W911QY-23-R-1016 – Questions & Answers
1. In addition to the Technical Data Package (TDP), are any additional patterns or templates that could be shared.
Answer: There are no additional patterns or templates available.
2. What items make up the MOLLE Modular Belt System, MCN: 8465-01-F05-4532 for PDM submission?
Answer: The Modular Belt System is defined as all the components shown in Assembly Drawing 2-6-1429 (Assembly, Modular Belt System) and all of its subordinate drawings. There are no additional “patterns or templates“ needed. Patterns are on the subordinate drawings that report to 2-6-1429.
3. Both OCP and Tan 498 are listed in the solicitation; which color do you want the PDMs to be?
Answer: The PDMs shall be OCP only. Note that accurate shade of the PDMs is required.
4. For Attachment 0007- shipping instructions - Need packaging details as to type of cartons and liners (double wall, single wall, etc.). Also need quantity per box per item.
Answer: Cartons shall be of sufficient size and strength to meet the pallet size and strength (for stacking requirements) of Attachment 0007 regardless of weather conditions. Each end item shall be bundled in quantities of 6. The quantity per box is determined by the contractor.
Follow-on question: Can you provide more detail in reference to bundled in quantities of 6? Would this apply to all items mentioned above. Currently in the MOLLE 4000 Contract Sets and Components are placed in a polybag that is sealed and it includes a polybag sticker, would this be acceptable. If yes, how many of each item (sets & components) would you like included in a polybag?
Answer: The package will bundle quantities of six like items/components. The contractor will not package by sets. For example, the belts will be packages together with belts and the various pouches will be packaged with like pouches. The bundling method is the decision of the contractor. Sealed polybags are an acceptable method.
5. For all component drawing indicates Thread size F for Type 301; this includes attaching the label. We suggest to include and/ or change it to thread E, which is thinner and easier to work with label remay; not affecting the performance or serviceability of the items.
Answer: Thread sizes shall remain as specified on the drawings and parts list.
6. For PL-2-6-1416 page 3, find No. 16 mentions Para 3.7.1 for Thread E. It should be Para 3.7.2 for Thread E.
Answer: That is correct. Parts List 2-6-1416, page 3, FN 16, shall be PARA 3.7.2.
7. For PL-2-6-1418 page 2, 50 round pouch, under part list 2-6-1418 Find No 1 & 2 refers to Part or Identifying Number 2-5-1419 & 2-5-1420. We believe it should be 2-6-1419 & 2-6 1420.
Answer: That is correct. Parts List 2-6-1418, FN 1 and FN 2, the Part or Identifying Number is 2-6-1419-1 for FN 1, and 2-6-1420-1 for FN 2.
8. In page 26 of the solicitation, Second paragraph, line 1 and 2, definition for CCAW sets does not include Dump Pouch.
Answer: Good catch. CCAWS is defined as one (1) Modular Belt System, two (2) 50-Round Pouch, three (3) 100-Round Pouch and one (1) Dump Pouch. The solicitation will be amended to add two Dump pouches to the second sentence for the requirement for two CCAWS 30 days after order award.
9. For Drawing 2-6-1440, 3 Bar slide 1 1/2" refers to SX Industries Part no. GVT472-2-24BD. Suppliers indicates that correct part no should be SL-01267-Tan 499.
Answer: The SX Industries part number for the 1 ½” 3 bar slide in drawing 2-6-1440 is SL-01267-T499
10. For CO-PD-02-02P page 23, Paragraph 3.14 Identification & Marking- Indicates the color of the label for Class 9 as Tan 499. What about color of label for Class 7 Coyote 498?
Answer: All labels, regardless of whether the color class of the end item is 7 or 9, shall be Tan 499.
11. Are Certificates of Conformance (CoCs) required for submission with our proposal for the materials used in our PDM samples?
Answer: All material requirements for the PDMs must be met. However, Certificates of Conformance (CoCs) are not required to accompany the PDMs. The Government may conduct lab testing to verify the material requirements of some components of the PDMs. Proper management of Certificates of Conformance during production is expected to be addressed in the Quality Management section of the proposal.
12. Packaging for Sets: We are planning to pack 10 to 12 of the same sets into a shipping container. We understand that not all pieces are assembled in these sets which means some of these components form the set would be loose in a carton. For example the CCRS Set consist of 7 components. We plan to pack 10 to 12 of these CCRS sets in a shipping container, if they are not placed in a polybag they will be all loose inside the carton. That is why we were suggesting to place each set in a polybag with a polybag sticker in order to contain each set within one package.
Answer: PLEASE NOTE as this clarifies previous guidance given.
CLINS 0001, 0002, 0003, and 0010 shall be packaged separately, as a set, in a clear poly bag with a sticker listing the contents of the bag.
CLINS 0004 thru 0009 and 0011 thru 0014 shall be packaged in quantities of six each in a clear poly bag with a sticker listing the quantity and contents of the bag. For orders not divisible by 6, the remaining quantity shall be packaged with the quantity listed on the sticker.
13. Are there specific specs for the items under this solicitation? Or does any system that matches the description acceptable?
Answer: The solicitation states in C.2. “Items shall be made to military specification in accordance with CO-PD-02-02. The Government shall provide all level 3 drawings necessary to manufacture the items.” COTS items will not be considered in this solicitation.
14. For the Side Panel - PL2-6-1432 sheet 2, FN 4, Quantity is 1. Should the Quantity be 2?
Answer: Yes. PL 2-6-1432, sheet 2, FN 4 should be quantity 2.
15. For the Inner Belt - Comparing drawings 2-6-1433, sheet 1 and 2-6-1433, sheet 2, locations of sections A-A and B-B, we believe the section drawings on 2-6-1433, sheet 2 are switched. A-A drawing should be on the B-B section and vice versa. Can you please confirm what is correct?
