STATEMENT OF WORK

STATEMENT OF WORK (SOW)

FOR

Replace 15kV Electrical Cables 1B1 – 1A5

AT

Watervliet Arsenal Building 135, 136, 125

Project #: 7PW032

Installation Management, Public Works Division Facilities Engineering (TAWV-IMP-F) Revision

PART 1 GENERAL

1.01 Overview.

A. As part of the Watervliet Arsenal electrical infrastructure maintenance program, the below 15kV underground cables have been identified for replacement as part of a fault repair and other routine phased maintenance.

1. Loop 1 South, Both Parallel Feeders, 1B1 to 1A5 South, approx. distance 3000 ft.

1.02 Scope.

A. This Statement of Work (SOW) defines the effort required for removing and replacement of Loop 1 South, 15kV cable(s) routed underground in parallel pairs per phase through duct bank(s) in the roadways between Building 135, 136 and 125. The cables in scope are connecting substation 1B1, 1B2, 1B3, 1B4, 1B5 and 1A5 sectionalizing switches.

1.03 Existing Conditions.

A. The majority of existing cable on site is Paper Insulated Lead Covered (PILC), 3-conductor cable, 500MCM, routed through underground electrical duct banks & manholes outdoors or through electrical trenches, metal conduit or tray indoors.

B. Work in scope covers 13.2kV Loop 1 parallel feeder cables through 13x outdoor manholes (18-20 & 22-32) covering a distance of approximately 3000 Linear Feet.

C. The concrete encased duct banks leading from manhole to manhole contain either 4 or 5 inch diameter conduits which may be of “Orangeburg”, rigid steel or PVC type construction. Conduits are typically enclosed within #3 & #4 rebar for duct bank reinforcement.

D. Duct banks in scope are mostly beneath roadways which are paved. Roadways consist of approximately 6 inches of asphalt over concrete. Concrete may be up to 8 inches thick (no rebar).

Earth beneath concrete is likely to contain shale. Other utilities and clay drains may also be routed beneath the same roadways. Contractor shall provide a cost per square foot for concrete and/or shale removal under Option 1.

E. Manholes are typically 6-10’ deep. The manholes are frequently half-full or more with accumulated ground water, which will require de-watering each day before entering.

F. Known faulted cable(s) run between substations 1B3 & 1B4 (through MH-23, 25, 26).

G. Manufacturing operations take priority. Any required utility shutdowns may need to be scheduled around operations (i.e. at night or on weekends). Contractor will need to utilize personnel qualified for “hot-work” on 13.2kV cable systems & provide all necessary safety equipment. Any Substation outages require 60-Day prior notice to WVA tenants and should be included in Contractor’s Master Plan. Execution plan to be reviewed and approved with Government prior to beginning work.

1.04 Contractor Qualifications.

A. Splicing and terminations of cable equal to or greater than 600 volts shall only be performed by a qualified medium voltage technician possessing a “National Cable Splicing Certification Board (NCSCB) medium voltage personnel certification”. The Contractor shall submit copies of NCSCB certification(s) for Government review and approval prior to splicing or terminating any cable equal to, or greater than 600 volts.

B. Workers who install, splice, terminate or test the cables shall have not fewer than five years of experience working with cables equivalent to those being supplied. Submit a list of workers who will splice and terminate the service entrance cables with documented relevant experience.

C. Installing contractor to use mechanically powered, cable reel rotating equipment, designed for the purpose of installing MV cables through underground conduit and manholes. Also to be utilized;

truck mounted, hydraulically powered equipment designed such that boom reaches into manhole for cable pulling operations.

D. This equipment is required because it efficiently, safely, handles MV cable work in underground applications with reduced chance of damage to newly installed cable. Submit description of such equipment to be utilized for Government review and approval.

1.05 Hours of Operation.

A. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.

1.06 General Requirements.

The following Items of Work further clarify and constrain the project execution. Option 1 items are applicable to replacement of unserviceable conduit runs.

3.02 Cable Replacement

A. Contractor shall secure / cordon off work areas, prepare manholes, and identify cables.

1. Pump any ground water that has accumulated within manholes before accessing and working within each manhole. It is assumed and expected that each manhole will have some accumulation of ground water. Manholes shall remain dry during work within them.

2. Suspected hazardous substances must be contained & may not be pumped into local storm drains. COR shall be immediately notified if any sheen or visible oils are discovered in manholes in order to make an assessment prior to continuing work.

3. Government personnel will perform switching operations to ensure that power is taken out of each working manhole. This includes de-energizing and energizing. The Contractor shall not perform switching operations.

4. Identify, verify, and label each cable to be replaced under this scope of work prior to commencing pulling or removing of any cable.

5. Confirm electrical phasing at Substations 1B1, 1B2, 1B3, 1B4, 1B5 & 1A5, and notify the Project COR that phasing is as expected, or that discrepancies have been found. The use of a 15KV phase meter to check energized lines is required.

6. Inspect duct banks and conduits intended for cable replacement. Identify conduit runs which are still serviceable versus those needing replacement to the COR. The COR shall make final determination on which conduits and/or duct banks shall be replaced. Refer to sections 3.03 &

3.04 for requirements covering duct bank replacement. See attached drawings (SK-1, SK-2, SK-3) for reference. Once non-disclosure agreement is in place, manhole photos can also be provided for review.

B. Contractor shall remove cable and shovel clean manholes and ducts.

1. Identify, verify, and label each cable to be replaced under this scope of work.

2. Pull a minimum 5/16” dia. twisted polypropylene pull rope during cable removal with a minimum of 48” slack at either end.

3. Clean the ducts JUST PRIOR to pulling new cable. In past cable replacements, “OrangeBurge” has degraded after cleaning duct and prevented an otherwise serviceable conduit from use, or required extra splices. Clean by pulling in a mandrel, brush, and trailing burlap. The Project COR will verify that ducts have been sufficiently cleaned, defined by no excessive debris remaining in the ducts, prior to installation of new cable.

4. Remove abandoned PILC in manholes if necessary. Pull in minimum 5/16 ” dia. poly pull rope allowing 48” slack at each end. Tie Off ends to MH racks.

5. Inspect all cable racks in work scope. Confirm with COR cable racks that are to be re-used in each manhole. Re-install detached cable racks if still serviceable. Replace racks if nonserviceable. Racks shall be spaced approximately 3 to 4.5ft apart horizontally. There shall be at least two racks on each wall. Utilize drop-in anchor kits; 316 stainless steel, ½” -13 thread.
