| 1 | Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number W911QY21R0019 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number? | ||
| This is a new requirement for continued maintenance services. The previous contract awarded for this requirement is W911QY-20-P-0176. | |||
| 2 | The bid is requesting PM pricing separate from repair coverage. Does a bid have to comply with this specific pricing requirement request to split out the cost of the PMs or can a bid provide our pricing/contracts that include PMs? | If the repair coverage will be included with the PM Service, indicate that information in your supplied bid and enter a price for CLIN 0001 (1001, 2001, 3001, 4001 for options) while annotating CLIN 0002 (1002, 2002, 3002, 4002 for options) as Not Separately Priced. | |
| 3 | Would you please identify the type of CLIN structure, either Firm-Fixed Price or Time and Materials that the Government intends to award? | The Government intends to use a Firm-Fixed Price CLIN structure for all CLINs. The Firm-Fixed Price bid for the Ad-Hoc/Emergency Maintenance CLIN shall be bid as the FFP amount for the contractor to perform an in-person diagnostic service of the equipment to identify the repairs needed and provide a quote for the necessary repairs. | |
| 4 | These are 2 uniquely different approaches to coverage and as such cannot be compared equally to each other on price. Can you please clarify what form of coverage you are looking for? | Per the SOW, the Government requirement is for Preventative Maintenance Service for both pieces of equipment and for Ad-Hoc/Emergency Maintenance in the event that additional repairs are needed which fall outside the Preventative Maintenance Service requirement (for example, damage caused to the machine through an unforeseen leak in the lab ceiling”). | |
| 5 | Will the U.S. Army change Section 10 (Invoicing) from: “The Contractor shall bill at the completion of the each service per the instructions in the contract.” | ||
| to: “The Contractor shall bill in advance for the PM services and at the completion of each ad hoc repair service per the instructions in the contract.”? | The Government is not willing to allow for the billing in full in advance of the services. The Government is willing to amend the Statement of Work to allow for quarterly billing on the PM service CLINs. See updated Statement of Work. | ||
| 6 | Will the U.S. Army change Section 2 Requirements from: “Any breakdowns during PM and repair service including consumables are vendors responsibility and should not be charged to the customer.” to: “Any breakdowns during PM and repair service caused by the vendor, including consumables, are vendors responsibility and should not be charged to the customer.” A breakdown "caused by the vendor" is defined as FSE negligence vs the more common scenario of a system component failing during a PM that would be considered random or unrelated to PM work the FSE is specifically doing. | The Government will not changes the section 2 language as the contract should cover both situations | |
| 7 | The requirement changed from full coverage annual service plan, to ad-hoc/ T&M repairs, which does not include the below highlighted statement, can the following line be removed from section 2. a) "including any required repair services necessary to restore the product to the manufacturer's operating specifications"? | ||
| The PM service and ad-hoc are two different requirements in this contract. The PM service is the annual service that will be required. The ad-hoc repair service is to address any additional repairs required outside of the annual PM service. This line will not be removed from the SOW. | |||
| 8 | The requirement changed from full coverage annual service plan, to ad-hoc/ T&M repairs, which does not include the below highlighted statement, can the below term be removed from section a. (c) "Remedial Repair" ? | The PM service and ad-hoc are two different requirements in this contract. The PM service is the annual service that will be required. The ad-hoc repair service is to address any additional repairs required outside of the annual PM service. This term will not be removed from the SOW. | |
| 9 | Will the U.S. Army change the term in Section (a). Requirements (d) from: "Section a. (d) Hardware Telephone Support during normal business hours." to: "Section (a). Requirements (d) Workflow Telephone Support during normal business hours." The definition of the term hardware is instrument only and the definition of the term workflow includes both hardware and software. | The Government's intent is for both hardware and software support. The term will be changed from "hardware" to "workflow" and specify that both hardware and software support is required. See updated Statement of Work. |
