About this file
This solicitation seeks proposals for a Cold Weather Glove System to meet stringent performance requirements. Key details include:
-
The U.S. Army seeks to award multiple IDIQ contracts for a modular scalable hand protection system providing insulation down to -60°F with flame resistance, dexterity, and compatibility with touchscreens down to -40°F. The gloves must dry within 4 hours, grip tools to -20°F, and accommodate sizes XX-small to XX-large.
-
Proposals are due within 30 days of RFP release. The Army will evaluate factors such as technical approach, price, past performance, and small business participation. Phase 1 involves written proposals and sample inspection, with Phase 2 comprising property testing of samples from competitive range offerors. Phase 3 involves limited user evaluation of 200 gloves delivered within 30 days by finalists.
The purpose of this amendment is to add solicitation Questions and Answers and to correct administrative errors in FAR 52.212-1 and FAR 52.212-2.

Cold Weather Glove System Solicitation Questions and Answers 8 August 2019
Question 1 On Page 12 of Amendment 0001 under Volume VII: Price Quote for Limited User (LUE) Assets, the second sentence under Paragraph a. states as follows: "The system shall be in Coyote brown". This is a new requirement, and appears to apply to every component in the CWGS. There is no color requirement in the Addendum to FAR 52.212‐4 CWGS Salient Characteristics on Pages 25‐27 of the amendment, nor in the Salient Characteristics set forth in the original solicitation.
The materials for the liners and the other components of proposed CWGS are not readily available in Coyote brown color and cannot be provided for timely delivery of LUE Assets following Phase 1 and Phase 2 Evaluation.
These component can be provided in Coyote Brown and other color options for a formal contract award following evaluation of LUE Assets, but not for the short 30‐day delivery period required for the LUE Assets.
Answer
The Government requirement for Coyote Brown is not a factor that shall exclude a vendor from LUE if vendor cannot provide assets in that color. LUE assets shall be constructed in a color from the current or projected palette of camouflage colors (excluding black as the dominant color). Coyote Brown required for production contract of the Program of Record assets. Color will not be evaluated until post‐contract award.
Question 2
On Page 13 of Amendment 0001 describing the Phased Evaluation Approach, the third sentence under Paragraph i.
Phase 1 states as follows: "A PDS consists of a combination of a five finger glove or gloves, and a mitten or mittens which comprise a modular and scalable cold weather glove system. The apparent requirement for a five finger glove component of the CWGS is new, and unnecessarily restrictive so long as the system meets all of the salient characteristics set forth in Amendment 0001.
Answer
The Government’s intent is to not restrict vendors in the design of their modular and scalable CWGS. A PDS can consist of any combination of a five finger glove or gloves and/or a mitten or mittens.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 750 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

Small Business Participation Commitment Document (SBPCD): The Offeror shall submit a SBPCD in order to identify the extent to which U.S. small businesses will participate in the performance of the proposed acquisition relative to the Government's small business objectives. The Offeror shall submit their SBPCD following the proposal format found at Attachment 0002. The SBPCD proposal format is designed to streamline and bring uniformity to responses and evaluations for Small Business Participation (FAR 15.304).
b. Large businesses may achieve their proposed small business participation commitments through subcontracting to small businesses. Small businesses may achieve their proposed small business participation commitments through their own performance/participation as a prime and also through a joint venture, teaming arrangement, and subcontracting to other small businesses.
a. It is the Government’s expectation that the Offeror will meet or exceed their proposed small business participation commitments during contract performance; good faith effort does not apply. Failure to meet or exceed proposed small business participation commitments will be reported in CPARS and may also result in contract default procedures. Offerors should thereby note that this is distinctly different than the Small Business Subcontracting Plan required for large businesses only.
b. Small Business Subcontracting Plan: In addition to the Small Business Participation
Commitment Document, large business offerors must also submit a Small Business Subcontracting Plan meeting the requirements of FAR 19.704, DFARS 219.704, and AFARS Appendix DD). A Small Business Subcontracting Plan shall detail small business subcontracting goals that the offeror strives to meet during contract performance. Such goals must be equal to or greater than the commitments proposed in the Small Business Participation Commitment Document and must be challenging, realistic and attainable. It is the Government’s expectation that the goals proposed will be sought with good faith effort. Failure to meet or exceed proposed Small Business Subcontracting goals without sufficient justification in terms of the good faith efforts applied may result in the offeror paying liquidated damages to the Government IAW FAR 52.219-16 “Liquidated Damages
– Subcontracting Plan”.
