QUESTIONS AND ANSWERS
1) All materials will be disposed of at a municipal disposal site – do you require a (a) receipt, (b) testing – if testing is needed, to what level, for what substances etc.
ANSWER: No testing. Contractors will be required to produce a Service ticket indicating the gallons disposed of.
In addition, the government will verify meter reading before and after servicing.
2) Line item 0001 states 370k gallons between holding and septic tanks, yet the PWS says 456k. Do we base the price on the 370k and then charge separately if called in to pump above this number?
ANSWER: The 370k gallons is based on historical usage. See para 5.9.
3) Line item 0002 - 30 Porta pots – Line item says ‘lot – 400’ but the PWS says 150 times each. Which number of cleanings will each of 30 porta pots have done.
ANSWER: See para 5.2. The quantity was increased (Lot – 1400)
4) 30 Porta pots – there are also 2 mobile trailers (450 gallons each) listed. Are these charged for separately? As they 30 do not include these two? How many times a year is servicing need for these? And charge will include supplies and chemicals?
ANSWER: The government does not own any mobile trailers. The government has revised the solicitation to rent mobile trailers; a request for quote identifying the amount of mobile trailers and duration will be submitted as the requirement is identified. See CLIN 0008
5) Line item 0003 - Grease pits – lot is 640 (lot= gallons). Yet there is a 6000g grease pit listed. Does this mean
640g a year will be pumped? Do you have an estimate for last year’s numbers?
ANSWER: Based on historical data 400 gallons was pumped last year. To measure performance the contractor will be required to have a metered system on their pumping apparatus in order to perform service. The government will verify the meter prior to and after pumping. In addition, the contractor will be required to submit a disposal ticket from the authorized disposal site to COR for invoicing.
6) Line item 0005 – Miscellaneous pumping: Lot=each – quantity 3000. We want to confirm how this reads – is this call-outs? Hours? Can you tell us how many units of service this is Line item 0006 – Quantity 13,000, lot=each. Again can you clarify please? PWS states 9 manholes, needing pumping every two weeks. Should this read gallons as a lot?
ANSWER: Unit of measure has been revised: Lot = gallon. Historically this requirement occurs 1-2 times a year. Typically the amount pumped ranges from 500 to 2000 within the year. Please see para 5.5. For CLIN
0006, the unit of measurement was revised: Lot = gallon; please see para 5.6.
7) Line item 0007 – rental/purchase of porta-pot – quantity 1. Do you want a monthly/annual pricing? Do you want to own and keep the porta-pot at end of contract?
ANSWER: Do not price this CLIN. The government will establish funding for this CLIN. All requirements will require a quote as the requirement is identified
8) Line item 0008 – Clearing waste water lines Bldg 350 – Quantity 728. Lot = hours. This seems like an excessive number of hours. Can you please clarify?
ANSWER: Estimated Quantity - 455 hours (revised)
9) Line item 0009 - Clearing waste water lines B360 – Quantity 2 – lot=hours. Does this line need 1 a year cleaning?
ANSWER: CLIN has been renumbered to 0010; and revised to Lot = hours. The estimated hours has been revised to 20
10) Line item 0010 – quantity 32, lot=hours. How many service units does this allow per year?
ANSWER: CLIN has been renumbered to CLIN 0011: See para 5.7.3. for frequency.
11) Line item 0011 – can you please explain this amount, if needed to be included in overall pricing. Does the government have that number available?
ANSWER: CLIN has been renumbered to 0012. Do not price this CLIN. The government will establish funding for this CLIN. All requirements will require a quote as the requirement is identified.
12) 0001: The estimated gallons are significantly less than the tank capacity times the frequency shown. Are the estimated frequency and gallons based on actual occurrences during the past year? Will contractor payment be based on actual number of tanks pumped and/or the gallons pumped for this CLIN, or is this CLIN just one flat fee and an all in number regardless of volume? If it is based on actual gallons pumped, then how will we document the gallons? Will we need to weigh the truck each day or will we be required to produce some other type of document to prove gallons hauled? If this is a flat fee for this line item, will we be allowed to invoice the work on a monthly basis?
ANSWER: See para 5.9. and the associated Deliverables Schedule
13) 0002: In the PWS you indicate you have 30 units plus 2 trailer units. It goes on to say in 5.2 that the yearly estimate is 150 per year. However on the bid sheet it lists the quantity as 400.
