PERFORMANCE STATEMENT OF WORK
FIRE SUPPRESSION INSPECTION, TESTING, AND MAINTENANCE
At Watervliet Arsenal Work Order #: 8PW014 Revised: 22 November 2017
PART 1 GENERAL
1.01 BASIC SERVICES. The contractor shall provide all management, tools, supplies, equipment and labor necessary to ensure that fire suppression systems conform to the manufacturer and commercial standards.
A. The contractor shall inspect, test, make repair to, and certify the existing fire suppression systems at Watervliet Army Arsenal, NY in accordance with manufacturer, commercial and National Fire Protection Association Fire Protection Code 25 - Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems (NFPA 25).
B. The contract must comply with all Federal, State, and local laws, statue, regulations and procedures. The contractor shall review the most current inspection and test status of all fire suppression systems included in the scope of this Performance Work Statement (PWS).
1.02 APPLICABLE DOCUMENTS. The following documents are applicable to this Statement of Work and attached appendices. The Contractor shall perform all work in accordance with (IAW) the applicable sections of, but not limited to, the following:

a. NFPA 25 - (2017) Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems
1.03 PERSONNEL QUALIFICATION. Personnel, either individually or through their affiliation with an organization that is registered, licensed, or certified by a state or local authority, shall be recognized as qualified and experienced in the inspection, testing, and maintenance of systems addressed within the scope of NFPA 25.
A. The Contractor shall meet all fire protection system licensing and qualification requirements of the State of New York.
B. All work shall be performed by personnel certified Level III by the "National Institute for Certification in Engineering Technologies" (NICET) in "Inspection and Testing of Water-Based Systems" or under the direct on-site supervision of a NICET Level III "Inspection and Testing of Water-Based Systems" certified person. In lieu of the NICET Level 3 Certification, we will accept an inspector with NICET Level II certification with more than 5 years of experience in fire system inspection and holds a valid Sprinkler Fitters Union card/training certificate. Copies of all licenses and certifications shall be provided to the Contracting Officer prior to award of the contract.
C. Evidence of Qualification. Evidence of qualifications shall be submitted to the Government with bid.
1.04 GOVERNMENT-FURNISHED PROPERTY AND SERVICES. Contractor shall provide all facilities, materials, tools, and labor necessary to successfully comply with the requirements of this PWS. The Government will provide electric utilities; police, fire, and emergency medical services. However, any medical expenses incurred by contractor personnel shall be the responsibility of the contractor.
A. The Government will provide a Fire Department representative to assist the contractor with inspection/testing tasks, to be coordinated by the contractor no-sooner-than two (2) weeks prior to the start of inspection/testing work which involves the assistance of the Fire Department representative, with the specific intent of supplementing contractor labor and reducing contract costs to the Government.
1.05 SUBMITTALS. Submittals shall be submitted and Government approval obtained, where required, prior to any materials being purchased and/or installed. Required Submittals are consolidated below. Electronic files of each submittal shall be delivered to the Contracting Officer for the Determination of Acceptance NLT 7 days after award (unless otherwise noted). MSDS submittals shall be submitted electronically as an e-mail attachment to the Contracting Officer. The Contracting Officer will provide a Determination of Acceptance of a submittal within seven (7) work days from the date it was received.
A. Consolidated List of Submittals. Government approval is required for submittals with a "G" designation. The following shall be submitted:

2. Personnel Qualifications; G
3. Test Plan; G
4. Inspection Schedule; G
5. MSDS for all chemicals, cleaning agents, sealants, and materials to be used on site
6. Material and Equipment Specifications
7. Routine Service Documentation; G

