(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

Technical and Price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

ADDENDUM TO FAR 52.212-2, BASIS OF AWARD:

A. General Information:

1. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation represents the best value to the Government at a fair and reasonable price. The

Government reserves the right to award to other than the lowest price quote.

2. By submission of its quote, the quoter accedes to all solicitation requirements, including terms and conditions, and technical requirements.

3. The Contracting Officer may communicate with a quoter at any time during the evaluation without regard to the RFO FAR 15.2 rules concerning competitive range determinations and negotiations. The Contracting

Officer may also identify the quoter most likely to provide the best value and negotiate solely with that offeror to finalize the order and/or negotiate more favorable terms for the Government.

4. In addition to the information submitted by quoters, the Contracting Officer may consider other information reasonably related to the evaluation factors, to include the personal knowledge of the competitor's commercial and Government customers and past performance databases. The Government may consider any other value-added benefit offered in its best value determination.

5. The Contracting Officer is not obligated to evaluate all information submitted from each quoter. For example, the Contracting Officer may curtail evaluation of a quoter's submission if at any point the Contracting Officer determines they are unlikely to provide best value.

B. Evaluation Information

Factor 1 -Technical: The Quoter shall provide the following technical information:

a. The offeror shall provide information that substantiates their ability to process up to 80 wood sills per year. Offerors shall complete the pricing information with pricing for each Contract Line-Item Number (CLIN).
