About this file
This document is a Questions and Answers (Q&A) response to Solicitation W911QY26RA025 for Building 45 DPW Repair Renovation, issued on 10 September 2026. The project involves design-build renovation services for approximately 7,000 square feet at a military installation in Massachusetts, with an estimated value of $2.5M–$3.0M.
The contract type is a single-award, firm-fixed-price (FFP) construction contract with a period of performance of 220 working days from Notice to Proceed (NTP), equivalent to 308 calendar days. Key scope items include architectural and structural design completion within two weeks of award, interior renovation with new flooring, wall construction, ceiling systems, fire alarm detection systems (included in base bid), and optional sprinkler system installation. The contractor must provide all electrical and low-voltage equipment installation, mechanical system coordination with Carrier-certified HVAC controls through Junction Mechanical, and security systems integration including card access and video surveillance through preferred vendors Metro Surveillance Systems and F-Concepts ICIDS. Additional requirements include removal and disposal of existing furniture and communications drops, new cabinetry and countertops for the kitchenette, abatement of identified asbestos, exterior painting repairs limited to window replacement areas, and temporary lighting and power during construction. The contractor must coordinate site requirements (staging area, parking, dumpster placement) with Mr. Jason Gove and submit design documents signed and sealed by Massachusetts-licensed architects/engineers. Performance and bid bonds are required, as are liquidated damages at 20% of total cost. No local permitting is required, and construction documents must be submitted with a complete cost breakdown by division including labor, labor hours, and material costs. The contractor bears responsibility for verifying all existing site conditions through site visits.

Period of performance. Section L (Volume I instructions) and Section M (Factor 1 evaluation criteria) both direct offerors to demonstrate completion "within the 220-day period of performance," and this figure is repeated in the Statement of Work (Attachment 1, Section 1.4) as "220 working days from NTP." However, SF 1442 Block 11 states the contractor "shall begin performance within 10 calendar days and complete it within 308 calendar days after receiving notice to proceed," and the Section F period of performance dates (21 Sep 2026 – 26 Jul 2027) span approximately 308 days. Please confirm which figure governs the contractual period of performance, and which figure our technical proposal schedule should be built to satisfy Factor
THE PERIOD OF PERFORMANCE FOR THIS PROJECT IS 220 WORKING DAYS FROM
NTP.
