Question #ReferenceQuestionResponse (Completed by Government)
Attachment 1, PWS (Base+IDIQ), Page 10 of 27, 3.8.1Paragraph 3.8.1 of PWS 01 states "Certification requires all SUAS Instructors are graduates of the U.S. Army SUAS Master Trainer Course IAW Appendix D, AR95-1 and received an initial training on the SUAS system to be trained. Please confirm that only packets for current U.S. Army SUAS Master Trainer Course Graduates should be submitted? Does the PM UAS anticipate using part of the initial 30 days to allow them to conduct refresher or other training and bring our otherwise experienced DOD operators and instructors current with a US Army Master Trainer Standard.No. Any employee conducting training on this contract will have to present a certificate of completion from the Master Trainer school as evidence of qualification. Once you are qualified as an MT, you are for life. The government will provided initial training on any new SUAS systems in development and scheduled for future fieldings. It's expected the contractor is qualified on the RQ-11B Raven and RQ-20A Puma at award.
Base PWS Appendix G, Notional Training and Fielding Schedule (pages 19-20) and Initial Task Order PWS Paragraph 3.0, CLIN 0001 "sample list of training locations" (page 1)The Base PWS refers to the training schedule as notional and the Initial Task PWS refers to the training schedule as a sample. Since pricing is dependent upon the schedule, please provide a realistic schedule (albeit subject to change) that offerors must price within the sample task. The schedule has not yet been definitized. The notional schedules are provided only as examples of possible training requirements. For proposal purposes, offerors should estimate their labor hours for the 5 year performance period, including the first task order, based on the minimum workforce of 5 Flight Instructor full time equivalents and associated management referenced in RFP L.2.2. Sample labor categories for the Instructor, supporting management, and administrative labor are provided in the Pricing Workbook.
Base PWS Appendix G, Notional Training and Fielding Schedule (pages 19-20) and Initial Task Order PWS Paragraph 3.0, CLIN 0001 "sample list of training locations" (page 1)The RFP is clear that the Training effort (CONUS and/or OCONUS) requires CLINs priced for the Base Period of Performance and all 4 option years. The Notional training Schedule is shown for one year, leading to the conclusion that this "notional" schedule would be typical across all 5 years of the contract. Historically, this is not realistic. Personnel we have on staff who managed the training teams during the peak of the Raven-B fieldings and subsequent NETT efforts, know there was no where near this level of OPTEMPO for training throughout any year. Given these are fixed priced CLINs, can we please get a more realistic schedule, even across the base year that would extend to the option years to ensure we have sufficient training staff on hand and can accurately price all CLINs?Please see the response to question 2.
General Question (No reference)Does the Government want to see a list of Acronyms in each volume? One master list is sufficient.
General Security (No Reference)Is there a draft DD254 for this solicitation? There is no DD 254 for this effort
Initial Task Order PWS (pages all)The PWS for the Initial Task Order only calls for three CDRLs. However, by inference (e.g. "Safety as called out in the Services Base PWS, shall apply to this Task Order."), additional CDRLs will be required in order to meet the requirements of the Initial Task Order. Will there be a companion task that will cover the other CDRLs as well as any other requirements included in the PWS but not in the Initial Task Order PWS? If no, then should the Initial Task Order pricing cover all 26 CDRLs?CDRLs which have a paragraph reference to the base contract PWS in Block 5 are to be submitted as identified in the Block 12 reference. CDRLs which reference "SEE BLK 16" in Block 5 are to be submitted as identified in the Block 12 reference when they are included in the task orders.

CDRLs are Not Separately Priced.

Pricing Spreadsheet S02+-+Pricing+WorkbookPlease confirm that the offeror must price each year of the base contract sufficiently to execute and manage all elements of the notional training schedule (with 20 students in each class) and Base PWS as if the notional schedule was repeated for each option year. Please see the response to question 2.
Pricing Spreadsheet S02+-+Pricing+WorkbookPlease confirm that the offeror must price the Proposed Initial Task sufficiently to execute and manage all elements of the sample training schedule (with 20 students in each class) and the Initial Task Order PWS.Please see the response to question 2.
Pricing Spreadsheet S02+-+Pricing+Workbook, Directions Tab, CLIN 0004 Tab.The Directions indicate we are supposed to fill-in our G&A rate on CLIN 0004 and CLIN 0005. The CLIN 0004 tab does not have a place to input G&A. Please clarify.Correction is made in the updated price book.