Answer: Correct. Sections A-A and B-B on drawing 2-6-1433 sheet 2 are switched. A-A is now B-B…… and B-B is now A-A.
16. For the Drop Panel - 2-6-1436, sheet 2, Zone C 6, indicates a stitch line. 2-6-1436, sheet 2, Zone C 1 indicates a 3/8” fold as a hem. Then folded following lines on Zone B 5/4 and B 3/2, the stitch line on Zone C 6 doesn’t match with the image on 2-6-1435, sheet 1, Zone C 7/6. Can you please confirm what is correct?
Answer: Yes, there is a 3/8” fold/hem. Drawing 2-6-1435, sheet 2, shows the fold in section A-A, FN15, zone E6.
17. What is the placement for the attachment straps on the drop panel?
Answer: FN 4 location is shown in 2-6-1435, sheet 3, D/E-6, 1/4” from both edges.
18. For the Drop Panel - 2-6-1435, sheet 2 section B-B, does not indicate the method of attaching FN 8 to FN 3. Can you please confirm if FN 8 meant to be sewn on to FN 3?
Answer: Although the drawing inadvertently omitted the stitch line, FN 8 of 2-6-1435 is indeed meant to be sewn to FN3 in the fold pattern of sections B-B and C-C. For the PDMs, size F thread shall be sewn to the end of FN8 and through FN 3. A box stitch (¾” x 1 1/4”) 1/8” from the edge of FN8 shall be the stitch pattern. In the attached revision A of 2-6-1435, sheet 2, section B-B and section C-C have been updated to reflect this stitch line. The hook side of FN 8 shall be sewn down to FN 3.
19. For the Drop Panel - Clarification: 2-6-1435, sheet 1, zone C 1, indicates 2 rows of stitching for the female buckle attachment. 2-6-1435, sheet 2 section C-C, zone C 6/5, indicates the furthest row of stitching to be at 1/8”. Can you please confirm the distance between the stitches?
Answer: The double stitch lines shown in 2-6-1435, C-1 are adjacent to one another.
20. Additionally, in our attempts and discussions with 6 suppliers for the Elastic Webbing 1.5” OCP, we have not been able to locate anyone that has this material in stock to make the PDM. We have been able to locate 1.5” Multicam elastic webbing. Acknowledging the NOTE on page 54 that states “No alternate materials or colors are permitted in the manufacture of PDMs.” I respectfully request that the government allow the PDM to use Multicam elastic webbing 1.5” for the PDM ONLY. The PDM will be accompanied by a letter that ensures that we have suppliers that have provided production support and quotes for production resulting from any award related to this Solicitation.
Answer: Operational Camouflage Pattern (OCP) 1 ½” elastic webbing is not specified in the TDP for the Close Combat Set(s) items. The color required for FN 3 of drawing 2-6-1435 is Tan 499. The potential offeror should be referred to CO-PD-02-02P, paragraph 3.7.11 which describes webbing, braid, cord, and tape colors by class. The color of all Close Combat Set items for CLIN 0001-CLIN 0009 of W911QY-23-R-1016 shall be Class 9 of CO-PD-02-02P. There are no camouflage pattern narrow fabrics used to manufacture these items. Camouflage is limited to broad loom fabrics only.
21. Could you kindly confirm whether the redacted sections for CLIN0010 through CLIN0014 in Attachment 0001 - Pricing Schedule are intentional? We are seeking clarification if it is your intention to only price YR2 through YR4 for those CLINs.
Answer: If you would refer to Table 2 in Section C.5, the table shows the government does not intend to order CLINs 0010-0014 until the second year. Therefore, offerors should only price YR2 through YR4 for those CLINs.
22. According to Attachment 0003, the Belt assembly calls for one (1) Back panel and one (1) Side Panel, but the drawings in attachment 0005 show two (2) side panels. Is the assembly in Attachment 0003 incorrect?
Answer: The belt assembly has right and left side panels as shown on drawing 2-6-1432. They are mirror images of each other. 2-6-1432-1 is the left hand and 2-6-1432-2 is the right hand. The quantity for FN 2 in Parts List 2-6-1430 should be Two (2). The Modular Belt System assembly drawing, 2-6-1430 correctly shows the two (2) side panels mounted to the back panel.
23. The Back Panel calls for two (2) of the HDPE stiffener. Are they stacked on top of each other or is that quantity supposed to be one (1)?
Answer: The quantity for FN 6, Parts List 2-6-1431 should be One (1).
24. The Side Panel only calls for Qty one (1) of the 3” piece of 1” webbing (used for G-Hook attachment), but the drawing shows two (2). Is the BOM incorrect?
Answer: The quantity for FN 4 of Parts List 2-6-1432 should be Two (2), as shown in drawing 2-6-1432.
25. The Drop Leg calls for a buckle specified in drawing 2-6-1265-1, but that drawing is not included in any of the solicitation documents on Teams. Can that be provided?
Answer: Drawing 2-6-1265 for the 1 ½” side-release buckle is provided in the attachment.
26. The M250 Pouch Body (both sizes) calls for a buckle specified in drawing 2-6-0798-1 but it is not attached. Can that be provided?
Answer: Drawing 2-6-0798 for the 1” quick-attach buckle is provided in the attachment.
27. Is the width of the 30 Mil HDPE stiffener in the M250 Pouch Body (both sizes) supposed to be 1” instead of 3”? I believe those are supposed to be the MOLLE strap stiffeners.
Answer: FN 8 of PL/Drawing 2-6-1419, is cut size 1” width and 3” long
28. Could you please specify the density of the 1/8-inch thick foam padding from 3.7.14.1?
