2.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

EVALUATION FACTOR

Factor 1- Technical Capabilities:

The offeror shall provide all information demonstrating their technical capabilities to perform the work required in Section 5.0 of the Performance Work Statement (PWS). The offeror shall submit brochures, past contracts, certificates of training, resume’s of technical and software management or other supporting documents that demonstrates their technical capabilities to perform and support the services required.

(a) Subfactor 1 Approach: The contractor shall provide information on their plan to perform preventative maintenance and repairs on the INDUSTRIAC Units and 450 kV CR to meet all requirements in the subject contract. The Government will evaluate the contractor’s plan to respond and establish a repair plan within 24 hours of notification. The Government will evaluate the contractor’s preventative maintenance plan and how required repairs are identified.

(b) Subfactor 2 Qualifications: The contractor shall specify that their technicians, company representatives, and sub-contractors performing maintenance are trained in the PM and repair service of the INDUSTRIAC Units, and 450 kV CR or equipment similar in complexity and functionality; citing the make, model, and services provided for these units.

The contractor shall submit repair records of this or similar machines they have worked on or any literature that summarizes the contractor’s experience. Experience shall be recent and relevant. This would include NDT contract requirements with the government, which would include manufacturing, service, PM, training, certifications and inspection.

(d). Sub-Contractor Relationships: Provide examples of relationships or business endeavors with other NDT repair specific technicians, certifiers, and/or training facilities and their companies. This is directly relative in Section 5.2.

The Offeror shall identify the contract title, contract number, dollar value, client name and address, location of work, point of contact with telephone number, and an explanation of how each project related to the work requirements of this solicitation. : Specify uccessful NDT contract requirement fulfillment with government entities. This can include examples from PWS Section 5.1 and 5.2, which include all NDT contract requirements, training experiences, manufacturing, service or PM requirements, inspection requirements, and all NDT related requirements.

Proposals will be evaluated initially independently of the price to determine the Offerors’ ability to meet the Government’s requirement set forth in the solicitation. The Government may make a final rating determination based on the proposal as submitted without requesting any further information. For all proposals determined to be Technically Acceptable, the offer providing the lowest price will receive the contract award.

1. Offerors’ technical proposals will receive an overall rating based on the following:

(a) Technically Acceptable: Offeror meets all requirements or technical specifications or has submitted all documentation requested in any technical evaluation criteria and all documentation meets the standard set forth in the solicitation.

(b) Technically Unacceptable: Offerer fails to meet all requirements or technical specifications or has failed to comply in submitting requested documentation in any technical evaluation criteria or the submitted documentation fails to meet the standard set forth in the solicitation.

Factor 3 – Price:

Insert pricing in the contract line items provided on Standard Form 33. Reasonableness of an Offeror’s proposal is evaluated through cost or price analysis techniques as described in FAR Subpart 15.305(a)(1) and (4). For a Price to be reasonable, it must represent a Price that provides best value to the Government when consideration is given to the independent Government estimate, applicable statutory limitations, prices in the market, (market conditions may be evidenced by other competitive proposals) and the technical and functional capabilities of the Offeror.

Please be aware that the Technical Capabilities: in Factor 1- outweight price. This a Trade Off; not Technically Accepted, Lowest Price award.

Price proposals that are unrealistically high or low in price when compared to the Government estimate and market conditions evidenced by other competitive proposals received may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the proposal being considered unresponsive.