PWS (Base+IDIQ), Page 8/RFP, Page 48PWS 3.8.3 states "The contract shall submit contractor's Flight and Ground Procedures SOP and Individual Instructor Packet documents for each instructor candidate within 30 days of contract award." RFP page 48 states "the offeror shall provide no less than five compete and finalized flight packets" and "offeror shall provide a complete and finalized "Procedures document." Are the flight packets and procedures document due 30 DAC or with the proposal? The reference to the “Procedures” document in RFP paragraph L.2.2 to be submitted IAW AR 95-20 is a draft version of CDRL A018 which also references AR 95-20 as the authority. The procedures should be submitted with the proposal and should at least include the information described in paragraph L.2.2 and Subfactor 1. CDRL A018 requires the report to be submitted 30 DAC and after each instructor hire. Also, paragraph L.2.2 requires that no less than five (5) complete and finalized flight packets of SUAS instructors be submitted with the proposal and CDRL A019 which references AR 95-20 as the authority also requires submission within 30 DAC and with each new instructor hire. Both the procedures and the flight packages are required for proposal evaluation purposes. Then, after award, the successful offeror will provide IAW the contract CDRL requirements. Also note the responses to Questions 21, 24, 26, 27, and 44.
PWS 3.7.1 Training shall be conducted at Government designated training locations following Government provided schedules, Training Support Packages (TSPs), lesson plans, and Program of Instruction (POI).Will each location require the Raven and Puma training, or will each location require different and/or additional systems? Will the government provide all POI upon contract award?Potential of different systems. Government will provide familiarization training/Initial Key Personnel Training (IKPT) to contractor. POI is approved by the government and provided to contractor. Expect a government evaluation prior to first time instructing Army soldiers
PWS 4.1.1, Page 9"The contractor shall maintain responsibility for a running inventory on all items stored in the SUAS contractor facility."
Will the Government please verify whether the wording of "...stored in the SUAS contractor facility" means in the contractor-provided facility or the Government-provided facility the contractor maintains? If the contractor is responsible for a facility, will the Government please provide the facility requirements to include a current inventory, required size, classified areas, etc.?The facility is a contractor provided facility. No classified areas are required. SUAS training systems will be GFP and maintained by the contractor. Expect up to eight+D15 Raven systems, Eight Puma systems, and other equipment like inverters (to power equipment off a rental SUV), chairs, tables etc. It is estimated that 2000 square feet will be required.
PWS 4.1.2, Pages 9-10PWS states "the contractor shall review the respective GFP list and submit request, for any changes required to execute said TO effort. The request shall include a listing of contractor held GFP proposed for utilization on the respective TO. The request shall be submitted as part of the contractor's proposal. The list of required GFP shall be complete and the result of a thorough analysis, as this will be the basis for the duration of the TO PoP."
Will the Government please verify that when the PWS wording says, "The request shall be submitted as part of the contractor's proposal," the Government is talking about future task order proposals and not this current proposal?Yes, future proposals. The request is a means for the contractor to request the government to purchase additional equipment to support training events.
PWS Appendix D, Notional Training and Fielding Schedule (pages 19-20)Will the Government please provide the training schedule for the FYs 2018, 2019, and 2020?The FY 18-20 schedules should not be used as a basis of training requirements for this contract. Please see the response to Question 2.
PWS Appendix D, Notional Training and Fielding Schedule (pages 19-20)What systems are being trained on in each location?Potential systems are the RQ-11B Raven, RQ-20A Puma, RQ-11C MRR (modified Raven), and RQ-28A (new quadcopter)
PWS Appendix D-National Training Flight SchedulePer the PWS, classes are 2 weeks in length, there are 3 base locations per month. Will there be multiple teams and multiple locations?Yes, there's a potential to be training two different systems at two different locations, simultaneously
PWS Pg 23, Job Titles and DescriptionsHow many total Flight instructors are required? Is the Standardization Instructor Pilot included in that total.Base contract calls for five and standardization instructor is part of the five.
PWS01 Para. 3.9 Training Development and PublicationsCan the Government please clarify how the contractor would input training data into Government web-services to support this task? Additional clarification is needed to understand this requirement i.e. what web-service is being accessed, what credentials are needed to access, how often is this expected to occur, or any other information the Government can provide for this requirement. If the government options a training development Task Order, access to a training webservice called TDC may be necessary. Requirements for TDC entry would be defined on that individual PWS.