c. Small businesses specifically identified in the Small Business Participation
Commitment Document shall also be listed in any Small Business Subcontracting Plan submitted pursuant to DFARS 215.304(c)(1)(C). It is important to note that Small Business Subcontracting Plans are not evaluated as part of the source selection. Rather, they are reviewed only if the offeror’s proposal is selected for award representing the best value to the Government upon conclusion of source selection. Failure to submit and negotiate an acceptable Small Business subcontracting Plan may result in the offeror’s ineligibility for award.

If this individual is not an officer of the company, the proposal shall be accompanied by written evidence of the individual's authority to bind the company under contract to a particular course of action. This might include such evidence as a written delegation of said authority, signed by an officer of the company.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award contract(s) resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in descending order of importance.
(i) Factor I: Technical capability of the item offered to meet the Government requirement
(ii) Factor II: Price
(iii) Factor III: Past Performance
(iv) Factor IV: Small Business Participation
Technical and past performance, when combined, are more important than price.
(b) This solicitation is being conducted in accordance with FAR Part 12 in conjunction with FAR Part 15 procedures. The Government will evaluate the responses to this solicitation using the best value tradeoff method. Award may be made to other than the lowest priced proposal(s) if the Government determines that paying a price premium for the higher rated proposal is warranted. The Government may also award to other than the highest rated proposal, if the Government determines that paying a price premium is not warranted. A rating of no less than “Acceptable” must be achieved for the all non-price factors in order to be considered eligible for award.
(c) As a means to maximize small business participation for this requirement, the Government may reserve one (1) or more awards for small businesses. If a small business offeror is not among the most highly rated proposals selected at the conclusion of Phase 1, the Government may activate the small business reserve for proposals that meet the required minimum rating of “Acceptable” for the Technical factor IAW the evaluation criteria. The small business reserve will be activated at the sole discretion of the Contracting Officer. To be selected for the small business reserve award, small business offerors must be eligible pursuant to FAR Part 19. Proposals received that do not qualify as small business concerns under NAICS 315210 shall not be considered for the small business reserve. Activation of the small business reserve may result in fewer other than small business awards.
(d) Sequence of Events During Proposal Evaluation.
The Government intends to use a phased evaluation approach as described below in the evaluation of proposals submitted in response to this solicitation.
i. Phase 1: The Government will evaluate each Offeror's written Technical Proposal to determine if the submission is responsive and responsible. A visual inspection shall be conducted of the PDS submitted as part of the proposal. A PDS consists of a combination of a five finger glove or gloves, and/or a mitten or mittens which comprise a modular and scalable cold weather glove system. The visual inspection will include the following: if PDS has back of hand fleece, like fabric, has adjustability feature on outer layer, is modular and scalable, and includes all components as described in the technical proposal. The Offeror's Price, Past Performance, and Small Business Participation proposal volumes will also be evaluated at this time. The standards and methods of such are listed below. Upon completion of the Phase 1 evaluation, the Contracting Officer intends to establish a competitive range of the most highly rated Offerors based upon the ratings of each proposal against all evaluation factors. Although the Contracting Officer retains the right not to establish a competitive range and may decide to award without discussions. The decision to establish a competitive range will be made at the sole discretion of the Contracting Officer. After evaluating all proposals, in accordance with FAR 15.305(a), the Contracting Officer may determine that the number of most highly rated proposals that might otherwise be included in the competitive range exceeds the number at which efficient competition can be conducted. Offerors are therefore advised that the Contracting Officer, may also limit the number of competitive range Offerors, at his sole discretion.
If a small business offeror is not among the most highly rated proposals selected at the conclusion of Phase 1, the Government may activate the small business reserve for proposals that meet the required minimum rating of “Acceptable” for the Technical factor IAW the evaluation criteria. The small business reserve will be activated at the sole discretion of the Contracting Officer.
ii. Phase 2: Upon establishment of a competitive range, the Contracting Officer will issue purchase orders to those Offerors in the competitive range for one (1) PDS size S; four (4) PDS size M; three
(3) PDS size L; four (4) PDS size XL to be delivered no later than 15 days after receipt of the purchase orders. This Phase will consist of physical property and human factors testing. Upon completion of Phase 2 evaluation, the Contracting Officer intends to revise the competitive range of the most highly rated Offerors based upon the ratings of each proposal against all evaluation factors.
