, Heavy Welding Section, Bldg. 343-1.

NOTE: Two (2) Sets of Drawings should be provided.

NOTE: Five (5) Sets of Technical Manuals should be provided.

Reference: CLIN 0002 The documentation listed within specific section of specifications that was issued should identify basic characteristics and/or features for an existing tactical facility crane runway system complete with structural steel runway support beams, runway support columns, and electrification system. The replacement overhead bridge crane, double girder, top running, 10 Ton, 20,000 (lbs.) capacity will be positioned and installed on an existing crane runway system within Medium Tactical Engineering Equipment Division, Light Tactical Section, Bldg. 401-1.

Reference: Two (2) Sets of Drawings should be provided.

Reference: Five (5) Sets of Technical Manuals should be provided.

Reference: CLIN 0003 The documentation listed within specific section of specifications that was issued should identify basic characteristics and/or features for an existing tactical facility crane runway system complete with structural steel runway support columns, runway support beams, runway rails, and electrification system. The additional overhead bridge cranes, double girder, top running type, having a load capacity of 20 Tons, 40,000 (lbs.) will be positioned and installed in house on an existing crane runway system in order to enhance crane system lifting capabilities within Heavy Tactical Division, MVL Assembly , Test & Shipping Section, Bldg. 412-1.

Reference: CLIN 0004 The documentation listed within specific section of specifications that was issued should identify basic characteristics and/or features for an existing tactical facility crane runway system including runway support beams, runway support columns, (concrete constructed) and electrification system. The replacement overhead bridge crane, double girder, top running 10 Ton, 20,000 (lbs.) capacity will be positioned and installed in house on an existing crane runway system within Fabrication Surface Support Division, Heavy Welding Section, Bldg. 345-1.

Reference: CLIN 0005 The documentation listed within specific section of specifications that was issued should identify basic characteristics and/or features for a pre-fabricated, structural steel, free standing crane runway system complete with runway support columns, runway support column cross bracing, (or/equal), runway support beams, runway rails including runway electrification system. The pre-fabricated crane runway system shall also be complete with two (2) each factory assembled double girder, top running type 15 Tons, 30,000 (lbs.) overhead bridge cranes. The pre-fabricated, structural steel crane runway system shall have a minimum load capacity of at least 60,000 (lbs.) total load capacity. The pre-fabricated crane runway system shall be capable of being assembled, positioned, erected and installed on existing interior concrete floor surface in desired location within an existing Tactical Facility, PROTO Test Section, Bldg. 749-1.

NOTE: The appropriate utilities to include electrical distribution panel complete with 460 Volts, 150 Amps, (min), 3 Phase, 60 Hz circuit breakers will be installed. A safety disconnect safety equipped with Lock/Out, Tag/Out electrical safety device including conduit raceway will be installed in house within desired location according to National Electrical Codes, (NEC) to support the startup and operation of newly installed industrial crane runway system equipped with two (2) each 15 Tons, 30,000 (lbs.) overhead bridge cranes having a total lifting capacity of 60,000 (lbs.) within Tactical Facility, Bldg.

30. Scope. This purchase description describes the minimum requirements for the procurement, and installation of (1), each prefabricated structural steel, free standing, crane runway system cable of being erected and installed on concrete floor surface having a 8” (min) thickness. The crane runway system shall be complete with two (2) each overhead bridge cranes, top running type having a lifting capacity of 15 Ton, 30,000 (lbs.) each. Totaling 60,000 (`lbs.).The pre-fabricated, structural steel free-standing industrial crane runway system equipped with overhead bridge cranes will support in the upgrade of tactical vehicles within PROTO Test Section, Bldg.749-1, at Red River Army Depot (RRAD), Texarkana, Texas. To be installed by the contractor.

Q2. How many tech manuals are required per crane? Please see Q1 above highlighted areas in yellow.

Q3. Are there any changes on this Amendment 3 that have changed the specs/requirements from the original solicitation of 72 pages for which we base our quote. Yes, please look at Amendment 3 all changes are highlighted in specifics colors. There is some changes highlighted in green, those items are from Amendment 1. Amendment 2 are in blue. Amendment 3 changes are highlighted in red.

Q4. Do I need to return a signed copy of the solicitation/amendments? Yes, all amendments need to be signed and emailed back.

Q5. Provide an allowable load in pounds per square inch for the 8" slab in CLIN 005. We need this information to size our column base plates. : Interior Floor Surface, Concrete Constructed

Q6. Is the hoist reeving on item no. 003, 004 & 005 to be double reeved for true vertical lift or is just single reeving ok? Double reeved

Q7. Also what is required hoist reeving on item no. 001 & 002? (Double or single reeved) double reeved

Q8. Will Red River be bring power over to the crane runway conductor bar electrification system on item no. 005 Amendment 3 has revised the Crane System Electrical Voltage to 460 Volts, 3 Phase, 60Hz. A 480V 100A 3P 60Hz disconnect will be supplied by RRAD. Contractor is required to furnish full amp total load for crane. Contractor is required to provide hook up from crane to disconnect supplied by RRAD and make crane system fully operational which will include initial start-up of cranes, including initial inspection and load test.

Q9: In the RFQ it is stated we are to install on 8” Minimum existing floor .If engineering comes back and says it is not enough foundation to support the runway. If foundation is needed are we going to need to do the foundation work ,or is that allowed .Will that be considered as a separate part of the price to keep it fair. It is very unlikely that a 30 ton rated runway can be placed on just an 8” foundation . Amendment 3 indicates that the design of the system shall be for one 15 Ton/crane bay at one time with two cranes total installed on the system. It is indicated that the Bridge Position Control (Anti-Collision Electronic Sensor) sensor distance between crane end trucks shall be set at maximum bay width space distance. This indicates that each column frame shall be designed to carry the load of one bridge crane (15 Tons). The columns shall be designed as a part of a moment resisting frame or in a manner so that moments are not transferred to the floor.

Q10: Can I get copies of the pictures that were taken at the job site visit ?

Q11: On the east wall what are the openings available and the locations We need to make sure our design clears any openings. There is an overhead coiling insulated steel door. All openings, locations, and obstructions that is recommended to be field verified.

Q12: Crane voltage says 240V can we use a 460v crane and provide a transformer to step up from 240 to 460 mounted on the Runway. Amendment 3 has revised the Crane System Electrical Voltage to 460 Volts, 3 Phase, 60Hz. A 480V 100A 3P 60Hz disconnect will be supplied by RRAD. Contractor is required to furnish full amp total load for crane. Contractor is required to provide hook up from crane to disconnect supplied by RRAD and make crane system fully operational which will include initial start-up of cranes, including initial inspection and load test.

Q13: Is there a large enough opening on the east wall to bring in our equipment and what are the conditions outside that door will it be clear to bring in our equipment and materials. There is an overhead coiling insulated steel door. All openings, locations, and obstructions are recommended to be verified by site visit. Q14: How many amendments are there? Should we acknowledge all? 3 amendments (this includes the one posted today 22 Dec). All amendments shall be acknowledged.