I have never seen a government contract that doesn’t require porta-pots to be emptied and serviced at least once each month. 5.2. Porta-pots - How many actual servicing events did the current contractor provide in the last year? Is it the 150 as stated in the PWS or is it 400 as listed on the bid sheet? 5.2.1 rental of units -- What is the term anticipated for rental units? Monthly? Annual? How many rental units do you currently have on site? If the winning bidder is someone other than the current vendor, will we need to or be allowed to provide the rental units during the term of the contract?
ANSWER: CLIN 0002 and para 5.2 thru 5.2.2 were revised (also see the answer to question 3 and 4)
14) 0003: Grease pits. You have 1 – 50 gallon pit, 1 – 5 gallon pit, and 1 – 6000 gallon pit. You state that the two smaller pits need to be pumped every 2 months or as needed and the larger tank is pumped as needed. However on the bid sheet you list the quantity as only 640 gallons. Did you not pump the large tank at all? Are you not pumping the tanks empty to clean out all of the settled out solids or are you just skimming the grease off the top?
ANSWER: See para 5.3. for revision. All tanks are pumped as required. Tanks are pumped to their entirety.
15) 0004: Emergency Services. The request seems clear that you are going to need emergency services and are going to pay for them by the hour of service provided. The question is whether these services will require 24/7/365
2 hour on call service? Or is this a 2 hour response during M-F, 0700-1600 hours when the normal post operations are in place?
ANSWER: Emergency services are required on a 2 hour call service 24/7/365.
16) 0005: Miscellaneous Pumping. The bid sheet lists the ESTIMATED QUANTITY as 3,000 EACH. Does that mean “each” is a tank or unit of service or are you actually referring to a total need of 3,000 gallons. If it is gallons, how many different service instances would be required to equal 3,000 gallons?
ANSWER: See question 6.
17) 0006: TCC manholes. 5.6 in the PWS says that there are 9 manholes that need to be pumped every 2 weeks.
Based on the stated size of the tanks that equals 23,350 gallons per pumping. Based on the stated tank size and frequency the total annual gallons would be (23,350 x 26) 607,100 gallons. What does the Estimated Quantity on the bid sheet of 13,000 refer to? If that number refers to gallons, that would only amount to 55 gallons per TCC per pumping?
ANSWER: Please see para 5.6.
18) 0007: Rental of porta-pots. I understand the estimated quantity of 1. That refers to each unit rented. What is the term of that rental? Monthly or Annual?
ANSWER: Please see question 7.
19) 0008: Clearing of Waste Water Lines – Bldg 350. The PWS states the lines will need to be cleaned with high pressure water but does not state the PSI or GPM. We normally use 1,500 – 2,500 PSI and rate flow rate of 25-40
Gallons per minute. That is what is classified as hydro-cleaning in our area. Your estimate of 728 hours to complete this work seems EXCESSIVE. Is the estimated quantity really project hours? What are the specs you are requiring for the equipment used to do this jet work?
ANSWER: See CLIN 0009 (revised), 1500-2500 psi is acceptable, and flow rate of 25-40 gallons per minute is acceptable. Type of equipment is a high power pressure washer. Also see question 8.
20) 0009: Clearing Waste Water Lines in Bldg 360. 5.7.2 States that the lines in this building are to be cleaned 2 times per year. The Estimated Quantity shows only 2 hours for this work. There is no way that any proper cleaning can be done in 1 hour, 2 times per year. How do you want this bid? Are we bidding based on total hours required?
Are we providing just a rate per hour and then will be paid based on number of hours required to do the project?
ANSWER: See CLIN 0010 (revised).
21) 0010: Cleaning Waste Water Lines in Bldg 320 – Wash Rack Area. Same questions as above. What psi and gpm system requirements are you setting for this work?
ANSWER: 1500-2500 psi is acceptable, flow rate of 25-40 gallons per minute is acceptable. The type of equipment is a high power pressure washer.
22) 0011: Since this is the wash rack area and the wash bay pits are not listed in this item will they be done by an hourly bid as set out in 5.7.4? Will all work under this CLIN be done on an hourly basis?
ANSWER: CLIN is renumbered to 0012; there is no mention of Wash Rack area. Please see para 5.7.4. and question 11.
23) 0012: Contractor ManPower Reporting.
NO QUESTIONS.
ANSWER: No answer provided
24) Page 4 Item 0003 Pump Grease – Lot = gallon. Price is per gallon Estimated qty 640 gallons. Quantity seems low. Reference to 5.3 Grease pit list several buildings and volumes.
ANSWER: Estimated based on historical data.
25) Page 5 Item 0005 Misc. pumping, estimated qty 3000 lot = each. Is this per gallon?
ANSWER: Lot = gallon (Revised)
26) Page 5 Item 0006 TCC Manholes estimated qty 13,000 lot = each. Is this per gallon?
