SUPPLEMENTAL INFORMATION

A.1 The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) has a requirement for the T-11 Personnel Parachute System in support of Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE), other Army customers, and potentially the Air Force, Navy, and Marine Corps.

A.2 The Government anticipates awarding one or more five year firm fixed price indefinite-delivery, indefinite-quantity (IDIQ) contract(s) with five, one-year ordering options to one or more Offeror(s) as a result of this RFP, however the Government reserves the right to make no awards. The total combined maximum value of all resultant contracts is $249 million.

A.3 This acquisition is being solicited on a Full and Open competitive basis using a Qualified Products List (QPL), in accordance with FAR subpart 9.2. Only Offeror(s) who have been qualified per MIL-DTL-6645 for these items at the time of contract award are eligible. The North American Industry Classification System (NAICS) code is 314999 and the size standard is 500 employees. The Government anticipates awarding a contract(s) by 30 April 2019.

A.4 The Government anticipates conducting an on-ramping strategy at the three and six year of this contract to allow interested parties who become qualified to produce the T-11 System. The intent of this strategy is to allow interested parties additional time to be added to the QPL for the T-11 program and then awarding those newly qualified firms T-11 IDIQ multiple-award contracts through on-ramping, thus increasing delivery order competition.

See Section H.5 for additional information.

A.5 Contractors are required to sign a Non-Disclosure Agreement (NDA) before receiving a copy of the technical data package (TDP) and associated drawings and patterns. Interested Offeror(s) shall request the required NDA form via email from Mr. Danny Soto, danny.soto3.civ@mail.mil, and Mr. Stephen Reffel at stephen.m.reffel.civ@mail.mil. Please ensure the subject heading of the e-mail states,”W911QY-19-R-0012 NDA Request” for proper processing.

A.6 In accordance with Section M.1.1, Bases of Award, award will be made on a Best Value Trade Off basis.

Please see Section M for definition of technical acceptability.

A.7 This solicitation and any resultant contract(s) are subject to the availability of funds. Proposals shall be valid for at least 90 days. Please annotate the last day the proposal will be valid on Page 1 of the RFP, SF 33 Block

12. Firms will not be reimbursed for any costs associated with their proposal preparation.

A.8 Proposals shall be received by NCD no later than 1:00 PM EST on 18 April 2019. Only email submissions are authorized.

Section C - Descriptions and Specifications

C.1 STATEMENT OF WORK

Scope

The T-11 has a service life of 12 years and a combined shelf storage and service life of 16.5 years. As initial fielding began in 2009, those systems will begin to expire in 2020. The T-11 Personnel Parachute System Production Re-buy will enable the Army to phasing in new systems beginning in Fiscal Year 2019 (FY2019) without compromising unit readiness.

Background

The T-11 Personnel Parachute System program was developed in response to a need identified by the United States Army Infantry Center & School (USAIC&S) for a personnel parachute with improved performance over the legacy T-10 parachute during mass tactical airborne assault operations. The T-11 consists of the T-11 main canopy subassembly, the T-11 harness subassembly and the T-11 Reserve (T-11R). The T-11 is part of the Advanced Tactical Parachute System (ATPS), is used for mass-tactical static line airdrop operations. Its design resulted in decreased rate of descent, low opening shock, and with virtually no oscillation. The T-11 accommodates increased Soldier weight that allows for the wearing of body armor during static line jumps, while improving safety due to reduced landing force.

Military Specifications/Standards

The Department of Defense (DoD) ASSIST/ON LINE database located at www.dsp.dla.mil shall be used to determine the revision levels of the military specifications/standards used in the solicitation. The revision level used shall be determined by the date of the revision level at the time of issuance of the solicitation unless amended in the RFP/Contract. See Section L - FAR Clause 52.211-2 for more information. Offeror shall manufacture, test, and inspect the items in accordance with the Technical Data Package, associated drawings, patterns, specifications, and standards.

C.2 DEFINITIONS

Fit: The ability of an item to physically interface or interconnect with or become an integral part of another item.

Form: The shape, size, dimensions, mass, weight, hand, and other visual and physical parameters that uniquely characterize an item.

Function: The action or actions that an item is designed to perform.

C.3 DESCRIPTIONS AND SPECIFICATIONS

The Offeror shall provide all supplies and services in accordance with its proposal and the contents of this contract.

The Contracting Officer must approve any redirection or changes in the work and supplies to be furnished under this contract.

C.4 QUALITY MANAGEMENT

The Offeror(s) must comply with FAR clause 52.246-11 – Higher Level Contract Quality Requirments.

The objectives of these Quality Assurance requirements are to ensure the Offeror’s products and processes are sufficient to enable timely and cost effective deliveries, which meet the system performance requirements, and to quickly identify any issues which might negatively impact the timeliness or performance of the delivered product.

The Offeror shall ensure the quality of delivered systems as outlined in the Quality Validation Plan (QVP). The

Government shall incorporate the QVP into the contract via modification. The Offeror shall provide the QVP in accordance with Section J, Exhibit C, CDRL C003.

A Production Process Package (PPP) shall be prepared by the Offeror, verified by Defense Contract Management Agency (DCMA), and submitted for Government approval. The PPP submission shall be prepared in conjunction with the First Production (FPL) build. The Offeror shall provide the PPP in accordance with Section J, Exhibit D, CDRL D004.

The Government reserves the right to audit products, processes and the quality management system of the Prime Offeror and its Sub Offerors at any stage of contract performance. The Offeror shall fabricate, test, and deliver systems in accordance with this Statement of Work (SOW), Contract, and delivery schedule. The Offeror shall ensure that the delivered systems comply with all of the requirements of the QVP, PPP, Contract, and this SOW.

C.4.1 Quality Management System (QMS)
