About this file
This is a Statement of Work (SOW) for a Design-Build contract to renovate approximately 7,000 square feet of federal administrative space in Building 45 at the US Army Garrison Natick Soldiers Systems Center in Natick, Massachusetts.
The Design-Build Contractor (DBC) serves as the single point of responsibility for advancing a Government-provided 35% conceptual design through 65%, 95%, and 100% Issued-for-Construction phases, with deliverables including stamped construction documents, CAD drawings, and PDF drawings. All architectural and engineering drawings must be signed and sealed by a Registered Architect or Professional Engineer licensed in Massachusetts. The project scope encompasses hazardous materials abatement (including asbestos removal), complete MEP infrastructure upgrades, acoustic privacy enhancements, architectural finishes, and furniture integration. Key deliverables include design packages at multiple phases, Early Work Packages for asbestos abatement and soft demolition, an integrated Design & Construction CPM schedule, HVAC mechanical shop drawings with TAB reports, fire sprinkler shop drawings with NFPA 13 hydraulic calculations, and product data samples for finishes and acoustic treatments.
The work scope includes substantial architectural modifications such as window replacement, interior wall demolition and reconstruction, new door installations with glass panels, ceiling tile replacement, flooring upgrades (LVT and carpet tiles), interior painting, and furniture removal. Mechanical work requires installation of a new 20-ton Carrier RTU with individual zone controls for perimeter office spaces, ductwork modifications, and integration with the facility's BACnet controls system. Electrical work involves removal of outdated infrastructure and installation of new panels, circuits, conduit, lighting with energy conservation controls, and motion/sound-activated devices. Communication upgrades include CAT6E cabling installation, fire protection requires a new fully compliant wet-pipe automatic sprinkler system with tie-in to the building's main service line and smoke detection compliance with UFC and NFPA 72 standards. The period of performance is 220 working days from issuance of the Notice to Proceed. The contractor must submit a construction schedule for approval prior to commencing work and utilize Value Engineering during design to ensure HVAC compliance with federal energy efficiency mandates.
