1.0 Scope
This Performance Work Statement (PWS) describes the full spectrum of Operator Training that the contractor will provide to support the Soldier Unmanned Aircraft Systems (SUAS) Product Office (PdO) and its customers under this Task Order (TO).
1.1 Background
The aforementioned PWS describes the overarching tasks required for Soldier Unmanned Aircraft Systems Flight Training. This TO supplements the aforementioned contract and describes the actual efforts and tasks to be performed with for OPA, and OMA funds.

Small Unmanned Aircraft Systems (SUAS) FLIGHT TRAINING WITH GFE – AT
GOVERNMENT FACILITY
SUAS Flight Training, U.S. Army standard and nonstandard SUAS. Current NET training is 10 business days long and will train approximately 20 Soldiers. Travel costs excluded; charged against separate TRAVEL CLIN IAW Section C of the contract, PWS, all applicable contract provisions and the following training schedule (see sample list of training locations below, list subject to change based on government requirements):

TECHNICAL MANAGEMENT FFP TECHNICAL MANAGEMENT
The contractor shall perform all aspects of Technical Management support at CONUS and OCONUS sites as required in support of Soldier Unmanned Aircraft Systems and its customers IAW the Performance Work Statement (PWS) and all applicable contract provisions.
Travel costs excluded; charged against separate TRAVEL CLIN.

CLIN 0004 – TRAVEL FOR FLIGHT TRAINING - TO BE REIMBURSED AT ACTUAL
COST WITH G&A ONLY. In accordance with Section C of the contract, PWS, and all applicable contract provisions.
CLIN 0005 – OTHER DIRECT COSTS (ODC) FOR ABOVE - TO BE REIMBURSED

CLIN 0006 - SHIPPING COST TO BE REIMBURSED AT ACTUAL COST WITH G&A

CLIN 0007 - CONTRACTOR MANPOWER REPORTING
FFP
Provide annual or end of period of performance report IAW contract instructions.
Report will account for all offeror manpower (including subcontractor manpower).
Period of Performance: 1 year post Award.
3.1 Program Management
3.1.1 TASK ORDER Completion Report
The contractor shall prepare and submit Post Training Reports. The reports shall be developed and submitted IAW Base Contract (CDRL A010).
3.1.2 Program Management Status Review (PMSR)

3.1.3 Integrated Product Teams (IPTs)
N/A based on dollar amount.
3.1.4 Contractor Manpower Reporting
Services Base PWS shall apply. See CLIN 0007 above.
3.2 Technical Requirements
3.2.1 Cyber
For all systems that process information, the contractor shall implement the Risk Management Framework controls required to safeguard the data and software. The contractor shall ensure that covered Defense Information is identified, properly marked, and adequately protected and monitored while resident on, or transiting through, contractor information systems, early and throughout the life cycle of the associated materiel or technology IAW DFARS Subpart 204.73 - Safeguarding Covered Defense Information and Cyber Incident Reporting. The contractor shall follow NIST SP 800-171 REV 2, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations, for security compliance assessment criteria.
3.2.2 Distribution Statements and Export Control Warnings
The contractor shall mark all data delivery with the appropriate distribution statement and export control warning. The distribution statement and export control warning shall be marked IAW the respective DD Form 1423 (CDRL form).
3.3 Safety
Safety as called out in the Services Base PWS, shall apply to this Task Order. Any accident/incident where a trainee or trainer is injured or equipment is damaged, stolen, or flies away shall submit an Accident/Incident report (CDRL A012) within 24 hours to government.
3.3.1 Hazardous Tracking System
Hazard Tracking System as called out in the Services Base PWS, shall apply.
4.0 Flight Training
The contractor shall provide experienced and qualified Instructors IAW Base contract PWS to conduct Flight Training (NET) IAW AR 95-1, AR 95-20 and government provided fielding. Instructors will maintain currency IAW TC 3-04.62.
The government will provide Government Furnished Property (GFP) for training support to facilitate classroom ground instruction and systems operational training in mission similar environments.
In the event of a mishap, the contractor shall conduct root cause analysis and prepare a Failure Analysis & Corrective Action Report (CDRL A024).
The contractor shall provide trained instructors IAW base PWS in support of training development, training validation, technical manual review and validation.
5.0 Security
ANTITERRORISM (AT) / OPERATIONS INSTRUCTIONS
Standard Contract Provision and Clause Text Applicability and/or Additional PWS Language.
5.1. AT Level I Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 15 calendar days after completion of training by all employees and subcontractor personnel. 5.2. Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub‐contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204‐9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.
5.3. For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014‐05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on‐site or remotely; (2) Remote access, via logon, to a DoD network using DoD‐approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non‐DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
5.4. AT Awareness Training for Contractor Personnel Traveling Overseas. This standard language text requires US based contractor employees and associated subcontractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13. Specific AOR training content is directed by the combatant commander with the unit Awareness Training Officer (ATO) being the local point of contact.
5.5. iWATCH Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub‐contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 15 calendar days after contract award.
5.6. For contracts that require Operations Security (OPSEC) Training. Per AR 530‐1 Operations Security, the contractor employees must complete Level I OPSEC
Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.
5.7. For Cybersecurity / Information Technology (IT) training. Army Training Certification Tracking System (ATCTS) registration for contractor employees who require access to government information systems. All contractor employees with access to a government info system must be registered in the ATCTS at commencement of services, and must successfully complete the DoD Information Assurance Awareness prior to access to the Information System and then annually.
5.8. For Contract Requiring Performance or Delivery in a Foreign Country, DFARS Clause 252.225‐7043, Antiterrorism / Force Protection for Defense Contractors Outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non‐contingency support. The key AT requirement is for non‐local national contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor’s compliance with combatant commander and subordinate task force commander policies and directives.
5.9 Threat Awareness Reporting Program. Co-located/embedded contractor personnel will be required to take the following training annually: Security Refresher, Cyber Awareness Challenge (Information Assurance), Operation Security (OPSEC), Anti-Terrorism (AT) Level I Training and Threat Awareness and Reporting Program (TARP). All training is provided on site by the government. No delivery is required. In accordance with AR 381-12, TARP, 1 June 2016, contractors will report threat-related incidents, behavioral indicators and other matters of Counter Intelligence interest specified in Chapter 3, to the FSO, the nearest military CI office, the FBI, or the DSS.
5.10 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (Army Directive 2014‐05/AR 190‐13), applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, IAW status of forces agreements and other theater regulations.
No access to classified information is authorized. Only U.S. citizens are authorized to work on this contract. Contractor is authorized access to FOUO information in the performance of this effort. Contractor will comply with the requirements of DoD Instruction 5200.48, Contolled Unclassified Information, for the processing of FOUO information in this contract. The contractor shall report the unauthorized disclosure of CUI to the COR. Electronically transmitted CUI shall be sent via: 1) encrypted email, 2) password protected/encrypted document, 3) Safe Access File Exchange at https://safe.apps.mil,or 4) an accredited information system with proper security controls.
6.0 Shipping
The contractor shall be responsible for shipping all items. See CLIN 0006 in paragraph above.