The decision to revise the competitive range will be made at the sole discretion of the Contracting Officer. Offerors are advised that the Contracting Officer, for purposes of efficiency, may also limit the number of competitive range Offerors, at his sole discretion.
iii. Phase 3: Upon establishment of the second competitive range, the Contracting Officer will issue purchase orders to those Offerors in the competitive range for 200 CWGSs in Coyote brown to be delivered no later than 30 days after receipt of the purchase orders to Natick, MA for the purpose of additional physical property testing and a Limited User Evaluation as part of the evaluation of the Offeror’s Technical Factor.
iv. Upon completion of Phase 3, the Contracting Officer may conduct further rounds of discussions with remaining Offeror(s), if necessary, or proceed to contract award.
(e) Evaluation Criteria
i. Factor I: Technical – Phase 1 Evaluation
a. Written Proposal. The Offeror's written proposal will be evaluated to determine whether the proposed CWGS meets or exceed the Government's requirements contained in this Request for Proposals; adequately address all elements in the proposal preparation instructions, and is responsive and responsible. The Offeror's proposed delivery schedule will be evaluated to ensure it meets or exceeds the Government's required delivery schedule provided in FAR 52.211-8. The QAP will be evaluated to determine if the quality system as proposed, when implemented, will result in acceptable contract performance..
b. PDS. A visual inspection will be conducted of the Offeror’s PDS submission. The visual inspection will include the following: if PDS has back of hand fleece-like fabric, has adjustability feature on outer layer, is modular and scalable, and includes all components as described in the technical proposal. While not all salient characteristics will be tested during this Phase, Offerors are still required to meet the requirements of each salient characteristic.
ii. Factor I: Technical Phase 2 Evaluation
a. Upon establishment of a competitve range, the Contracting Officer will issue purchase orders to those Offerors in the competitive range for One (1) PDS size S CWGS; Four (4) PDS size M CWGS; Three (3) PDS size L CWGS; Four (4) PDS size XL CWGS
b. The fabric submitted with Offeror’s Technical Proposal and Phase 2 PDSs will be tested to verify conformance to Government requirements contained in the Addendum to FAR 52.212-4 for the characteristics listed below. Thresholds (T) shown below are the minimum requirement. Performance above (T) and up to Objective (O) will factor into best value determination.
1) CWGS next to skin layer shall not melt or drip when exposed to heat or flame (T). All other CWGS layers shall self-extinguish once the heat or flame is removed (O). The method that will be used is:
ASTM F-1358 - Standard Test Method for Effects of Flame Impingement on Materials used in Protective Clothing not Designated Primarily for Flame Resistance. Failure to meet this requirement during Phase 2 testing will result in an unacceptable rating and exclusion from Phase 3 and the LUE.
2) The CWGS shall allow the Soldier to write clearly, easily adjust or use radios and other equipment (optics) with small knobs or levers, and ability to place trigger finger cleanly inside the trigger guard in temperatures 40o to -14oF (T), 40oF to -40oF (O). A Human Factors Team will perform the above tasks in a controlled environment. An 80% success rate is needed to meet this requirement during Phase 2. Less than 80% success rate will result in an unacceptable rating and exclusion from Phase 3 and the
LUE.
3) The CWGS shall be resistant to water, petroleum, oils and lubricants. The test methods that will be used are: ASTM D 751 - Hydrostatic Resistance (low pressure) on fabric and seams after cold crack; AATCC 118 – Oil Repellency: Hydrocarbon Resistance Test;
4) The CWGS shall have waterproof capability in the temperature range of 40F to -40F. The test methods that will be used are:
ASTM D 751 – Hydrostatic Resistance (high pressure) on fabric and seams after cold crack; Whole glove leak test (components are submerged in water, air pressure applied at not less than 4psi for a period of not less than 5 seconds). Failure to meet this requirement during Phase 2 testing will result in an unacceptable rating and exclusion from Phase 2 and the LUE.
iii. Factor I: Technical Phase 3 Evaluation
a. For those Offerors in Phase 2 who pass the physical properties testing, a quantity of 200 PDSs in Coyote Brown will be purchased by the Government to support an LUE conducted with Soldiers. The LUE will encompass a period of between 30 days and up to 120 days in the December 2019 through March 2020 timeframe.
