The related federal contract opportunity is for Rooftop Fall Protection Systems, where the contractor shall provide all necessary materials, labor, and services to purchase and install permanent roof fall protection systems on buildings at the Anniston Army Depot. Questions are due by April 22, 2024, three working days after the scheduled site visit.

Attachment 4

Evaluation Criteria

There are four evaluation factors:

a. Technical

b. Period of Performance

c. Past Performance

d. Price

The relative order of importance of these four factors is as follows: Technical is more important than Period of Performance. Period of Performance is more important than Past Performance. Past Performance is more important than Price. The non-price factors, when combined, are more important than the Price Factor.

Factor 1: Technical

The Government will evaluate the Offeror’s proposed fall protection system on a met or not met basis based on the technical literature provided with proposal.

Instructions - The Offeror shall provide requested technical literature.

Factor 2: Period of Performance

The Government will evaluate the Offeror’s proposed period of performance on a met or not met basis per the period of performance stated in 3.1 of the statement of work

(SOW).

Factor 3: Past Performance

The Government will conduct a Performance Confidence Assessment to establish a Confidence Assessment Rating for each offeror. The Confidence Assessment Rating assigned will be based on the offeror’s Recent and Relevant performance record and the expectation that the offeror will successfully perform the requirements of the contract SOW.

Instructions - The Offeror shall submit at least 3 and no more than 5 past performance questionnaires which demonstrate recent and relevant past performance.

Relevant contracts are those that demonstrate experience in purchasing and installing fall protections systems on multiple buildings.

Recent contracts are those performed within 5 years of the date of issuance of the RFP.

Factor 3: Price

The Price Factor evaluation will result in a determination of the Total Evaluated Price to the Government. The Government will also evaluate the offeror’s price proposal for price reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may make a determination of reasonableness by any means allowable under FAR 15.404-1.