ANSWER: Lot = gallon (Revised)
27) Page 6 Item 0007 Rental/Purchase of porta pots. Unit = lot. What are we pricing? Reference page 44 to 5.2.1 it mentions porta pot trailer units. Is this restroom trailers and does it include the 2 currently in use on base. Again how do we price this line?
ANSWER: Please see questions 4 and 7.
28) Page 6 Item 0008 Clearing Waste Water lines. Unit Lot = hours. Are you asking for an hourly rate including jetter equipment and operator? Unit price would also apply to Item 0009, 0010, 0011.
ANSWER: All rates should include the service, equipment and supplies required to complete the task. Please look at all CLINs as they have been revised.
29) Page 68 addendum to FAR 52.212.1 overhead crane and sling. Does this apply?
ANSWER: FAR 52.212-1 has been revised.

1.3.5 Option Year Four: 1 February 2022 to 31 January 2023
1.4 General Information:
1.4.1 Quality Control (QC): The Contractor is responsible for contract performance quality control and shall develop and maintain an effective QC program to ensure services are performed in accordance with this PWS. The
Contractor shall be required to establish an inspection system that develops and implements procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QC program is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the Contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements
Summary. After acceptance of the QC Plan, the Contractor shall obtain the KO’s (KO) acceptance in writing of any proposed changes to its QC system. The program will be submitted to the KO/COR by email within 60 days of contract award.
1.4.1.1. The plan will include but not be limited to:
1.4.1.1.1. An inspection system covering the services stated in applicable sections 5.0 – 5.8 of the PWS and Section

1.4.1.1.2. The methods for identifying deficiencies in the quality of services performed before the level of performance is unacceptable.
1.4.1.1.3. A file of all inspections conducted by the Contractor and the corrective actions taken. This documentation will be made available to the Government during the term of the contract.
1.4.1.2. Contractor’s Sole Responsibility: The Contractor is solely responsible for the quality of all contract deliverables and shall perform services and develop products by referring to their QAQC to assure service and product quality.
1.4.1.3. The Government will monitor the Contractor's performance. The Government reserves the option to implement whatever surveillance plan it considers appropriate, and to modify that plan as applicable. Government personnel will record all surveillance observations. The Contracting Officer's Representative (COR) will maintain a file of all inspection results. Government surveillance of tasks not listed in the performance requirements summary or by methods other than those listed in the performance requirements summary may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. If the services are found to be defective in workmanship or otherwise not in conformity with the specifications and requirements, the Government will have the right to reject such service and the work will then be performed in an efficient and workmanlike manner without additional cost to the Government. Reoccurring incidences of unsatisfactory performance of any required service may result in appropriate action by the KO in accordance with the Inspection of Services clause(s). Quality control under this section will apply to all task orders awarded under this contract. The verbiage of the task order may require additional quality control requirements above and beyond those mentioned in the base contract.
1.4.1.4. Government inspection personnel will monitor the Contractor's performance by physical inspection, review of reports/documentation and validated customer complaints.
1.4.2. Quality Assurance (QA): The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the
Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s)
(defect rate(s)).
1.4.2.1. Inspection: Each phase of the services rendered is subject to Government inspection during the Contractor's operation and/or after the completion of the task. Any defective or unaccomplished work will be brought to the attention of the Contractor by the Contracting Officer or his authorized representative. The Contractor must re-perform when possible all defective work before payment is submitted.
1.4.2.2. The Contractor shall be allowed twenty-four (24) hours from time of notification to correct the deficiency
(customer complaint) without deduction. If the Contractor does not respond within the time limit or does not re-perform the service satisfactorily, these discrepancies will be considered as omitted or unsatisfactorily performed.
1.4.2.3. The Contractor's invoice will be reduced by 5% of the final service invoice price for every 5 days the task is not complete for any or all areas that work was not properly re-performed. This may also be reason for default. This will be monitored by the COR or Contracting Officer. Deductions to invoiced amounts due to lack of contract compliance on behalf of the Contractor shall require approval by the KO. Invoiced amounts for services that have not been rendered or have been rendered but are not in compliance with the standards set forth within this PWS will not be paid.

1.4.2.5. Service Cooperation: The Contractor shall cooperate fully with the COR to accomplish work in support of the Depot and its assigned mission. In order to fulfill the intent of the contract, the Contractor must be flexible in meeting changing requirements and priorities. The Government reserves the right to reprioritize the work to be done under the contract in order to meet changing needs and requirements, so long as such changes are within the services to be provided by the Contractor. Any such changes will be performed at no additional cost for the services rendered.
