SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 18-Apr-2019 01:00 PM to 29-Apr-2019 12:00 PM.
The following have been added by full text:
QUESTIONS AND ANSWERS
Q1. The ripcord pull force can be very packer-dependent and the same system could pass or fail depending on the skills of the packer; if it fails, how is the cause of failure determined? Where should a manufacturer look for discrepancies in construction? In our opinion, determining if a parachute system is correctly built cannot be determined either by passing or failing this test. We respectfully request this test be removed.
A1. See Section E, Inspection and Acceptance, E.2 on the solicitation amendment.
Q2. Will contract awardees be eligible to submit revised pricing during the on-ramp process?
A2. Contractors with an award will not be allow to revise pricing during the on-ramp process.
Q3. Should excised be exercised?
A3. See Section I, Contract Clause, DFARS 252.216-7006 on the solicitation amendment.
Q4. The delivery of the T-11T Training Systems and the T-11 Main systems are supposed to start 60 days after acceptance of CLIN0007. However on the following page in the ‘Offeror’s Proposed Delivery Schedule’ the T-11T Training System and the T-11 Main system reference CLIN0006. Which is the correct CLIN approval that should be referenced?
Q4. See Section F, Deliveries or Performance, FAR 52.211-8 on the solicitation amendment.
Q5. Can the Government award T-11T Training Systems and/or T-11 Main Systems independent of the T-11 Systems? For example, could the Government award ONLY a T-11T Training system?
A5. Awards can be made for training systems and/or main parachutes, independent of T-11 full systems at the Delivery Order level. Base contract will be awarded for all three variants.
Q6. In accordance with L.2.3, Volume 5, a Small Business Participation Commitment Document is required of businesses both large and small. The minimum quantitative requirements apply to the total contract value, giving a significant advantage to any small business prime contractor because the SB prime costs can be consider in the quantitative requirements. Further limitations constrict the large business as the materials required for this contract are tightly controlled by government required specifications often sole source or single source, limiting the number of subcontractors available. This lack of flexibility limits the ability of large business best efforts to identify and source the required small business requirements. As this requirement is part of the evaluation criteria for performance against any resultant contract, it unfairly benefits small business primes. It is noted that this RFQ is not restricted to Small Business and therefore must be fair and equitable to both Small and Large Business. We respectfully request the government change the evaluation criteria to apply to the percent of the subcontracted work of each prime to the various small business categories versus using the proposed method of the percent based upon the entire contract value. This would serve to maximize small business subcontractors while not unfairly penalizing large businesses in the evaluation criteria.
A6. The purpose of evaluating Small Business Participation in an otherwise unrestricted acquisition (and other than those based on the lowest price technically acceptable source selection process) is to maximize the use of small businesses that provide the best value to the Government. Small Business Participation will be evaluated in this RFP based on seven (7) objectives (see RFP Section M.3.5., paragraphs a-g); meeting/exceeding the stated minimum quantitative requirement is only one (1) of those stated objectives and will not alone result in a more favorable rating. IAW the Army Source Selection Supplement (Appendix AA, page 17), large business contractors may achieve the small business participation minimum quantitative requirement through subcontracting to small businesses. Small business contractors may achieve the small business participation minimum quantitative requirement through their own performance/participation as a prime and also through joint venture, teaming arrangement, and subcontracting to other small businesses. Small Business Participation will be evaluated in terms of the total contract value IAW DFARS PGI 215.304(c)(i)(A)(6) and the Army Source Selection Supplement (Appendix AA, page 15). Also see Section L, Instructions to Offerors on the solicitation amendment.
Q7. Due to the long-term commitment required and the industries inability to predict unforeseen large cost increases we respectfully request the government to include FAR Clause 52.216-4 in this contract.
A7. See Section I, Contract Clauses, on the solicitation amendment.
Q8. RFP response requires input from multiple material suppliers for a 10 year commitment and ramping up to an aggressive delivery schedule. The supplier base is not able to provide this information, nor the long-term commitment in the timeframe requested. Therefore, we request a 30 day extension to allow the appropriate time to prepare for this long term commitment schedule.
A8. Solicitation has been extended to 12 pm EST on 29 April 2019. See Block 11 and Section A, Solicitation/Contract Form. Note Section L, Instructions to Offeror(s), L.2.1.9 reference questions is still applicable.
Q9. What are the Part Numbers associated with the CLIN’s / NSN’s?
A9. The part numbers for the associated CLIN/NSN are: complete system (1670-01-539-4525) 11-1-7050-1, training system (1670-01-600-0493) 11-1-7050-2, and main parachute (1670-01-616-2768) 11-1-7051.
