AMENDMENT
1. The purpose of this amendment is to answer vendor questions and provide a copy of Attachment 5-ANAD Reg 385-26.
2. Below are the answers to the list of vendor questions as follows:
QUESTION 1: Do you have an incumbent provider for these services?
ANSWER 1: No, this is a new requirement.
QUESTION 2: For 1.3 The training will consist of 16 hours of classroom instruction with information provided via textbook, hands-on learning, and demonstrations. There will be a final exam given at the end of the classroom instruction. Do you have a specific textbook you would like used?
ANSWER 2: The government does not have a specific book that is required. The textbook should contain the material covered during the training so it could be used as a reference by the employees at a later date.
QUESTION 3: For 1.7 The training will consist of 24 hours of classroom instruction with information provided via textbook, hands-on learning, and demonstrations. There will be a final exam given at the end of the classroom instruction. Do you have a specific textbook you would like used?
ANSWER 3: The government does not have a specific book that is required. The textbook should contain the material covered during the training so it could be used as a reference by the employees at a later date.
QUESTION 4: Do you have a timeline from start of service to launch of training?
ANSWER 4: As stated in 3.1, all training should take place within 120 days from the award of the contract. A schedule should be submitted to the Government POC for approval.
QUESTION 5: How many in person meetings will be needed prior to the training?
ANSWER 5: We will not require an in person meeting prior to training unless the contracting office has a need for one.
QUESTION 6: Do you have a budget in mind for the project?
ANSWER 6: Please submit your most competitive proposal.
QUESTION 7: 4.1 Contractor shall provide NEC and QEW training for approximately 95 ANAD employees on 4 different set of dates to ensure that each receive the required number of hours of instruction.
a. Are we expected to give 4 sets of 16 hours? OR Are the students only available for 4 hours of training over 4 days?
b. How many hours of training would you like to see provided in one day?
c. Will the training days be back to back?
ANSWER 7: a. Training will be 4 sets of 16 hours.
b. Training will need to be 8 hours a day, starting at 0700.
c. Yes, training should be scheduled on consecutive days.
QUESTION 8: 5.3. Contractor shall issue certificates to each attendee upon completion of each course. Are the certificates specific to satisfactory course completion only? Are we to imply that the course certificates function as QEW and NEC certification?
ANSWER 8: Certificates for each course should function as a means of proof that the attendee is in compliance with all training requirements mentioned in the SOW.
QUESTION 9: Will there be additional time allotted to make necessary adjustments should there be a published update to NEC for 2024?
ANSWER 9: No, the government requires what is changed in the 2023 update.
QUESTION 10: 1.4. Local training and qualifications will be provided by each student’s directorate according to the guidelines they provide. Will the directorates provide the local training and qualification standards?
ANSWER 10: Training for all attendees should be the same.
QUESTION 11: Will the government provide the venue for which the training will be delivered?
ANSWER 11: Yes, when the schedule is approved a classroom will be scheduled to be available.
QUESTION 12: When covering the 2023 NEC, including major changes, should the training only cover requirements that pertain to industrial/commercial locations? Or you want residential requirements covered too?
ANSWER 12: Just industrial and commercial.
QUESTION 13: To perform some hands-on training, we may need to access some electrical equipment. To that effect, has arc-flash analysis been performed at the facility and are arc-flash labels on the electrical equipment that can be accessed for hands-on reviews? Or would you prefer that we delete hands-on review overall?
ANSWER 13: The hands-on portion can be removed from this training as it is not required.
QUESTION 14: Do the qualified workers have (or have access to) shock and arc-rated PPE? For example, arc-rated (FR) clothing, rubber gloves with protectors, arc-rated face shield with a hard hat. These would be required for hands-on training when accessing panel boards, disconnect switches or other electrical components.
ANSWER 14: The hands-on portion can be removed from this training as it is not required.
QUESTION 15: To better tailor the training materials to your facility, would your team be able to provide a copy of the facility electrical safety policy or some of your specific requirements (if there are any)?
ANSWER 15: Please reference attachment 5-ANAD Reg 385-26.
3. All other terms and conditions remain unchanged.