9. Inspection and Test Reports; G
PART 2 PERFORMANCE
2.01 INSPECTION AND TESTING. The contractor shall inspect, repair, and certify the wet/dry fire suppression systems on Watervliet Army Arsenal, NY in accordance with manufacturer, commercial and National Fire Protection Association (NFPA) Fire Protection Code (FPC) 25. The contract must comply with all Federal, State, and local laws, statue, regulations and procedures. The contractor and the Contracting Officer Representative (COR) shall review the current inspection and test status of all wet/dry fire suppression systems included in this Performance Work Statement (PWS). The contractor shall submit a documented report on each inspection and test. This report shall include noted discrepancies, system impairments and repair recommendations, within 7 calendar days after each building system inspection and test. All systems shall be completed within a 12 month timeframe. Perform inspections IAW NFPA 25 of all building wet and dry fire suppression systems. Perform operational system testing, with the assistance of a Government provided Fire Department representative, as needed, IAW NFPA 25, and manufacturer’s instructions.
A. All inspection, testing and documentation shall be performed per the frequency and in full accordance with NFPA 25. All testing and inspection shall be performed on all building suppression wet and dry systems/devices as listed in Appendices “C” through “G”, attached.
B. Where any devices/equipment are inaccessible for safety considerations (e.g., continuous process operations, energized electrical equipment, radiation, and excessive height), visual inspections and/or test procedures shall be performed during WVA annual shutdown which occurs approximately July-August each calendar year, and shall be scheduled by the Contractor in close coordination with the Government. It shall be the Contractor’s responsibility to identify devices/equipment which are inaccessible for safety considerations, and the contractor shall obtain written concurrence from the Government regarding the scheduling of inspections during WVA annual shutdown.
C. Minor discrepancies or impairments to the installed fire suppression systems discovered during scheduled inspections, (i.e. fusible link replacement, hydrostatic testing of cylinders, battery replacement, etc) shall be corrected by the contractor on the spot. Major deficiencies costing more than $250.00, excluding labor costs, shall be approved by the COR prior to taking corrective action.
D. Contractor shall provide a test plan IAW NFPA 25. Contractor shall provide a detailed inspection schedule for Government review and approval.
E. The contractor and the Government shall review the current inspection and test status against the planned work monthly, the contractor shall provide an updated work schedule monthly if the project begins to deviate from the schedule.
2.02 ROUTINE SERVICE CALLS. Perform routine service call repairs on all wet/dry fire suppression systems to ensure proper operational condition as requested by authorized government official. All work completed during Watervliet normal duty hours and IAW NFPA 25, and manufacturers’ listed procedures.
A. Contractor may make a site visit to plan the repairs required to accomplish routine service calls, or may accomplish the repairs during the initial response to the routine service call. After all parts needed for the repairs are acquired the contractor is expected to bring all manpower, tools, equipment and parts to accomplish the routine repairs. Once the repairs are started a maximum total of two man-hours per routine service call will be allowed to acquire additional parts if necessary. If additional parts are needed while working on multiple service calls the contractor shall acquire the additional parts for the multiple service calls at the same time.
B. Contractor shall charge man-hours for routine service calls starting upon entering WVA and cease charging man-hours upon leaving WVA. Exception: the two hours allowed for additional parts as listed in paragraph 2.02.A.
C. Contractor shall notify the Government, via telephone, upon entering WVA (start of work), upon leaving WVA for parts, and upon leaving WVA (end of work). This allows the Government to validate the man-hours used on each routine service call. The telephone notification shall include the number of Contractor personnel and the list of service calls that the contractor will repair during the visit.
D. Contractor shall generate a service order slip for each completed routine repair. The service order slip shall include the total man-hours requested for that single routine repair, and the cost of materials. If the routine repair takes multiple work shifts, the daily man hours shall be broken out on the service order slip.
2.03 EMERGENCY SERVICE CALLS. Perform emergency service call repairs for malfunctioning or inoperative wet/dry fire suppression systems during business hours, non-business hours (nights and weekends) and holidays. Response must be within 2 hours.
A. The contractor is expected to bring all manpower, tools, equipment, and common parts to accomplish emergency service calls during the initial site visit. Once the repairs are started, a maximum total of four man-hours per emergency service call will be allowed to acquire additional parts if necessary.
B. Contractor shall charge man-hours for emergency service calls starting upon entering WVA and cease charging man-hours upon leaving WVA. Exception: the four hours allowed for additional parts as listed in paragraph 2.03.A.
C. Contractor shall notify the Government, via telephone, upon entering WVA (start of work), upon leaving WVA for parts, and upon leaving WVA (end of work). 2.04 REIMBURSABLE PARTS. The Contractor shall be responsible for procuring all required parts for any repairs and will be reimbursed at Government at cost. For the purpose of such reimbursements, a copy of the supplier’s original invoice shall be attached to the request for reimbursement for all purchases over $25.00. The Contractor shall seek minimum of two, preferably three competitive price quotations prior to purchasing replacement parts or services with an estimated value of $2,500 or more. Documentation of evidence (price quotes) shall support competitive pricing and be submitted for government approval, prior to purchase and installation. Final invoice pricing shall be submitted with requests for reimbursement.
2.05 DOCUMENTATION
A. The record of all inspections, testing, and maintenance as required by NFPA 25 shall be documented using either the record of inspection and testing forms, described below, or an alternative record, approved by the project COR, which includes all applicable information.

