About this file

This is a Final Asbestos Containing Material (ACM) Survey Report for Building 45 at the U.S. Army Soldier Systems Center in Natick, Massachusetts, completed in December 2020. CEI-PARS North Atlantic LLC conducted a limited survey and sampling program under Contract W912WJ-16-D-0006, Task Order W912WJ19F0199, prepared for the U.S. Army Corps of Engineers New England District. The survey reviewed prior asbestos assessments from 2012, identified data gaps, quantified remaining unidentified ACM through non-destructive means, updated material condition assessments, and developed cost estimates for removal of newly identified ACM. Survey activities took place in Spring 2020 with samples analyzed by ProScience Analytical Services using polarized light microscopy (PLM) for ACM analysis. The report identifies one newly discovered asbestos-containing material: red duct sealant (40 linear feet, in good condition) in room L112, containing 3% chrysotile asbestos. Additionally, four previously identified ACM items experienced condition deterioration from good condition to minor damage: basement/stairwell floor tile (100 SF), rooms L100A-D floor tile (4,600 SF), room L112 floor tile (2,300 SF), and room L116 floor tile (400 SF). The total estimated cost for abatement of all identified ACM is $357,874, including approximately $32,534 for contingency, encompassing both newly identified materials and remaining ACM from the 2012 survey. The report notes that destructive surveys should be performed prior to any renovations or demolition activities, as certain inaccessible materials were not sampled.

1.0 INTRODUCTION

CEI-PARS North Atlantic LLC (CEI-PARS), under contract with the U.S. Army Corps of Engineers (USACE), New England District (CENAE), has completed a limited survey and sampling for suspect asbestos containing material (ACM) and polychlorinated biphenyl (PCB) in building materials for select buildings at the U.S. Army Soldier Systems Center in Natick, Massachusetts (NSSC). This report was completed in accordance with the Performance Work Statement (PWS) defined under Contract Number W912WJ-16-D-0006 and Task Order

W912WJ19F0199.

The scope of the survey report includes:

• Review of prior asbestos survey(s) prepared in 2012 and the subsequent ACM abatement actions completed by NSSC.

• Perform a physical ACM survey utilizing a Massachusetts Certified Asbestos Inspector to identify data gaps and quantify the remaining unidentified ACM (accessible through non-destructive means).

• Update the condition of both newly and previously identified ACM.

• Collect select PCB samples if an ACM sample has also been collected under the current contract.

• Update existing CAD drawings with new sampling data.

• Develop cost estimates for the removal of newly identified ACM, as applicable.

Building survey and sampling activities took place in the Spring 2020 by a Massachusetts Certified Asbestos Inspector. Collected suspect ACM and select PCB samples were sent to a certified analytical laboratory for analysis by polarized light microscopy (PLM) for ACM samples and EPA Method SW-846 3540C for PCB samples.

The following report outlines this survey and sampling methodology, results, estimated quantities and costs estimates.

3.0 SURVEY METHODOLOGY

3.1 Asbestos

The asbestos survey goal is to identify and sample suspect ACM not previously tested so that an accurate cost estimate for ACM abatement can be prepared. The following is an overview of the CEI-PARS asbestos survey activities.

Asbestos Survey & Sampling

CEI-PARS reviewed the prior asbestos survey report(s) completed in 2012 and any available asbestos abatement documentation provided by NSSC. All readily accessible areas of the building were visually inspected. Any inaccessible areas are noted in this report with limitations outlined in Section 6.0.

The survey consisted of the following methodology in each accessible space:

1. Abatement Activities – All ACM previously sampled during the 2012 survey was located if possible. Material no longer present was noted as an indication of ACM abatement. This information was cross-referenced with abatement records; however, lack of abatement records was not used as proof that the material had not been abated. It was noted prior to the start of the survey that not all abatement activities were recorded since the 2012 survey.

Ultimately, CEI-PARS relied on the presence or absence of the material based on the 2012 material description and current material condition to determine if abatement actions may have taken place. Abatement activities were noted and quantified if possible.

2. Material Condition – The condition of ACM identified in the 2012 survey was assessed as either in good condition, minor damage, or damaged. This is noted in Table 3 with present and historic conditions identified and highlighted if a change in condition was identified.

3. Sample Collection – Any additional suspect ACM identified during the CEI-PARS visual inspection was sampled for laboratory analysis. Readily accessible areas were inspected with asbestos sampling only taking place if the suspect material had not been previously sampled. Sampling activities did not include destructive sampling.

