1. The purpose of this amendment is to answer industry questions, attach the updated statement of work to the solicitation, attach the updated price per building attachment and extend the closing date of the solicitation.

2. Industry questions submitted have been answered. The questions and answers are listed below.

3. The statement of work for this solicitation has been updated. The statement of work previously attached is no longer valid and is removed as an attachment from the solicitation. The updated statement of work is replacing the previous version and has been made as an attachment to this solicitation.

4. Attachment 3 Price Per Building_Rooftop Fall Protection has been updated. The previous version of this attachment is no longer valid and is removed as an attachment from this solicitation. The updated price per building sheet is replacing the previous version and has been made as an attachment to this solicitation.

5. The closing date of this solicitation is hereby extended to 13 May 2024 at 10 AM CST.

Question and Answers:

1. What are the deck types and ISO depth of the buildings listed below?

Building 2 Deck Type: Metal deck type with TPO roof.

ISO Depth: Less than 5” most are 2”- 3”.

Building 114 Deck Type: Metal deck type with TPO roof.

ISO Depth: Less than 5” most are 2”- 3”.

Building 126 Parapet wall height for cross over: (+/-) 42”.

Building 127 Deck Type: Metal deck type with TPO roof.

ISO Depth: Less than 5” most are 2”- 3”.

Parapet wall height for cross over: (+/-) 42”.

Building 130 Parapet wall height for cross over: (+/-) 42”.

Building 134 Parapet wall height for cross over: (+/-) 42”.

Building 135 Parapet wall height for cross over: (+/-) 42”.

2. Will the government consider an alternate to safety rail as if it is manufactured in the USA? All products have to be manufactured in the USA.

3. Will the government accept a bid outlining the alternate? Or would you prefer us to provide a base bid as specified with a deductive alternate? Government wants a base bid as specified with no alternate on all specifications in the Statement of Work.

4. In regard to questions submitted at the walkthrough, it was my understanding that other brands of fall protection systems would be approved. Will the specifications listed on the Statement of Work, specifically numbers 9 and 10 under point 5.9, still be required? Yes, other brands will be approved if the brand is (or equivalent) to what is listed in the Statement of Work and meets all specifications listed. Yes, all specifications listed in the Statement of Work are still required. All products must be manufactured in the USA.

5. Factor 3 Past Performance – Although our firm has completed various fall protection upgrade elements of work related to larger scopes not particularly directed as “fall protection projects”, does this mean that our bid has the potential to not be evaluated per factor 3 of the evaluation criteria and possibly deemed to not meet the standard? Does company personnel personal project experience meet the criteria if these projects were in fact “fall protection upgrade” specific projects if over 5 years? Past performance will be reviewed as stated in Attachment 4 Evaluation Criteria and Narrative NN0006.

6. What is the roof type of building 126 and building 127? Both buildings are thermoplastic polyolefin (TPO) roofs.

7. Is lightening protection required to be installed due to requirements stated in 9.3.5 for lightening protections plans/drawing? No, it is not required to be installed. This refers to if it gets damaged and has to be repaired or replaced then the government would need the plans and drawings.

8. What is the overall height and pitch of roof of building 135? Height is around 25 feet tall and the pitch is (half) .5/12.

9. What is the height of the crossovers, the fire wall, and overall height of building 134? (+/-) 42” on the height of the fire wall. The main part of building it around 25 feet tall and the upper part is around 40 to 50 feet tall.

10. On building 114, how does the system need to be attached to the perfin wall? This will be a change in the Statement of Work to not putting the handrails on the parapet walls but just using free standing railing inside the parapet walls that will just sit on the roof. This way we will eliminate any issues with attaching to building.

11. What is the seam spacing for building 474 and 475? 24” inch centers.

12. What is the requirements for the existing post at building 440? The existing posts on building 440 will be undisturbed. Contractor will remove existing fall protection cable from the post, leaving the post and then install new handrails around building.

13. To avoid issues with roof penetrations and roof warranties, would it be acceptable to install freestanding guardrail inside of the parapet (rather than on top)? Yes, we will be using freestanding railing instead of attaching it to parapet walls. This was updated in the Statement of Work.

14. If freestanding guardrail is not acceptable, can you provide details regarding the parapet dimensions and construction? Yes, freestanding guardrails will be acceptable.

15. What is the overall height of Building 114? Around 30 feet tall