Q10. Is a Small Business offeror required to do a “Small Business Utilization Report” CLIN 4004, CDRL F006?
A10. Small business offerors are require to submit the Small Business Utilization Report.
Q11. Can the Government confirm Delivery Locations will be restricted to CONUS locations and NOT OCONUS?
If OCONUS please provide alternative OCONUS delivery locations A11. Delivery location will be to CONUS locations. For additional information see F.1, Delivery Location of solicitation.
Q12. Can the Government provide a Guaranteed Minimum Quantity for CLIN 0007 (T-11 Systems) Initial/Year #1?
A12. Minimum quantities have been set in Section B, Supplies or Services and Prices, B.1 and B.2 of the solicitation and Attachment 0011, Best Estimated Quantities (Version 2), provides Best Estimated Quantities for the duration of the contract with options.
Q13. Can the government provide a Minimum Order Quantity for T-11 System for Option Years so that we can provide the Government with more accurate pricing?
A13. See Attachment 0011, Best Estimated Quantities (Version 2).
Q14. Can the Government provide an Estimated Quantity for CLIN 0009 (Main Parachute) so that we can provide the Government with more accurate pricing?
A14. See Attachment 0011 (Version 2), Best Estimated Quantities.
Q15. If the Government orders CLIN 0007, 0008 and 0009 at the same time is it expected that they be delivered concurrently or can they be delivered sequentially?
A15. Ideally, if the Government orders CLIN 0007, 0008, and 0009 at the same time deliveries would be expected to be done concurrently. However, sequential deliveries may be considered if in the best interest of the government.
Q16. Where will the First Production Lot, CLIN 0006, physical inspection take place and who will be conducting it?
A16. First Production Lot will be inspected at the contractor’s facility by PM SCIE, ADEST, and DCMA.
Q17. If offeror proposes a different delivery for CLIN 0006 First Production Lot would CLIN 0001 First Production Lot Report (CDRL A001) be due 30 days prior to proposed delivery for CLIN 0006?
A17. First Production Lot, CLIN 0001, is required at least 30 days prior to CLIN 0006.
Q18. If CLIN 0004 Production Process Package (CDRL D004) is to be prepared in conjunction with the FPL build as per paragraph C.4.2 page 26 wouldn’t it be due at the same time as CLIN 0001 First Production Lot Report (CDRL A001) rather than 30 days ARO?
A18. Production Process Package (CDRL D004) is due 30 days from ARO.
Q19. Attachment 0010 “Pricing Schedule” represents solicitation W911QY-14-R-0002. Does this attachment accurately reflect W911QY-19-R-0012. Can you confirm this is just a typo?
A19. See revised Attachment 0010, Pricing Schedule (Version 2) dated 5 March 2019.
Q20. Attachment 0011 “Best Estimated Quantities” represents solicitation W911QY-14-R-0002. Does this attachment accurately reflect W911QY-19-R-0012. Can you confirm this is just a typo?
A20. See revised Attachment 0011, Best Estimated Quantities (Version 2) dated 5 March 2019.
Q21. Pg #24, section B.1 & B.2 state Minimums of $10,000. This should be corrected to match Pg #52, “52-216-19, Order Limitations” which states minimum order of $10,000,000.

Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically.

The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:
Volume 1: Technical. The Offeror’s proposal shall include a copy of a completed SF33 solicitation document, signed by an authorized representative of the Offeror, and include the following completed areas:
Section E: Offeror shall complete FAR 52.246-11 and provide a copy of 3rd party registration certificate.

The Offeror shall acknowledge any amendments issued to this solicitation. Amendments must be acknowledged by signature of an official having the authority to bind the Offeror contractually by the completion and submission of the SF30 or an appropriate annotation on the SF33.
QPL certification. Offeror shall provide proof of their QPL certification per MIL-DTL-6645 or a discussion as to when the Offeror anticipates being placed on the QPL as it relates to the anticipated award date in Section L.2.1.2 above and the requirement that any potential contract awardee be successfully added to the QPL at the time of contract award. If the latter, the Offeror shall describe the current status at time of proposal submission of their current QPL submission and the expected major milestones remaining for QPL certification and a timeline of those events.
Per FAR Subpart 9.2, any successful Offeror shall be on QPL at the time of contract award.
Volume 2: Delivery Schedule
Section F: Offeror shall complete FAR 52.211-8
Volume 3: Contract Price. The Offeror shall structure its price proposal to satisfy the requirements of the RFP while following the format outlined below.