Samples were collected by a Massachusetts Licensed Asbestos Inspector using appropriate safety measures and hand tools, including a utility knife, pliers, screwdriver, and chisel, all utilized as needed. The sampling surface and surrounding area was wet prior to sample collected with an amended water solution as needed to eliminate airborne fibers. Sample containers were marked with a CEI-PARS sample ID. In most cases, sample IDs start with the NSSC Building # (see Figure 1) followed by a number beginning with 101 (so as not to be confused with the 2012 sample IDs). Subsequent letters indicate additional samples of the same material.

Data collected during asbestos sample collection included:

− material description

− location on plan

− material condition

− approximate extent of the material and quantity

− photographs

December 2020 Building 45

Since this survey is part of a broader NSSC asbestos survey that includes multiple buildings across the NSSC site, a limited number of samples were initially collected to ensure at least one sample was collected of each material type suspected to contain asbestos that had not already been previously sampled. Additional samples may have been collected later in the survey timeline based on available samples. This additional sampling was based on the quantity of suspect material with greater material quantities resulting in additional samples to help ensure homogeneity of material.

ACM samples were held under proper chain of custody until delivery to ProScience Analytical Services, Inc. (ProScience) in Woburn, MA.

A plan of all ACM sampling locations is included in Appendix A.

Asbestos Laboratory Analysis

The collected asbestos bulk samples were analyzed by ProScience using the Polarized Light Microscopy (PLM) analysis, EPA Method 600. ProScience is accredited by the American Industrial Hygiene Association (AIHA) and the Massachusetts Department of Labor Standards and participates in the National Voluntary Laboratory Accreditation Program (NVLAP Lab Code 200090-0). It should be noted that ProScience also analyzed the ACM samples collected during the 2012 survey.

3.2 Polychlorinated Biphenyls (PCBs)

Polychlorinated biphenyls (PCBs) building material samples were collected concurrent with the asbestos sampling to help determine material disposal options if/when ACM abatement takes place. Select PCB sampling was determined to be unnecessary in Building 45 based on the materials collected for ACM analysis. A comprehensive PCB survey was not conducted as part of this Task Order.

3.3 Health and Safety

CEI-PARS is committed to providing its employees with a safe and healthful workplace both in the office and on project sites. CEI-PARS developed a project specific Accident Prevention Plan (APP) dated January 2020. Approved by USACE, the APP was followed throughout the course of this project.

A group health and safety meeting took place with all project field staff prior to the start of the field effort. This training included review of the approved APP and specific training related to asbestos and PCB hazard awareness training. Additionally, a daily on-site health and safety briefing took place with all field staff prior to the start of field activities.

No health and safety issues were reported.

5.0 FINDINGS

5.1 Asbestos

A total of 127 representative bulk asbestos samples of 47 types of homogeneous materials were collected as part of the 2012 survey. Results and photographs from the 2012 survey report are provided in Appendix E.

CEI-PARS personnel identified and sampled 10 additional suspect ACM material types that were analyzed by ProScience. All asbestos sample results are provided in Table 1 with survey photographs provided in Appendix B.

A summary of newly identified ACM as part of the current survey along with location and material condition are presented in Table 2. Table 3 includes a summary of ACM identified during the 2012 survey where the condition of the material has changed based on 2020 observations.

Table 2. Summary of Newly Identified Asbestos – Building 45

Location/Room Material Description Estimated Quantity Condition Amount Units L112 Red Duct Sealant 40 LF Good

Appendix A includes updated floor plans with both the current and 2012 sample results. These plans have been updated to show the 2012 and CEI-PARS sample locations as well as the location of ACM remaining. Positive ACM sample locations are colored red with CEI-PARS positive samples in bold red; samples collected in 2012 that were not positive are colored blue while samples collected by CEI-PARS that were not positive are colored green.

ACM Abatement Notes

CEI-PARS confirmed material abatement noted in the 2012 ACM survey final report, unless otherwise stated. Additionally, positive ACM identified in 2012 was investigated for additional abatement that may have occurred after the investigation. During the 2012 survey, hard fitting insulation throughout the building was sampled, all of which came back negative. CEI-PARS believes the fittings are all on one interconnected system and, therefore all fittings are assumed to be negative.

6.0 ASBESTOS SURVEY CONCLUSIONS

Site survey work was performed by a Massachusetts Licensed Asbestos Inspectors who collected suspect ACM samples that were submitted to an accredited laboratory for asbestos analysis by PLM. As applied to demolition and renovations operations, there are two main categories of regulated asbestos-containing material, friable and non-friable. Friable is a NESHAP term defined in 40 CFR 61, Subpart M and EPA 340/1-90/018 meaning any material containing more than one percent asbestos that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. Whereas, non-friable means any material containing more than one percent asbestos that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. The classification of friable and nonfriable material can impact disposal options within Massachusetts where Asbestos Containing Waste Material (ACWM) as defined by the Air Pollution Control Regulations (310 CMR 7.15):

Asbestos Containing Waste Material (ACWM) means any ACM removed during a demolition or renovation project and anything contaminated with asbestos in the course of a demolition or renovation project including, but not limited to, asbestos waste from control devices, bags or containers that previously contained asbestos, contaminated clothing, materials used to enclose the work area during the demolition or renovation operation, and demolition or renovation debris.

