STATEMENT OF WORK (SOW)
NFPA 70, NEC TRAINING
1. OBJECTIVE
1.1. Contractor shall provide all material, transportation, labor, equipment, coordination, planning, and supervision necessary to provide National Electrical Code (NEC), and Qualified
Electrical Worker (QEW) training on Anniston Army Depot (ANAD). All work shall be performed in accordance with the contract specifications and this statement of work.
1.2 All training shall be provided to ensure that attendees are trained to understand most recent
NEC updates, understand how NEC safeguards people and property, and how to make facilities and operations NEC compliant. Attendees will gain a common knowledge in the following topics.
Major changes to NEC 2023 edition.
Navigating the NEC to find applicable requirements for an electrical installation.
Installing equipment properly for safe use by operators/workers.
Installing equipment properly to maximize work-life of equipment.
Implementing and executing code changes.
Examining the requirements of the NEC as they relate to the safety of an electrical installation.
Determining general requirements for sizing and installing service, feeder, branch circuit conductors, and overcurrent protection
Selecting and sizing key elements of the building grounding and bonding system.
1.3 The training will consist of 16 hours of classroom instruction with information provided via textbook, hands-on learning, and demonstrations. There will be a final exam given at the end of the classroom instruction.
1.4 Training will provide the attendee with the required training to become a qualified person as defined per OSHA standard 29CFR1910.332 (b) and NFPA 70 Article 100 definition of Qualified
Person. Training will also help the student determine the nominal voltage for the equipment or system, determine the required approach distances for electrical shock and burn hazards, distinguish exposed energized conductors and circuits from other parts of the equipment, and properly select, care for and use the appropriate personal protective equipment for both shock protection and arc flash protection. Local training and qualifications will be provided by each student’s directorate according to the guidelines they provide.
1.5 Contractor shall provide all material, transportation, labor, equipment, coordination, planning, and supervision necessary to provide Qualified Electrical Worker (QEW) training on
Anniston Army Depot (ANAD). All work shall be performed in accordance with the contract specifications and this statement of work.
1.6 All training shall be provided to ensure that attendees are trained in the necessary requirements to become a QEW upon completion of the training. Attendees will gain a common knowledge in the following topics.
How Occupational Safety and Health Administration (OSHA) and National Fire
Protection Association (NFPA) rules apply to your workplace
What has changed in the NFPA 70E latest 2024 edition
The difference between qualified and unqualified electrical workers
Identifying different electrical hazards
Understanding the damage electricity can have on people and equipment

1.7 The training will consist of 24 hours of classroom instruction with information provided via textbook, hands-on learning, and demonstrations. There will be a final exam given at the end of the classroom instruction.

2. CONTRACTOR’S POINT OF CONTACT
2.1. The Contractor shall provide the Contracting Officer (KO) with a point of contact and a telephone number for the Government to make any arrangements needed. The KO will supply the Contractor with the name and telephone number of his/her designated Contracting Officer
Representative (COR) and Contract Specialist. The KO, COR and Contract Specialist shall serve as the Contractor’s point of contact with the government for this task order. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
3. PERIOD OF PERFORMANCE
3.1. The period of performance for this project shall not exceed 120 days from date of contract.
All work, to include time required to process any coordination to receive materials, shall be scheduled to complete within this timeframe. Any modifications or extensions shall be requested through the KO or representative for review and discussion.
4. WORK TASKS
4.1 Contractor shall provide NEC and QEW training for approximately 95 ANAD employees on 4 different set of dates to ensure that each receive the required number of hours of instruction.
5. REQUIREMENTS
5.1. Contractor shall provide all materials necessary to complete this course.
5.2. Contractor shall provide any necessary equipment for use in the performance of their contract. If any computers, audiovisual aids, or anything is required to teach this class, it shall be provided by the contractor.
5.3. Contractor shall issue certificates to each attendee upon completion of each course.