PWS01, pg. 5, para 3.6.2.1Is ECMRA labor hours reporting required for FFP CLINs?ECMRA is de-commissioned as of COB June 19th, 2020. Reporting will now be made through https://www.sam.gov and it is required to report FFP CLINs
PWS01, pgs. 7 and 8, para 3.8.1Will the government provide access to training for the U.S. Army SUAS Master Trainer Course and initial training on the SUAS system to be trained?Yes, a waiver is required for contractors to attend the Master Trainer Course. SUAS will organize a training event to qualify contractor on the new MRR and SRR SUAS, but not the RQ-11B Raven nor RQ-20A Puma
RFP L.1.4 (page 45) / L.2.2 (page 47)RFP L.1.4, Volume II: Technical, states that the page limit for Volume II: Technical is 65 pages total for Sections 1-3. L.2.2, Subfactor 1-Flight Training/Support, Training, states that the offeror shall provide a complete and finalized "Procedures" document IAW 95-20 change 1, Attachment 10, Required Procedures Outline. If the "Procedures" document is due with the proposal, are we correct in assuming that the "Procedures" document is NOT included in the page count?Correct, the procedures is not included in the page count. Also note the responses to Questions 10, 21, 24, 26, 27, and 44.
RFP L.2.2 Sub-factor 1 Flight Training/SupportAre instructor packets part of the page count for Volume II Sub-factor 1 (50 Pages)? Recommend instructor packets be submitted as attachments since more than 5 packets are allowed to demonstrate a strength. Additional instructor packets will reduce overall page count available within Sub-factor 1 & 2 for offerors to answer all requirements of the RFP.Instructor packets can be submitted as attachments.
RFP L.2.2 Sub-factor 1 Flight Training/SupportAre instructor packets, to include all DD Forms, Resume and Medical Cert, required to be redacted (name and address of instructor) in order to comply with Volume II instructions?Yes
RFP L.2.2 Sub-factor 1 Flight Training/SupportTraining. Paragraph states the offeror shall provide a complete and finalized "Procedures" document IAW AR 95-20, Change 1, Attachment 10, Required Procedures Outline, which appears to be part of Volume II, Section L Instructions. PWS 3.1.3.1 states the Standard Operating Procedures (CDRL A013) is due to the Government within 30 days of contract award. Question: Is CDRL A013, the "Procedures" document referenced in RFP L.2.2 Sub-factor 1? If so, we understand a complete and finalized "Procedures" document is not due with the proposal since CDRL A013 is due 30 days Post-Award. Recommend the Government consider deletion of Sub-factor 3 Initial Task Order and require a draft Flight and Ground Operating Procedure IAW AR 95-20 referenced in L.2.2 be used as a Go/No-Go criteria within a revised sub-factor 3.The Procedures document will not be evaluated on a Go/No-Go basis and Subfactor 3 will not be changed. Please note the answer to Question 26.
RFP L.2.2 Subfactor 2 Technical and Program ManagementRFP section states: "The offeror shall describe the ability to perform all aspects of TUAS Program Management…" Should this read SUAS as opposed to TUAS?Yes, should be SUAS.
RFP L.2.2 Sub-Factor 3 Initial Task OrderSub-factor 3 states the offeror shall describe its technical approach and process for meeting the Program, Contract and Management objectives stated in PWS02 and for meeting performance requirements in QASP02. Both PWS02 and QASP02 are abbreviated versions of the Base PWS01 and QASP01. While we understand the intent is to demonstrate the ability to execute the initial task order, most aspects of an approach would be addressed in Sub-factor 1 & 2, making Sub-factor 3 redundant in nature. Will the Government consider removing Subfactor 3 since most elements and the approach to execute the initial task order are demonstrated in sub-factors 1 & 2.Subfactor 3 will describe methods for continuous improvement and past history where the offeror provided efficiencies to the government in an effort to save cost, schedule or performance. The factor will not be changed.
RFP L.2.2. Training. Offeror shall provide a complete and finalized “Procedures” document IAW AR 95-20, Change 1,
Attachment 10, Required Procedures Outline.Does the government require ground and flight operations procedures for the solicitation?Yes. Please note the answers to Questions 10, 21, 24, and 26, and 44.
