About this file

This document is a Questions and Answers (Q&A) file from a federal contracting solicitation for pest control and vegetation management services at Watervliet Arsenal.

The solicitation requires comprehensive Integrated Pest Management (IPM) services including surveillance, trapping, pesticide application, and pest removal for indoor and outdoor areas within the property boundaries. Pest control services must comply with National Pest Control Association Good Practice Statements and the Arsenal's Pest Management plan (AR 200-1). Vegetation control services include elimination of broadweeds, weeds, crabgrass, and selective grub control across all green areas, with nonselective weed control around fence lines, substations, buildings, and sidewalks/curbs. The contractor must maintain all required state licenses from New York, including Category 3B—Turf and 5A—Right-of-Way Vegetation Control certifications. Pest control services apply to specific buildings including Buildings 10, 20, 25-3, 32, 41, and 21 on a monthly basis, with inspection and chemical application as needed to prevent infestation of all food handling establishments. The Government has indicated no objection to contractors submitting broken-down pricing rather than lump sum quotes and intends to award to the lowest total price including all option years, in accordance with Local Narrative MS-7311.

Q No. Question/Comments Answer/Response Status 1 Would it be possible to clarify the following:

A clear breakdown of what is required specifically for pest control vs. vegetation control?

Pest control – The Contractor shall provide all management, licenses, tools, supplies, chemicals, equipment, transportation and labor to develop and implement Integrated Pest Management (IPM) control at the Watervliet Arsenal. The implementation of the IPM shall be done in a manner that ensures the health and general well-being of all personnel and visitors. 3 Clarification on the total area or zones for vegetation control across the site? Please refer to Appendix C.

All green areas to receive selective and grub control.

Around all fence lines, sub stations, and buildings, and sidewalks/cubs to receive nonselective weed control.

Answered

4 Whether any optional buildings or additional pest control services should be priced as separate options? Arsenal employees will address concerns and keep a list between monthly visits. Technician will address those issues during monthly visit as well as the predefined areas listed above.

Answered

5 Additionally, if the pricing sheet could be broken down further (instead of a lump sum), it would help ensure more accurate and competitive pricing. A clearer structure would allow us to avoid submitting an inaccurate lump sum that may not fully reflect the Government’s needs.

The Government has no objection to quotes being broken down. In accordance with Local Narrative MS7311, the Government intends to award a contract to the offeror with the lowest total price, including all option years.