PDS from all Offerors will be tested at all locations. During the LUE, Soldiers will use the CWGSs while performing a variety of tasks in a variety of cold weather environments such as dry cold and wet cold and over a range of termperatures from 40 degrees to -60 degrees. The temperature ranges depend on the weather conditions at each LUE locations. Tasks that Soldiers will perform during the LUE period may include, but are not limited to:
Mountaineering / technical climbing Skiing Snowshoeing Knot tying Firing an individual / crew served weapon Patrolling and individual movement techniques Driving vehicles and operating vehicle subsystems such as recovery winches and towing cables Operating equipment with touch screen / capacitive capability Being in a static / still position during cold weather conditions Writing, operating switches, knobs, dials, buttons on equipment such as radios and optical equipment Donning and doffing the CWGS quickly (8 seconds or less) to react to changing tasks and tactical situations Using tools to maintain or repair vehicles which may include the CWGS coming in contact with petroleum, oils, and lubricant products Essential cold weather tasks such as shoveling, driving stakes into the ground, and erecting tents
At the conclusion of the user evaluation period, the Soldiers participating in the user evaluation will answer the same set of standardized questions, in the form of a written survey, to assess how the CWGS performed during the tasks listed above. All Soldiers may not perform all tasks (example, not all Soldiers would drive a vehicle or perform mountaineering tasks). A subset of the Soldiers participating in the user evaluation will also participate in focus groups intended to collect qualitative data on CWGS performance. Key characteristics that will be evaluated during the LUE include environmental protection (e.g. comfort, dry time, etc.) dexterity, tactility and capacitive touch. Additional laboratory testing will also be conducted to provide supporting data.
Reliable and valid test reports will be produced by an independent laboratory. The reports will provide results of Phase 3 and provide system performance and Soldier preference (in rank order).
iv. Factor II: Contract Price
a. Price will be evaluated in accordance with the methodology contained in FAR 15.404-1(b) and will be evaluated for fair and reasonableness. CLIN price and economic ordering quantities will be evaluated. The Contract/Price Proposal area will not be given an adjectival or risk rating.
v. Factor III: Past Performance
a. Past Performance will be evaluated for relevancy based on the Offeror’s experience performing tasks similar in size, scope, and/or complexity. Relevancy is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of Past Performance examples and the source solicitation requirements; and a measure of the likelihood that the Past Performance is an indicator of future performance.
b. For Past Performance, the Government will assign Offerors Performance Confidence
Assessment rating in accordance with the table below. For Past Performance that is rated “Not Relevant”, the Government will not assign a confidence assessment. Performance Confidence Assessment is an evaluation of the likelihood (or Government’s confidence) that the offeror will successfully perform the solicitation’s requirements; the evaluation is based upon Past Performance information.
vi. Factor IV: Small Business Participation
a. All offerors (both small and large businesses) shall be evaluated on the level of proposed participation of U.S. small businesses in the performance of the contract (as small business prime offerors and/or small business subcontractors) relative to the objectives established herein. The government will evaluate:
(i) The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals.
(ii) Identification of the complexity and variety of the work small firms are to perform.
(iii) The extent of commitment to use such firms. The extent any written, enforceable teaming agreements are provided detailing the description of the scope and amount (percentage and/or dollars) to be allocated to the subcontractor will be weighted more heavily.
(iv) The realism of the proposal. The extent to which the offeror’s methodology supports their proposed level of Small Business Participation.
(v) Past performance of the offeror in complying with requirements of the clauses at
FAR 52.219-8 Utilization of Small Business Concerns, and 52.219-9 Small Business Subcontracting Plan, as well as the offeror’s compliance with their Small Business Participation requirements (DFARS 215.304). The extent the offeror meets or exceeds their small business subcontracting goals (good faith efforts) and small business participation requirements (minimum quantitative requirements), in terms of both dollars and percentages, will be weighted more heavily.