Table 4 includes a summary of ACM estimated quantities and cost estimates for both the 2020 survey and 2012 survey. Estimated quantities for previously identified ACM are based on the 2012 survey and take into consideration any identified abatement that has taken place. Some window glazing was previously identified to contain asbestos, however, replacement windows were not positive for asbestos during the 2012 survey. Based on the apparent age of the various windows throughout the building, CEI-PARS estimated the number of windows which are likely to contain asbestos at the time of the 2020 survey.

The quantity costs do not include inaccessible areas and are based on current industry rates intended to be inclusive of all abatement contractor costs. They do not include costs for relocating building occupants, reinstallation of materials, design, monitoring, sampling, or other consultant fees.

December 2020 Building 45

1These estimates do not include abatement for asbestos in inaccessible areas.

2 Includes abatement of entire window.

Note that the EPA, Occupational Safety and Health Administration (OSHA), and the Commonwealth of Massachusetts Division of Occupational Safety (DOS) defines any material that contains greater than one percent (1%) asbestos as being an ACM. The Massachusetts Department of Environmental Protection (MassDEP) defines any material that contains equal to or greater than one percent (≥1%) asbestos as being ACM. Per MassDEP, CEI-PARS identified any material ≥1% asbestos as being ACM.

Prior to initiating plans for maintenance, renovation or demolition activities, survey results should be reviewed to determine whether any of the materials identified as ACM will be disturbed by proposed work activities. Any suspect material encountered during renovation/demolition that is not identified in this report as being non-ACM should be assumed to be ACM unless laboratory analytical data for bulk samples prove otherwise. Suspect ACM that was not accessible or required destructive testing to collect a sample and that accordingly was not inspected, should be assumed to contain asbestos if discovered until otherwise verified, as previously described. If ACM is disturbed, the ACM must be removed by a Massachusetts Licensed Asbestos Abatement Contractor and be performed in accordance with applicable regulations. If proposed work activities will not disturb intact ACM, continuous monitoring of ACM should be conducted throughout work activities to ensure the ACM remains in an intact condition. Additionally, prior to commencing work activities, personnel involved with the work activities should be made aware of the location of ACM within the building in which they will be working.

7.0 LIMITATIONS

CEI-PARS completed a comprehensive and thorough ACM survey but does not claim to have identified all of the ACM that could be present since only areas that were accessible during the investigation were inspected and no destructive sampling took place. Inaccessible areas include but are not limited to materials hidden by: floor, wall, ceiling finishes or materials in tunnels, shafts, vaults, pipe, or flue chases. Prior to any renovations, maintenance, or demolition, destructive ACM surveys should be performed.

Suspect ACM that was identified by CEI-PARS, but would require destructive sampling, include (but is not limited to):

• Green decorative floor tiles in entrance

• Toe kicks throughout building

• Hidden caulking behind exterior doors and windows

• Pump casings and gaskets in mechanical rooms

• Insulation in wooden and metal fire doors

• Bathroom mirror glue

• Interior expansion joint

• Ceramic tiles around water fountain

• Duct pin tabs

The project has been completed within generally accepted industry standards and with reasonable care. This survey was performed with limitation inherent to visual inspection. There are no assurances this may not change in the future and consequently affect the results of this report.

PCB samples were not collected from Building 45 based on this Task Order.

The following are definitions of the data qualifiers utilized during data validation:

J (Estimated): The compound or analyte was analyzed for and positively identified by the laboratory;

however the reported concentration is estimated due to nonconformances discovered during data validation.

U (Non-detected): The compound or analyte was analyzed for and positively identified by the laboratory;

however, the compound or analyte should be considered non-detected at the reported concentration due to the presence of contaminants detected in the associated blank(s).

UJ (Non-detected estimated): The compound or analyte was reported as not detected by the laboratory;

however the reported quantitation/detection limit is estimated due to non-conformances discovered during data validation.

R (Rejected): The sample results were rejected due to gross non-conformances discovered during data validation. Data qualified as rejected is not usable.

NA (Not Applicable): The non-conformance discovered during data validation demonstrates a high bias, while the affected compound or analyte in the associated sample(s) was reported as not detected by the laboratory and did not warrant the qualification of the data.

A qualification summary table is provided at the end of this report if data has been qualified. Flags are classified as P (protocol) or A (advisory) to indicate whether the flag is due to a laboratory deviation from