B. Submit a report of all wet/dry suppression system tests, inspections and maintenance accomplished at the conclusion of each occurrence. Reports shall include a record of conditions, completed tests, inspection results, completed inspection form, and preventive or corrective maintenance performed on a system, and shall include all required and applicable information per NFPA 25 guidance.
C. All reports and service order slips shall be professional appearing, legible and shall include the contractor’s company name, company address, and company phone number.
D. The contractor shall annotate/highlight any and all locations of deficiencies, and/or any component either not properly listed on the table, or missing from the table but discovered in the field.
E. The Contractor shall inspect the project work site and may request a copy of the asbestos building inspection records to verify the location and description of asbestos-containing materials. The Contractor shall sign the “Asbestos Notification Acknowledgement Record” and submit this form to the Contracting Officer.
PART 3 QASP/SERVICE DELIVERY SUMMARY
3.01 INTRODUCTION
A. This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing this PWS. It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the Service Delivery Summary (SDS) in the maintenance contract.
This QASP is based on the premise the government desires to maintain a quality standard in operating, maintaining, and repairing facilities and that a service contract to provide the service is the best means of achieving that objective.
The contractor, and not the government, is responsible for management and quality control actions to meet the terms of the contract. The role of the government is quality assurance to ensure contract standards are achieved.
3.02 SERVICE DELIVERY SUMMARY

3.03 STANDARD
A. The performance thresholds established for each of the performance objectives are the number of defects permitted before the Contracting Officer Representative person notifies the contracting officer for appropriate action in accordance with FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 1997) or FAR 52.246-4, Inspection of Services - Fixed Price, as appropriate.
Rework - the Government may require the Contractor to re-perform work that has been identified as being poorly performed or not performed, provided a reasonable amount of time is allowed for the rework to be completed.
3.04 SURVEILLANCE
A. Service calls – the project COR will maintain list of authorized personnel allowed to place service calls with the contractor and will notify contractor of any updates or changes. COR personnel will also maintain a log of all service calls and review all invoices and material receipts for accuracy, price reasonableness and compliance with performance standard. A monthly report shall be provided to the Contract Administrator by the 5th day of each month for verification and certification.
B. Inspections/Tasks/Reports – The project COR will ensure the contractor is staying on approved time schedule for inspections and task completion. The COR will review the inspection reports and take appropriate action to correct deficiencies as noted in report. A monthly status report as to how many reports were received and timeliness of reporting will be provided to the Contract Administrator by the 5th of each month.
3.05 PROCEDURES
A. The COR will visit the appropriate work area of the contractor and either observe the contractor performing the tasks or review documentation, as appropriate. If inspection indicates unacceptable performance, notify the contractor of the deficiencies for correction. The Contractor shall be given two hours after notification to correct the unacceptable performance or the COR may approve additional time if the COR considers additional time appropriate. If deficiencies are not corrected within the required time frame the COR should notify the Contracting Officer for action.
PART 4 GENERAL INFORMATION
A. The contractor shall sign and submit the “Contractor Asbestos Notification / Acknowledgement Record” (to be provided at time of award) prior to starting work due to the potential of disturbing asbestos.
B. Watervliet Information for Contractors – Duty hours, safety, emergency procedures, hazard wastes and more are all addressed in document titled Watervliet Arsenal Instructions for Contractors. Strict compliance with all item listed is mandatory.
4.02 WARRANTY
A. The contractor shall be responsible for replacing any warranty/guarantee items for one year after installation. Warranty work shall be at no cost to the Government. Warranty repairs shall be completed within four business days of notification. The contractor is expected to bring all manpower, tools, equipment and parts during the initial response to accomplish the warranty work.
4.03 QUALITY CONTROL
A. Contractor shall develop and maintain a quality control program to ensure maintenance and repair service is performed in accordance with the NFPA 25 standards and the manufacturer’s instructions. The contractor shall develop and implement procedures to identify and prevent defective conditions from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified above, Service Delivery Summary.
4.04 QUALITY ASSURANCE
A. The government shall periodically evaluate the contractor’s performance by appointing a representative to monitor performance through random monthly on-site inspections of the contractor’s quality control program and receipt of complaints from base personnel. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated customer complaints. Likewise the government may decrease the number of quality control inspections if performance dictates. The government will also receive and investigate complaints from various customers located on the installation. The COR shall make final determination of the validity of customer complaint(s) in case of disagreement with customer(s).
4.05 GOVERNMENT REMEDIES
A. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (May 1997) for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
