PART 1 GENERAL
1.01 Overview.
A. As part of the Watervliet Arsenal electrical infrastructure maintenance program, the below 15kV underground cables have been identified for replacement as part of a fault repair and other routine phased maintenance.
1. Loop 1 South, Both Parallel Feeders, 1B1 to 1A5 South, approx. distance 3000 ft.
1.02 Scope.
A. This Statement of Work (SOW) defines the effort required for removing and replacement of Loop 1
South, 15kV cable(s) routed underground in parallel pairs per phase through duct bank(s) in the roadways between Building 135, 136 and 125. The cables in scope are connecting substation 1B1, 1B2, 1B3, 1B4, 1B5 and 1A5 sectionalizing switches.
1.03 Existing Conditions.
A. The majority of existing cable on site is Paper Insulated Lead Covered (PILC), 3-conductor cable, 500MCM, routed through underground electrical duct banks & manholes outdoors or through electrical trenches, metal conduit or tray indoors.
B. Work in scope covers 13.2kV Loop 1 parallel feeder cables through 13x outdoor manholes (18-20 &
22-32) covering a distance of approximately 3000 Linear Feet.
C. The concrete encased duct banks leading from manhole to manhole contain either 4 or 5 inch diameter conduits which may be of “Orangeburg”, rigid steel or PVC type construction. Conduits are typically enclosed within #3 & #4 rebar for duct bank reinforcement.
D. Duct banks in scope are mostly beneath roadways which are paved. Roadways consist of approximately 6 inches of asphalt over concrete. Concrete may be up to 8 inches thick (no rebar).
Earth beneath concrete is likely to contain shale. Other utilities and clay drains may also be routed beneath the same roadways. Contractor shall provide a cost per square foot for concrete and/or shale removal under Option 1.
E. Manholes are typically 6-10’ deep. The manholes are frequently half-full or more with accumulated ground water, which will require de-watering each day before entering.
F. Known faulted cable(s) run between substations 1B3 & 1B4 (through MH-23, 25, 26).
G. Manufacturing operations take priority. Any required utility shutdowns may need to be scheduled around operations (i.e. at night or on weekends). Contractor will need to utilize personnel qualified for “hot-work” on 13.2kV cable systems & provide all necessary safety equipment. Any Substation outages require 60-Day prior notice to WVA tenants and should be included in Contractor’s Master