RFP L.2.2. Volume 2 Sub Factor 1 DD Form 1821

Contractor Crewmember Record (one per operator), Crewmember Resumes, DD Form 2627 Request for

Government Approval for Aircrew Qualifications and Training (one per operator), IAW AR 95-20, Change 1, and FAA Medical Certification (Class II or higher). The resume portion of the packet shall indicate if the person is a current employee or a contingency hire upon award.Active Army does not require UAS/SUAS operators to track flight time, nor are they tracked via a DA 759. What will the government except in place of a DD 1821 and/or a DA 759?While the active Army does not use DD1821 Contactors falling under the GFRC are required to adhere to AR 95-20 which states: 4.8.2. Contractor Crewmember Record. Use DD Form 1821, Contractor Crewmember Record, (Attachment 4), or Service forms and directives, to record individual crewmember training, qualifications, flight time and approval to operate Government aircraft.
RFP Paragraph L.2.2 Sub-factor 1 (page 48) and RFP Paragraph M.2.1 Sub-factor 1 (page 54)Our team includes personnel previously credentialed as master trainers by a GFR approved DD2627 . Will these previous credentials be accepted by the GFR(s) assigned to this contract?Master Trainer's are certified in accordance with AR 95-1 D-9. GFRs do not have the authority to designate Master Trainers. Form DD2627 is a request for training and does not "credential" anything.
RFP Paragraph L.2.3 (page 49) & M.2.2 (Page 55)Based on the original solicitation schedule, past performance references that would have been within the 3 year time-frame are now outside this period. We request that the time-frame be extended to at least 4 years, and preferably 5 years; thereby, increasing competition, which is always a benefit to the Government.Offerors may submit past-performance references within four years prior to RFP release date
RFP Paragraph L.2.3 (page 50)Should "Award contract price" (currently the last three words of sub-bullet g) be sub-bullet h and the current sub-bullets h, i, and j become i, j, and k, respectively?Yes, this has been corrected.
RFP Paragraph L.2.3 (pages 49-50)The proposal instructions show that the Past Performance Volume has two sections: Section 1 with contract data for all 10 references followed by Section 2 with performance data for all 10 references? Would the Government allow this volume to be organized as Reference #1 with Section 1 and Section 2 followed by Reference #2 Section 1 and Section 2, etc.?Yes
RFP, Page 49 of 58, L.2.3 Volume 3 (Evaluation Factor 2) - Past Performance, Section 1 - Contract Description c.Please confirm that the Government's Contracting Officer's Representative (COR) and/or the government's Program Manager's current e-mail address, telephone and fax numbers are not required for past performance performed as a Subcontractor.Yes

RFP, Paragraph L.1.3 (page 44)Windows does not allow for a filenames to contain a colon. We request that the Government provide a different file naming scheme.Colon has been removed from the naming scheme
RFP, Paragraph L.1.3 (page 44)Can graphs, illustrations, tables use a smaller font as long as the text is clearly legible?Yes
RFP, Paragraph L.1.4, Proposal Volumes, Volume II (page 45)The RFP states, "No company logos, names or special fonts." Does that mean that we are prohibited from using our name anywhere within the text, header, footer, cover, flight packet documents and operating procedures?Within volume II, no company logos, names, or special fonts are allowed anywhere.
RFP, Paragraph L.1.4, Proposal Volumes, Volume II (page 45)The RFP states, "No company logos, names or special fonts." What happens if the company name is inadvertently left in the document (for example, in the resume under current employer)? The proposal may be deemed inadequate and therefore unacceptable.
S02 Pricing WorkbookDirections #3 states to "fill in percentages for G&A on CLINs 0004 and 0005." The directions are the same for the Initial Task Order. Can the Government confirm this should be for CLINs 0005 and 0006 as there are no G&A options on 0004?Correction is made in the updated price book.
S02 Pricing WorkbookCLINs 0001, 0002, 0003, and 0004 require "hours" to be entered. Given there is no workload required for the Basic IDIQ, what hours is the Government expecting to be entered in Column B?Guidance is contained within the PWS.
S02 Pricing WorkbookDirections 6 and 7 indicate the Government will evaluate the FTEs differently for CONUS and OCONUS. Is it acceptable to enter additional rows into the pricing workbook adding OCONUS requirements?Yes
W911QY21R0002, RFP, para. L.1.3 and L.1.4, pgs. 44 and 45L.1.3 states "All pages of each volume shall be appropriately identified by the complete company name." L.1.4, under Volume II, Special Instructions, states, "Volume II shall be sanitized. No company logos, names." Can the Government please clarify?Volume II is the only volume that does not require pages to be appropriately identified by the complete company name.
