About this file
This document is an Area of Interest (AoI) announcement for a Commercial Solutions Opening (CSO) solicitation issued by Army Contracting Command – Anniston Army Depot (ACC-ANAD).
ACC-ANAD is seeking a complete replacement camera monitoring system for the ANAD Test Track facility in Anniston, Alabama. The existing system, purchased in 2013, is at end-of-life with numerous non-operational cameras, poor video quality, low resolution displays, no backup redundancy, and frequent outages that have compromised safety monitoring for test vehicle operations traveling at speeds up to 70 mph. The required solution must provide comprehensive camera coverage to eliminate dead spots, cover all access points and pedestrian crossings, capture vehicular traffic in all directions including pit lane entry/exit and all four turns, monitor the wash rack and sloped test area from designated pole locations, and deliver live feed to a minimum of four large displays in the operator control booth. The system must retain 30 days of recorded data on local hard drives with accessible viewing and download capabilities for incident investigations. The core audio-visual components must be on-premises; cloud-based solutions and Bluetooth/wireless cameras are not acceptable. Contractors must furnish step-down control transformers and provide power and fiber requirements to the government for approval; the government will supply new single-mode fiber (2 strands per pole with NEMA-rated waterproof boxes and fiber optic distribution panels) and available power (277V, 120V, or 24V) at existing pole locations, with all fiber terminated to Building 419G.
Interested parties must notify the Contract Specialist to attend the mandatory site visit scheduled for May 13, 2026, at 9:00 AM CDT (RSVP deadline May 6, 2026). Questions must be submitted by May 19, 2026, at 10:00 AM CST. Written solutions are due by May 28, 2026, at 4:00 PM CDT to the Contracting Officer (Morey Gaddy; troy.m.gaddy2.civ@army.mil) and Contract Specialist (Michelle Bundrum; christine.m.bundrum.civ@army.mil). All selected vendors must be registered in the System for Award Management. The government is not obligated to award a contract or extend an RFP as a result of this AoI, and awards are subject to fund availability and successful negotiations.

Office: Army Contracting Command – Anniston Army Depot (ACC-ANAD)
AoI Title: Test Track Camera System
CSO AoI Number: AoI 0008
AoI Release Date: 28 April 2026

1. General Information
1.1 Introduction
This announcement is for a camera system for the ANAD Test Track (AoI) under the ACC-ANAD Commercial Solutions Opening W911KF-25-S-C0001-0008.
Interested Parties should review the full CSO posting on SAM.gov for submissions and evaluation procedures.
ACC-ANAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-ANAD reserves the right to modify the requirements of this CSO AoI.
1.2 AoI Background
The existing camera monitoring system supporting the test track operations facility is currently at an end-of-life status. The camera system was purchased in 2013, with numerous cameras not operational and many of the devices are unable to provide a clear discernable picture or deliver adequate viewable coverage to meet minimum safety requirements. The monitoring capability has been greatly reduced with several of the large monitors not functioning and the outdated system displays a low resolution with poor video quality. The system has no backup redundancy and is often subject to routine system outages. The current state of the camera system has contributed to reduced safety monitoring for the operator and has led to assuming additional operational risk management factors during testing operations.
1.3 Identify AoI Solution
This AoI established the requirement for an operating camera system to be provided to Anniston Army Depot (ANAD), Anniston, Alabama. The end state for ANAD is to have in place a complete and fully operational solution that will mitigate current system deficiencies by meeting or exceeding the safety and compliance concerns. The new system should repair/improve the Depots ability to safely conduct combat vehicle testing operations on the test track site. The system at a minimum should provide camera coverage limiting dead spots on the track, covering all access points, and pedestrian crossings. Provide monitoring capability (live feed) to displays within the test track operator control booth. Replacing the EOL audio/visual component stack accessible from operator computer at observation position.
There are three safety gates that are lowered to prevent crossing the track when a vehicle is near the crossing. Often these vehicles travel at speeds up to 70 mph and pedestrians/vehicles would be in danger if the gates were not dropped in a timely manner. The gates have a lag reaction time that requires the gate officer to press the drop button when the test vehicle is entering the turn (before line of sight without the camera monitoring system). Existing camera location may be repurposed.
2. Requirements
2.1 Test Track Camera System - Requirements and Information
The government has the requirement to retain 30 days of recorded data on a local HDD.
A role over with data deletion after 30 days is acceptable. The government must have accessibility to the data for viewing and download at any time in the event an incident/accident occurs.

Government has the requirement to capture vehicular traffic traveling in either direction on the test track. Must be able to capture vehicular traffic entering and exiting pit lane as well as entering and exiting all four turns.
The government has the requirement to view (From Pole 30) the wash rack at the end of building 418.
The government has the requirement to view vehicles operating within the “Sloped Test Area” (From Pole 30).