The price volume shall contain the Offeror’s proposed prices which, if accepted by the Government, would become the firm fixed prices of the resulting contract between the Offeror and the Government.
Pricing Schedule. The Offeror shall enter its proposed prices into Attachment 0010 (See Section J), which is a spreadsheet and which is available from the contracting officer in electronic form.
The Price Schedule in Section J shall be included in the Offeror’s Price Volume.
Quantity Discounts. The Offeror is encouraged to propose terms under which larger order quantities receive discounted unit prices. Offerors proposing such terms shall enter their proposed quantity break points and corresponding unit prices in the appropriate worksheets of Attachment 0010. Offerors are cautioned that the Government does not desire unbalanced pricing.
(Unbalanced pricing and its associated risks are discussed at FAR 15.404-1(g)) The Offeror’s Price Factor rating shall be based in part on the Offeror’s quantity discounting terms. Offerors proposing quantity discounts shall do so with the understanding that the Government’s method for calculating total order price shall be: (total quantity ordered) x (unit price corresponding to total quantity ordered) = (total order price).
Best Estimated Quantities. In order to assist the Offeror’s preparation of its proposal, the Government has provided its best estimated quantities (BEQ) for each CLIN in Attachment 0011
(see Section J). The Offeror is cautioned that the BEQs are strictly informational and shall not limit the Government’s right to order more or less than any BEQ, subject to Clause 52.216-19 -- Order Limitations (See Section I).
Total Evaluated Price. The Government shall apply the Offeror’s pricing and quantity discounting terms proposed in Attachment 0010 to the BEQs provided in Attachment 0011 to calculate a Total Evaluated Price (TEP). The Government shall evaluate the TEP for price reasonableness, in accordance with Section M of this solicitation. The Offeror’s Price Factor rating shall be based in part on the Offeror’s TEP.
Assumptions and Other Considerations. The Offeror shall provide a narrative of assumptions underlying and their impact upon its proposed prices. The Offeror shall also furnish all information that could have a bearing on cost and financial matters and which would be of mutual interest in the contemplated acquisition; for example, if a proposal is to be a joint venture arrangement, explain how financial matters are handled. The Offeror’s Price Factor rating shall be based in part on the Offeror’s assumptions and other considerations underlying the proposed prices.
Incorporation of Attachment 0010. If the Offeror’s proposal is accepted by the Government, Attachment 0010 shall be incorporated into the resulting contract and shall form binding prices for any orders issued from that contract.
Additional Price or Cost Information. At this time, the Government does not require any additional price or cost information from the Offeror; however, at any time prior to award, the Government may require, through the issuance of solicitation amendments, written discussions, or requests for proposal revisions, whatever additional price or cost information the Government needs to determine the reasonableness of the Offeror’s proposed prices.
Volume 4: Past Performance
IAW FAR 15.305(2)(iv) without a record of relevant past performance or for whom past performance is not available; the offeror may not be evaluated favorably or unfavorably.

Small Business Participation Commitment Document (SBPCD): The offeror shall submit a SBPCD in order to identify the extent to which U.S. small businesses will participate in the performance of the proposed acquisition relative to the Government’s minimum quantitative requirement. Large businesses may achieve their proposed small business participation commitments through subcontracting to small businesses. Small businesses may achieve their proposed small business participation commitments through their own performance/participation as a prime and also through a joint venture, teaming arrangement, and subcontracting to other small businesses. The following minimum quantitative requirements in terms of Small Business Participation apply to this proposed acquisition: Small Business: {37.0%} of the total contract value; Small Disadvantaged Business (SDB): {0.0%} of the total contract value; Woman-Owned Small Business (WOSB): {2.0%} of the total contract value; Historically Underutilized Business Zone (HUBZone) Small Business: {0.0%} of the total contract value; Veteran Owned Small Business (VOSB): {1.0%} of the total contract value; Service Disabled Veteran Owned Small Business (SDVOSB): {0.0%} of the total contract value. It is the Government’s expectation that the offeror will meet or exceed their proposed small business participation commitments during contract performance; good faith effort does not apply. Failure to meet or exceed proposed small business participation commitments will be reported in CPARS and may also result in contract default procedures. Offerors should thereby note that this is distinctly different than the Small Business Subcontracting Plan required for large businesses only.
Small Business Participation Commitment Document (SBPCD): The offeror shall submit a SBPCD in order to identify the extent to which U.S. small businesses will participate in the performance of the proposed acquisition relative to the Government's small business objectives (for a list of all small business objectives that will be evaluated, see RFP Section M.3.5., paragraphs a-g). Relative to the first objective in paragraph a., the following instructions are provided:
