16. REMARKS
The Contractor shall submit the QVP 30 days ARO per Section C.4.2.
The QVP shall document the Contractor's approach to ensure all delivered items meet the requirements of the contract and SOW throughout the life of the contract. Once approved, any changes to the QVP require Government concurrence. The Government reserves the right to request and review this data at any time. The plan shall document how process control will be maintained in all areas of operations, for the Contractor, Subcontractors, and critical suppliers. Sub-contractors and suppliers of critical component, materials, or processes shall be identified in the quality plan, including names and contact information of key supplier personnel. In the event of end item non-conformance, the contractor will be responsible for all costs and retests, and reporting required to achieve conformance, unless otherwise directed by the Government. The Government reserves the right to review/audit any suppliers. No review/audit of any sub-contractors or suppliers by the Government will relieve the Contractor of its responsibility for the performance and inspection of the products or services acquired by its suppliers.
The Contractor shall prepare the QVP Report in Contractor's format, and shall submit QVP Report electronically in either Adobe PDF or Microsoft Word format on CD or DVD media.
The report shall be mailed to the following address:

16. REMARKS
Date of first submission is required 30 days ARO per Section C.4.2.
The PPP must be approved by the Contracting Officer prior to issuance of the FPL Approval Letter. The PPP is to be design specific, and should supplement, not replace, the Quality Validation Plan (QVP). The PPP should identify, at a minimum:
a) Manufacturer
b) Contract
c) Design
d) Raw materials
e) Raw material suppliers
f) Incoming material supplier test data/certifications
g) Incoming material inspection/testing
h) Work instructions/procedures and revision of each
i) Machine set points/specifications
j) In process inspection processes
k) End item inspection and test processes
1) Packaging/shipping processes
In the case that required items listed above are generic, not design specific, and are covered by the QVP, citing the QVP is acceptable. Internal documentation must state the controlled document revision used for the PPP under consideration.
The Contractor shall prepare the PPP Report in Contractor's format, and shall submit PPP Report electronically in either Adobe PDF or Microsoft Word format on CD or DVD media.

16. REMARKS PM-SCIE
The Contractor shall submit the first Material Certification and Samples 120 days ARO per
DCMARep Section C.8.4.
Frequency & Date of Subsequent Submission: PM-SCIE will review textile and hardware material certification compliance for T-11 components on a monthly basis. Specific textiles and hardware for review will be identified each month to manufacturer on the first business day of each month, and those certifications from each production facility will be due to the Government on the first business day of the following month. Only the most current certificates for each item requested should be submitted for review.
To facilitate the material certification compliance review, a 6 inch narrow fabric sample and a 6x6 inch broad fabric sample shall be sent in with each certification as well as additional material requested for laboratory testing for some samples (see attached for total requirements.) Hardware samples are not required with certificates unless specifically requested. The samples must be taken from the corresponding lot of goods represented on the certification, and the sampling must be overseen by DCMA. These samples will be retained on file or destructively tested; therefore, the samples will not be returned to the manufacturer.
Problems identified with the certifications or samples will be handled on a case by case basis. Depending on the severity of the problem, a larger textile sample or hardware sample may be required.
It is expected that these certifications will have gone through and passed normal internal quality inspection and acceptance criteria. As such, this effort will not serve as an approval process, and should not hold up production. Material lots for certificates under review may be used before the evaluation is complete. Monthly reviews will be provided to the contractor within 90 days of receipt.
See Attachment 0005 for the total amount of certifications and associated samples that will be requested.
The certifications and samples shall be mailed to the following address:
