Quality Assurance Surveillance Plan (QASP)

Introduction This Quality Assurance Surveillance Plan (QASP) establishes the quality assurance surveillance procedures, processes, and techniques that the Government will employ to monitor and assess the contractor’s performance for the projected contract award. The Government has established this QASP to ensure that the contractor is performing effectively and is delivering the results specified in the contract. This QASP is not a part of the contract, nor is it intended to duplicate or replace the contractor’s Quality Assurance Plan (QAP). The contractor, and not the Government, is responsible for the management and quality control actions necessary to meet the quality standards set forth by the contract. The contractor shall develop a Quality Assurance Plan (QAP) and submit a copy with the proposal. A final draft shall be submitted to the Government for approval no later than 30 days after award. Once the Government accepts the plan, the contractor shall use the QAP to implement the necessary management and quality control actions. The Government has provided the contractor an informational copy of this QASP as an attachment to the solicitation to support the contractor’s efforts in developing a QAP and to provide the contractor an opportunity to comment and propose innovative solutions for the Government’s QASP.

Requirement Description The Protection Division requires the services of a contractor to provide program management, technical engineering, systems engineering, property management and acquisition support. The contractor shall provide qualified personnel to assist the Protection Division in achieving its mission. Contractor personnel shall meet all of the qualification standards that have been described in the Performance Work Statement (PWS) for this contract.

Surveillance Roles and Responsibilities The Contracting Officer (KO) and Contracting Officer’s Representative (COR) within the Protection Division will be responsible for oversight of contractor performance.

A. Contracting Officer (KO)

The KO ensures performance of all necessary actions for effective contracting; ensures compliance with the terms of the contract and safeguards the interests of the United States in the contractual relationship. The KO assures the contractor receives impartial, fair, and equitable treatment under the contract. The KO is ultimately responsible for the final determination of the adequacy of the Contractor’s performance.

B. Contracting Officer’s Representative (COR)

The KO will assign a COR. This assignment outlines all the specific roles and responsibilities of the COR. The COR shall be primarily responsible for accepting services from the contractor and for inspecting the quality of those services. The COR is responsible for technical administration of the task and assures proper Government surveillance of the contractor’s performance. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. Any changes that the contractor deems may affect contract, price, terms, or conditions shall be referred to the KO for action.

Surveillance Methods The Government may employ multiple methods to assure quality performance under this task order. The Government’s primary means of surveillance will be the COR, who will complete a report every 30 days of the contract period and keep on file. This report provides detailed feedback on the performance of the contractor generally and on the performance of contractor personnel. The COR shall review all reports and shall maintain records of these reports for the duration of the contract period of performance, which will be within 365 days from time of contract award. The COR shall be responsible for ensuring that any negative reports are addressed in a timely fashion with the KO. The KO and COR shall coordinate with the contractor to resolve all performance issues in a timely fashion. The COR shall maintain accurate and thorough documentation of all surveillance methods and contractor performance issues.
