About this file

This is an Area of Interest (AoI) document for a Test Track Camera System issued by Army Contracting Command – Anniston Army Depot (ACC-ANAD) under Commercial Solutions Opening W911KF-25-S-C0001-0008. The existing camera monitoring system at the ANAD Test Track is end-of-life, having been purchased in 2013 with numerous non-operational cameras, poor image quality, no backup redundancy, and frequent system outages that have compromised operator safety during combat vehicle testing operations.

The government requires a complete, fully operational camera system to monitor test track operations safely. Key requirements include: 30 days of recorded data retention on local HDD with automatic rollover and deletion after 30 days; accessibility to data for viewing and download at any time for incident investigation; integrated lightning protection on all cameras; cameras connected via new single-mode fiber (2 fiber strands per pole) with NEMA-rated waterproof fiber boxes and fiber optic distribution panels terminating at Building 419G; cameras powered at designated poles with contractor-supplied step-down transformers (available voltages: 277V, 120V, 24V); capture of vehicular traffic in both directions on the test track, entering/exiting pit lane and all four turns, wash rack operations, and sloped test area operations; multiple camera view displays on a minimum of four large displays with operator ability to manipulate and configure views at any time; on-premises audio-visual core components (no cloud-based solutions); and no wireless or Bluetooth-enabled cameras. Responses must be submitted by email by 4:00 PM CDT on 11 June 2026. A site visit is scheduled for 19 May 2026 at 9:00 AM CDT with RSVP deadline of 12 May 2026. Questions deadline is 10:00 AM CST on 1 June 2026. All selected companies must be registered in the System for Award Management. The government is not obligated to make an award, which is subject to funding availability and successful negotiations.

• AoI Submission: 11 June 2026

1. General Information

1.1 Introduction

This announcement is for a camera system for the ANAD Test Track (AoI) under the ACC-ANAD Commercial Solutions Opening W911KF-25-S-C0001-0008.

Interested Parties should review the full CSO posting on SAM.gov for submissions and evaluation procedures.

ACC-ANAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-ANAD reserves the right to modify the requirements of this CSO AoI.

1.2 AoI Background

The existing camera monitoring system supporting the test track operations facility is currently at an end-of-life status. The camera system was purchased in 2013, with numerous cameras not operational and many of the devices are unable to provide a clear discernable picture or deliver adequate viewable coverage to meet minimum safety requirements. The monitoring capability has been greatly reduced with several of the large monitors not functioning and the outdated system displays a low resolution with poor video quality. The system has no backup redundancy and is often subject to routine system outages. The current state of the camera system has contributed to reduced safety monitoring for the operator and has led to assuming additional operational risk management factors during testing operations.

1.3 Identify AoI Solution

This AoI established the requirement for an operating camera system to be provided to Anniston Army Depot (ANAD), Anniston, Alabama. The end state for ANAD is to have in place a complete and fully operational solution that will mitigate current system deficiencies by meeting or exceeding the safety and compliance concerns. The new system should repair/improve the Depots ability to safely conduct combat vehicle testing operations on the test track site. The system at a minimum should provide camera coverage limiting dead spots on the track, covering all access points, and pedestrian crossings. Provide monitoring capability (live feed) to displays within the test track operator control booth. Replacing the EOL audio/visual component stack accessible from operator computer at observation position.

There are three safety gates that are lowered to prevent crossing the track when a vehicle is near the crossing. Often these vehicles travel at speeds up to 70 mph and pedestrians/vehicles would be in danger if the gates were not dropped in a timely manner. The gates have a lag reaction time that requires the gate officer to press the drop button when the test vehicle is entering the turn (before line of sight without the camera monitoring system). Existing camera location may be repurposed.

2. Requirements

2.1 Test Track Camera System - Requirements and Information

The government has the requirement to retain 30 days of recorded data on a local HDD.

A role over with data deletion after 30 days is acceptable. The government must have accessibility to the data for viewing and download at any time in the event an incident/accident occurs.

The intent is to repurpose existing locations for operations. The vendor shall provide their power and fiber solutions requirements to the government for Directorate of Public Works assessment.

• Cameras will need to have integrated lightning protection

• Power is/will be available at the designated poles however, contractor will have to furnish a step-down control transformer to power the cameras.

• Voltages that are at the pole locations are 277 volts, 120 volts, and 24 volts

• New Single Mode Fiber to all the poles, 2 Fibers Strands per pole, NEMA Rated Fiber box (waterproof), FODP (Fiber Optic Distribution Panel Inside box), and all new fiber underground and terminated, back to Bldg. 419G (Test Track Tower).

Government has the requirement to capture vehicular traffic traveling in either direction on the test track. Must be able to capture vehicular traffic entering and exiting pit lane as well as entering and exiting all four turns.

The government has the requirement to view (From Pole 30) the wash rack at the end of building 418.

The government has the requirement to view vehicles operating within the “Sloped Test Area” (From Pole 30).

The government has the requirement for the test track operator to display multiple camera views per large display with a minimum of four large displays operational.

The government has a requirement for the test track operator to manipulate, configure, or change camera views per large display at any time.

Bluetooth/wireless enabled cameras will not be an option.

Government requires the Audio Visual core components to be on-premises and not a cloud based solution.

3.0 AoI Constraints

Any selected company/companies will be required to be registered in the System for Award Management.
