About this file

This is a Solicitation Notes document for a federal contract opportunity. The contract is a 100% small business set-aside and will be awarded without discussions, requiring offerors to submit their best and final prices in initial offers. All offerors must maintain active System for Award Management (SAM) registrations and complete annual representations and certifications within SAM prior to quote submission. Questions regarding the solicitation must be submitted in writing to Contracting Officer Thomas Hall (thomas.c.hall111.civ@army.mil) with a copy to Contract Specialist Jeffrey Morton (jeffrey.l.morton2.civ@army.mil) at least five calendar days before the closing date. Payment will be made via Electronic Funds Transfer (EFT) through the Defense Finance and Accounting Services (DFAS) utilizing Wide Area Work Flow (WAWF), and pricing should be provided on an FOB Origin (after Loading) basis unless otherwise specified.

The procurement involves hardwood floorboards and platforms for military vehicles per specification A-A-52520_B (Metric). Contractors must ensure single Part Numbers per skid with individually protectively wrapped and labeled wood sills. Hardwood must conform to National Hardwood Lumber Association (NHLA) rules, be dried to a maximum moisture content of 15% or less at time of treatment (verified per ASTM D4444), and meet all requirements outlined in the specification. Contractors are responsible for inspecting received wood to ensure compliance with all applicable subparagraphs and must provide certification of this inspection. Technical data drawings are restricted to contractors with current DD 2345 (Militarily Critical Technical Data Agreement) on file with Defense Logistics Information Service (DLIS) and require Joint Certification Program (JCP) certification. Offerors must submit signed copies of all amendments issued to the solicitation or face proposal rejection.

Additional Information:

11. When packing ensure there is only one Part Number per skid, e.g., do not mix different CLINS on the same skid. The critical aspect of this is that each wood sill needs to be individually protectively wrapped and labeled.

12. A-A-52520_B (HARDWOOD - FLOORBOARDS AND PLATFORMS FOR MILITARY VEHICLES

(METRIC)):

Paragraph 2.1.1 - Hardwood states, "Hardwoods shall conform to NHLA Rules for the Measurement and inspection of hardwood and cypress lumber."

There is no cert required for buying the lumber. However, according to A-A-52520, Paragraphs 2.4 and 4.2, the contractor is responsible for inspecting the wood received, to ensure that it meets all of the subparagraphs of 2.4. So just certify that this was done.

13. A-A-52520_B (HARDWOOD - FLOORBOARDS AND PLATFORMS FOR MILITARY VEHICLES

(METRIC)):

Paragraph 2.2 - Moisture content states, "... dried to a maximum moisture content of 15 percent or less at time of treatment. This shall be verified when tested to ASTM D4444."

We understand that vendors need a low moisture content to pressure treat a piece of finished lumber.

That is why the spec states 15% or less at time of treatment. If the contractor knows that all their dried lumber has a 6% moisture content, they must have tested it to come up with that number. All a vendor needs to do is present the data showing that they tested it to ASTM D4444 and it has 6% moisture content.
